ACTIVITIES OF COMMERCIAL BANKS OF KR ON THE SECURITIES MARKET UNDER THE CONDITIONS OF ERASIAN INTEGRATION

This article examines the activities of commercial banks and their development trends in the securities market in the Kyrgyz Republic under the conditions of the Eurasian Economic Union (EEU). The article shows the relationship between the financial market and commercial banks in the securities market in the conditions of Eurasian integration. Also, the market of debt securities in the Kyrgyz Republic is presented. A review of the issue of types of securities in 2017 by the government of the Kyrgyz Republic and the National Bank was conducted. Thus, during the review of the securities market, the dominant position of commercial banks in comparison with other participants was revealed. Measures have been proposed to optimize the activities of commercial banks in Kyrgyzstan in the securities market in the context of the Eurasian integration of an effective market mechanism that ensures the flow of investments into the economy.

The article presents the results of the United Nations Economic Commission for Europe project in Kyrgyzstan: “Reinforcement of national capacity of the trade-support institutions”. Based on these results, the further actions on international trade promotion have been proposed. One of them is a capacity building of state bodies and business in the area of international standards and best practices. It is important to increase the availability of information on the rules and requirements of the government regulation of external economic activity, both within the country and in the partner countries. It is required to provide systematic work with state bodies and businesses in all regions of the Kyrgyz Republic. For this, a permanent Regional Training Centre must be created. The Ryskulbekov Kyrgyz Economic University will become the base for this centre. In close cooperation with the leading universities of the Eurasian Economic Union member states and the countries of Central Asia, it is advisable to expand the region the training centre activity. It is also necessary to envisage the possibility to organise a network model of training programs of the training centre in all countries of the region.

This article gives a classification of securities. The investment activities and operations with securities of commercial banks, as well as the legal regulation of the activities of commercial banks in the securities market in Kyrgyzstan are examined. A review of the current state of the securities market in the Kyrgyz Republic is carried out. Volumes of debt securities are also presented. The volume of annual issue of securities for 3 years from 2017 to 2019, the volume of foreign investment in corporate securities is shown. During the review of the state of the securities market, it was concluded that commercial banks play a major role in the development of the securities market, acting as issuers, investors and intermediaries. A program for the development of the government securities market for both the medium and long term is proposed.

This article defines the role and importance of lending to legal entities by commercial banks in the economy of the Kyrgyz Republic. The current state of bank lending in the Kyrgyz Republic is analyzed: the structure and dynamics of loans issued, the weighted average interest rates on loans in terms of urgency. The relationship between the level of interest rates and the volume of lending for business purposes is considered. The article uses the data of the National Bank of the Kyrgyz Republic and the National Statistical Committee of the Kyrgyz Republic, structured into analytical tables and presented in the form of a graphic picture. A list of regulatory acts of the NBKR regulating credit operations of commercial banks is provided. The problems of development of bank crediting of legal entities in foreign and domestic practice are considered. At the end of the article is a list of references.


Significance Officials are trying to correct high domestic prices which they see as unjustified, and to claw back what they regard as excessive profits earned by metals companies. Impacts Export duties could exert upward pressure on global prices of steel, nickel and aluminium. Exports to the Eurasian Economic Union are exempt, so the government will need a failsafe system to prevent re-exports to third countries. The export duties will reduce the corporate income tax earned by metal-producing regions.

In the context of globalization and regionalization, central banks pursuing monetary policy in the country at the same time become subjects of monetary regulation within the framework of the integrational associations of which they are members. The purpose of the article is to assess the impact of monetary policy on investment and economic growth in integration unions and determine the appropriateness of their coordination. To achieve the goal, a method of correlation-regression analysis is proposed, one which allows for the identifying and assessing of the degree of influence of certain directions of monetary policy of the countries of the integration association on the indicators of investment and economic growth. As a result of the analysis, the expediency of coordination and implementation of a coordinated policy of central banks to stimulate the deposit and credit policy of commercial banks was proved, which positively affects the characteristics of supply and demand in the integrated investment market. The assessment of the directions of the coordination of monetary investments regulation was carried out on the example of an integration association - the Union of Belarus and Russia and can be extended to other integration associations with the participation of Belarus, in particular, to the monetary interaction of countries within the Eurasian Economic Union. The analysis is based on the statistical data of the National Statistical Committee and the National Bank of the Republic Belarus, the EAEU Department of Statistics, as well as statistical information from the Central Bank of Russia and the Union of Russia and Belarus.

The article examines the impact of the great global economic crisis of 2008-2020. on Eurasian integration, the relationship between the old and the new center of global capitalism. An analysis is made of what results, for what reasons and how the further construction of the Eurasian Economic Union (EAEU) will lead in the face of the unfriendliness of Western states and a simultaneous crisis of their strategy in the economy and politics. Namely: the formation of a large continental market, a stable system of interstate cooperation, the implementation of an interethnic protectionist policy that encourages production and consumption within the EAEU. The prospect of such development makes the project attractive for countries outside Eurasia, which leads to the birth of the Eurasian consensus as an international economic and political agenda.This will largely become decisive for the global economic agenda for 2021-2045, that is, for the period of a new upward wave according to N.D. Kondratyev.

This article is devoted to a comprehensive analysis of telemedicine in the countries of the Eurasian Economic Union: its legal regulation, methods of implementation and development prospects. The authors pay attention not only to a comparative legal analysis of telemedicine regulation in the EAEU countries, but also to determining the possibility of creating a general agreement on telemedicine between the Russian Federation, the Republic of Belarus, the Republic of Armenia, the Republic of Kazakhstan and the Kyrgyz Republic. Identifying gaps in the national regulation of telemedicine in these countries, the authors point out the aspects in which it is necessary to harmonize the regulatory framework for telemedicine consulting, and also provide for those provisions that must be necessarily disclosed in the agreement on telemedicine within the EAEU.

The сhapter studies the relationship between the development of integration processes and the development of civil society in the post-Soviet space and, in particular, in the countries of the Eurasian Economic Union. It consists of five parts. The introduction presents the main trends and vectors of integration processes in the post-Soviet space. The first part considers the concept of “civil society” and its features in Western and Russian political thought. The second part highlights the features of building a civil society in the independent states of the EAEU. General points and differences in the emerging civil societies of the EAEU countries are revealed. Further, in the fourth part, the “Eurasian idea” is considered in terms of its compatibility with the peculiarities of the development of civil society in the post-Soviet space. The final part proposes a discussion topic on the possibility of political integration within the EAEU.

The paper notes that the conceptualization of the basic concepts related to precarious employment and the adoption of norms and legal acts adequate to these relations in the system of labor legislation of the states of the Eurasian Economic Union (EAEU) are at the preparatory stages. In the paper, the features of the manifestation of precarious employment in the labor legislation of the EAEU countries are analyzed by the example of norms on a fixed-term labor contract taking into account international labor standards. The labor legislation of the EAEU countries shows a tendency to expand the scope of fixed-term employment contracts, including towards lowering the level of legal guarantees for workers (Article 41 of the Labor Code of Belarus, Article 30 of the Labor Code of Kazakhstan, Article 82 of the Labor Code of Kyrgyzstan, Article 348.12 of the Labor Code of Russia), which contradicts the rules of ILO Recommendation No. 166 on the termination of labor relations on the initiative of the employer (Article 3) and the fundamental Convention No. 105 on the abolition of forced labor (Article 1), ratified by all states of the Eurasian Economic Union. In the paper, in the context of the development of precarious employment, the problems of the influence of norms of a different sectoral affiliation on the world of work are analyzed (by the example of Kyrgyzstan). It is noted, in particular, that the practice of applying the patent system to regulate the world of work does not contribute to resolving the issues of legalization of labor relations, and the tax authorities are not motivated to prove the existence of labor rather than civil law relations, even when they meet the criteria set forth in the ILO Recommendation No. 198 on labor relations and in Art. 13 of the Labor Code of Kyrgyzstan. The conclusion is formulated in relation to the restrictions of the labor inspectorates established by the Law of the Kyrgyz Republic dated May 25, 2007 No. 72 and by the Decree of the Government of the Kyrgyz Republic dated December 17, 2018 No. 586 as contrary to the ILO priority Convention No. 81 on labor inspection in industry and trade (Part 1 of Article 12) ratified by Kyrgyzstan. Serious inconsistencies of measures to deregulate administrative responsibility to the tasks of the labor legislation of Kyrgyzstan to counteract precarious employment are identified.
