Modern theoretical views point to the increasing role of renewable energy sources, biofuels in particular, as a way of creating a sustainable economy and an important condition for successful socio-economic development. Various methods of regulation are used to stimulate the production of biofuels in the world. The heterogeneous socio-economic situation of the world's countries makes it necessary to solve a whole range of scientific tasks to continuously optimize existing national programs for the development of the energy sector and determine the place of renewable energy production in them. The global heterogeneous socio-economic situation makes it necessary to solve a whole range of scientific tasks to continuously optimize existing national programs for energy sector development and determine the place of renewable energy production. The purpose of this study was to study the regulatory framework features for biofuel production in Russia according to the available target indicators for the development of the renewables and taking into account the experience of some leading countries. Based on the analysis, a number of directions for the development of regulatory support for biofuel production in Russia are identified: organizational, resource, environmental, scientific, educational, and economic. The collected information on the accumulated experience of the Russian Federation in the field of production of renewables is presented, as well as relevant materials available in some developed and developing countries. Based on these data, it is noted that the regulation of biofuel production by processing solid industrial, agricultural and household wastes containing organic compounds (biomass) can be considered as one of the promising approaches to protecting the environment from anthropogenic pollution both in the Russian Federation and in other countries. Thus, this approach in the future may be of key importance for the preservation and improvement of existing environmental conditions.

The paper demonstrates the results of studies assessing the specific share of renewable energy facilities in the energy balance of the Russian Federation, analyzes investment in renewable energy throughout the world, as well as in the mining industry. In addition, there is a developed scheme with options for changes in the system of state control in the field of CO2 emissions: 3 options for implementing a system of tax burden on CO2 emissions for industrial enterprises are described.

Solar green roofs, namely rooftops functionalized with properly selected living vegetation and photovoltaic modules, achieve an ideal symbiotic relationship in which promotion of biodiversity and onsite renewable energy production are both enhanced whereas the roof provides a wide range of environmental, health, aesthetic and economic benefits. This study provides a unified outlook of this eminent sustainable technology at the dawn of its uptake across the world, especially in polluted urban areas.

THE PURPOSE. To consider the features of the socio-economic development of Russia in the context of the fourth energy transition, which is based on the use of renewable energy sources and hydrogen as an energy carrier. To carry out a comparative analysis of approaches to the development and implementation of hydrogen energy programs in developed countries and in Russia. METHODOLOGY. To solve this problem, the method of analyzing the regulatory framework, monographic, scientific and analytical literature, program documents of various levels, real steps of the authorities in the implementation of the fourth energy transition was used. DISCUSSIONS. The current economic model of energy production and consumption is based on an increase in entropy, which leads to irreversible changes in the global ecosystem. The fourth energy transition involves the delocalization of energy production and the use of dissipated energy, which leads to a decrease in entropy. The transition to the use of renewable energy sources carries economic risks associated with the loss of established markets for traditional energy sources, a reduction in the production of products and services for the oil and gas sector of the economy, as well as the introduction of a "carbon tax" on the export products of Russian companies. Russia has achieved certain results in the development of hydrogen energy technologies, which can lead to access to international markets for hydrogen and technologies for its production. It is necessary to work with the public to explain the benefits of green energy. It is important to coordinate the actions of the Government of the Russian Federation and business to reduce costs during the transition to new energy. CONCLUSION. The authors have proposed measures that must be taken into account when implementing the Action Plan ("road map") for the development of hydrogen energy in the Russian Federation until 2024. 1. To supplement the roadmap with a system of measures to inform the population of the need to introduce green energy, including programs of additional, general secondary and higher education. 2. To change the structure of the Federal State Educational Standard of general secondary education in terms of including chemistry and biology in the list of compulsory subjects in order to provide personnel with hydrogen energy. 3. Determine the priority of projects on renewable energy sources and hydrogen energy in the formation of tender documentation by the development institutes of the Russian Federation. 4. Ensure real decarbonization of the country's energy sector to maintain the export positions of raw materials, food and industrial goods of Russian manufacturers.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The presented study examines the current state of the digital transformation of management, economy, and social sphere. The authors analyze the fundamental features of the digitalization of management, economy, and social sphere, namely: the mechanism of transformation of a considerable part of social and business interactions within the information and telecommunications space; development of remote forms of employment and transmission of information; active commercialization and use of digital currency and smart contracts; development of digital management.Aim. The study aims to substantiate the theoretical and methodological provisions on the current state of management, economy, and social sphere, and to develop practical recommendations on the improvement of the digital transformation of management, economy, and social sphere.Tasks. As part of the realization of the set aim, the authors solve the problems of examining the legal and regulatory framework of formation and development of the digital transformation of management, economy, and social sphere; analyzing the content of the digital transformation of management, economy, and social sphere in modern Russia; identifying the problems of the digital transformation of management, economy, and social sphere, and prospects for its development.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and those describing the functioning of the social sphere. The information basis of this study includes the laws and regulations of the Russian Federation, statistics of public institutions and science centers on the implementation of newinformation technologies, materials of national programs for the digitalization of the economy and social sphere.Results. The authors substantiate that at the current stage of development of management, economy, and social sphere, information and computer technology has a decisive impact on the technological and institutional environment within the society.Conclusions. Examination of indicators associated with the transformation of digital technology in management, economy, and social sphere makes it possible to conclude that the Russian Federation as a whole is making good progress in the digitalization of the examined sphere. However, by independently integrating into a digital reference system, Russia faces a key problem in the field of management. Digital technologies will not work without establishing relations between economic actors and their management in general. Without this synchronization, they cannot develop properly.
