Introduction. The paper presents survey results on the awareness towards and practice of Open Access scholarly publishing among Russian academics.Materials and Methods. We employed methods of statistical analysis of survey results. Materials comprise results of data processing of Russian survey conducted in 2018 and published results of the latest international surveys. The survey comprised 1383 respondents from 182 organizations. We performed comparative studies of the responses from academics and research institutions as well as different research areas. The study compares results obtained in Russia with the recently published results of surveys conducted in the United Kingdom and Europe.Results. Our findings show that 95% of Russian respondents support open access, 94% agree to post their publications in open repositories and 75% have experience in open access publishing. We did not find any difference in the awareness and attitude towards open access among seven reference groups. Our analysis revealed the difference in the structure of open access publications of the authors from universities and research institutes. Discussion andConclusions. Results reveal a high level of awareness and support to open access and succeful practice in the open access publications in the Russian scholarly community. The results for Russia demonstrate close similarity with the results of the UK academics. The governmental open access policies and programs would foster the practical realization of the open access in Russia.

Abstract This article examines young people’s experiences of open access youth work in settings in the UK, Finland, Estonia, Italy and France. It analyses 844 individual narratives from young people, which communicate the impact of youthwork on their lives. These accounts are then analysed in the light of the European youth work policy goals. It concludes that it is encouraging that what young people identify as the positive impact of youth work are broadly consistent with many of these goals. There are however some disparities which require attention. These include the importance young people place on the social context of youth work, such as friendship, which is largely absent in EU youth work policy; as well as the importance placed on experiential learning. The paper also highlights a tension between ‘top down’ policy formulation and the ‘youth centric’ practices of youth work. It concludes with a reminder to policy makers that for youth work to remain successful the spaces and places for young people must remain meaningful to them ‘on their terms’.

The London Centre for Book Arts (LCBA) www.londonbookarts.org is an artist-run studio providing education programmes for a wide community of users and access to resources for artists and designers. Its mission is to foster and promote book arts and artist-led publishing in the UK through collaboration, education, and by providing open-access to printing and bindery facilities.Established at Britannia Works, Fish Island (London E3) in October 2012, LCBA was founded and is run by artists Simon Goode and Ira Yonemura. We met them in 2015 and early 2016 to talk about their experiences over the last three years, current projects and future plans. They are an example of purposeful, pragmatic idealism.

Open access (OA) to scientific information is one of the major challenges and objectives of actual public research policy. The purpose of this paper is to assess the degree of openness of scientific articles on bioeconomy, as one of the emergent research fields at the crossroads of several disciplines and with high societal and industrial impact. Based on a Web of Science (WoS) corpus of 2489 articles published between 2015 and 2019, we calculated bibliometric indicators, explored the openness of each article and assessed the share of journals, countries and research areas of these articles. The results show a sharp increase and diversification of articles in the field of bioeconomy, with a beginning long tail distribution. 45.6% of the articles are freely available and the share of OA articles is steadily increasing, from 31% in 2015 to 52% in 2019. Gold is the most important variant of OA. Open access is low in the applied research areas of chemical, agricultural and environmental engineering but higher in the domains of energy and fuels, forestry and green and sustainable science and technology. The UK and the Netherlands have the highest rates of OA articles, followed by Spain and Germany. The funding rate of OA articles is higher than of non-OA articles. This is the first bibliometric study on open access to articles on bioeconomy. The results can be useful for the further development of OA editorial and funding criteria in the field of bioeconomy.

Seminar.net enters it’s fourth year, and has reached a state of maturity in a number of meanings: it receives manuscripts from all continents, the articles are read from 134 countries, of which India represents the highest number of readers, a number of articles have been read by more than 10 000 interested persons, and the frequency of issues is now three per year, and will reach four by next year. Interested parties now approach us in order to learn about our policies and practices.It takes time to become established and influential in the sense that articles are cited and referred to in prestigious publications. Still, the most prestigious publications are on paper. Many countries now embark on a policy that rewards researchers that publish in international journals, preferably in English. National languages are rendered less significant. In the UK, the research assessment exercise (RAE), and several other countries with a publication or citation based reward system in research, tend to favour quantitative dimensions at the expense of the quality of the publication. International publishing houses are huge profit-making companies that over years have increased their profit rates, charging increasingly economically pressured higher education institution with high subscription rates. With the advent of electronic publishing their position is severely challenged. It has been noted that the most significant publication of the last couple of decades was an electronic publication: Tim Berners Lee published the protocol for the World Wide Web in 1990. It was never refereed, nor was controlled by appointed gatekeepers of the “establishment”. The number of Open Access publications is rising every day, and the number of e-journals for academic publishing is reaching higher and higher numbers. In a recent case The Faculty of Arts and Sciences at Harvard University decided, that Harvard employees must publish all their material simultaneously on the electronic archive in their home institution. This means they should avoid publishing in articles that refuse parallel publishing. This is one of many encouraging events that might pave the way for more Open Access journals. The University of Glasgow Library is continuously developing space and services to meet the need of students and researchers in an evolving higher education landscape. We are an evidence-based organisation and have used tools such as ethnography, surveys and focus groups to understand how users interact with the physical and virtual library. We have also introduced new roles and created new partnerships across the University, particularly in the context of the United Kingdom Government’s policy on open access and funder requirements for the management of research data. This paper will focus on how the University of Glasgow Library is adapting to both the dynamic scholarly communications environment and the demands of our national research exercise and evidence from users and changing student needs. Every six years in the UK, there is a national research assessment exercise called the Research Excellence Framework (REF) and measurement of the performance of research outputs is a key part of that exercise. From 1st April 2016, in order to be eligible for the next REF, the accepted final version of journal articles and conference proceedings must have been deposited into an institutional repository within three months of the date of acceptance and made open access. Many research funders, such as the Wellcome Trust, also have policies on open access. The Library, in close partnership with the University’s Research Office, has taken the lead in publicising these policies to ensure that researchers are aware of their responsibilities. It has also developed new functionality in Enlighten, our institutional repository service to support compliance. In 2015, the Library commissioned an in-depth ethnographic study to help us more readily understand the changing needs of students and how they use library space. An overview of the results of this work and our next steps will demonstrate how we are “enabling progress”.
