For the contradiction between the current urban public transport system and land use status in many small and medium-sized cities, the purpose of the paper is to present the counterplan framework of the land using mode and to provide mechanism and ensuring for the land using mode that matches the conventional public transit system.

Introduction. One of the most important parameters of the transport system is the capacity of line, which in urban public transport system is usually determined by the stop points throughput capacity. When determining the throughput capacity of stop points, it is necessary to consider the random nature of the transport flows at the stop and the process of boarding and alighting passengers. In this work, the stop point is considered as a multi-channel single-phase queuing system (QS). On this basis, an approach to determining the throughput capacity of stop points in urban passenger transport is proposed and justified.Materials and methods. Two mathematical models of a stop point as QS are considered: analytical and simulation. Based on the obtained analysis results from these models, recommendations are offered for calculating the actual throughput capacity of a stop point.Results. In this article, as example a specific stop points are taken, to evaluate the performance of the proposed mathematical models and formulate recommendations to determine its throughput capacity.Discussion and conclusion. The proposed procedure for determining the stop points throughput capacity, consisting of identifying critical stop points with the highest passengers traffic, determining the service process parameters of fleet, and calculating the probability of queue occurrence, allows to set the maximum traffic intensity for the lines of urban public transport.Financial transparency: the authors have no financial interest in the presented materials or methods. There is no conflict of interest.

Along with the acceleration of city-urbanization and industrialization process of the cities, city traffic demand increases rapidly. This provides a good development opportunity for the urban traffic and also brings new challenges for the urban traffic at the same time. In addition, the demands for the public transport service quality are becoming more and more strictly for the growth of residents’ travel and the improvement of life quality, the problems in the public transport system have become the main aspects that restrict the development of the urban public transport system. So the advantages of BRT in the optimization of the network are becoming more and more significant.

Abstract This article presents a detailed description and explanation of the methodology for evaluation of quality public transport criteria in terms of passenger satisfaction. In 2011-2014 this method was applied in an assessment of passenger satisfaction with the urban public transport system in Ostrava. In order to assess passengers’ satisfaction, traffic survey has been chosen utilizing questionnaire and student inquirers. The results achieved by application of the method have been processed to evaluate time accessibility criteria of a public transport system. Time accessibility criteria group (accessibility of stops, waiting for a connection and transferability in the public transport network) evaluates physical and psychological aspects of the passenger during his arrival at the station, while leaving the station, in the course of waiting for a connection and during the transfer. The time accessibility criteria are considered the most significant criteria that impact a passenger’s decision to utilise public transport options.

The demand of transport grows along with road traffic. Congestion costs 1% of the GDP of European Union (European Union 2014) and also causes significant emissions of carbon dioxide and other pollutants. This problem could be solved by transfering a part of passengers from private modes of transport to the public transport. But the essential condition is a sustainable development which means the accessibility on equal terms. Therefore, attention to the focus group – people with movement impairements, is neccessary. Since even under ideal conditions some of those people will not be able to use the ordinary public transport services, a special transportation service, called paratransit, should be offered. In this paper the parameters of paratransit as well as their variations are analyzed. Also the wider application possibilities are considered. The aspects of integration of paratransit into the existing system, pottential barriers for the integration and conditions for the integration are highlighted. The main purpose of this paper is to formulate the scenarios for the integration of paratransit into the existing public transport system based on the analysis of the scientific literature and the best practices, which could be used to form a policy of improving the accessibility of the public transport for people with movement impairments.
