In urban planning, governments usually hold the decision-making power to shape not only city landscapes but also people's lives with the promoted goals of social welfare. Although states expect their own version of ideal scenarios in mind when carrying out infrastructural developments, after competition, people in reality have their own ways of perceiving and utilizing state-made infrastructures and urban transportation, sometimes in alignment with government plan, and sometimes at odds with it. Abu Dhabi is one of the cities in the world in which the government planned out the whole city and created urban infrastructure from scratch, including the city bus system. Although the Abu Dhabi public buses started operating in 2008, car dependency is still high and many residents consider public buses to be inefficient and time consuming and only used by certain immigrant working population.

Abstract Surabaya City is second biggest city in Indonesia which has a vital public transportation called as Suroboyo Bus. The city bus system provides route to connect the northern and southern part of the city with the central business district in the city centre. Policy of developing city bus system in north-south corridor aims to encourage the shifting of automobile to bus use as the traffic congestion is mainly caused by the high dependent of private mobility. The operation of Suroboyo Bus has been a concern because of the attractiveness of the quality with low deck and double-deck bus types, Suroboyo Bus also equipped a priority area, as well as a unique payment system with plastic bottle waste. This study aims to investigate the factors which influence the preference of Suroboyo Bus based on the user’s perceptions. Thus, the city bus system can be evaluated to achieve sustainable city mobility. Using the method of Confirmatory Factor Analysis (CFA), the result shows that there are nine significant factors determining the use of Suroboyo Bus. The city bus usage is mostly influenced by the user characteristic and the service performance of the mode offered.

This study aims to explore the constraints of the Travel Costs Budget Frontier (TCBF) before a full-charged fare is implemented for the bus system known as the “Trans Koetaradja” in the city of Banda Aceh, Indonesia. A stochastic frontier analysis was used to identify how people allocate their share of income for transportation in line with their mobility and socio-demographic characteristics. The findings showed the TCBF to be influenced by commuting trip activities, private mode usage, owning car and motorcycle and income limits. Barriers were observed to be restricting the low-medium income groups. Owning their own private modes within the low-medium income groups does mean household disbursement and could impose their transport expenditure rather than public modes usage. There is a need to devise policies considering the low-medium incomes to implement impartial full-charge to ensure affordable bus fare.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
