The presentation focuses on a number of interrelated aspects of distance education. Firstly, the aspects of accessibility of college higher education is discussed, which is promoted by the documents of Bologna process and legal acts of the Republic of Lithuania. The development of distance education is emphasised through an expansion of variety of e-learning forms. Secondly, the activities and goals of study divisions and centres of distance education in Lithuanian colleges are presented comprehensively. The presentation examines similarities and differences of e-learning in private and state colleges. Thirdly, referring to e-learning it is necessary to discuss curriculum quality aspects. Therefore, the analysis of structure of learning materials used in distance studies is presented, which focuses on how and to what extent the presented obligatory and additional tasks develop students’ critical thinking and their ability to involve in studies consistently and self-dependently. Educological aspects of e-learning materials are also discussed. Taking into account the problem areas of the conducted analysis, suggestions regarding improvement of e-learning materials to meet requirements imposed on higher education for development of students’ generic and subject specific competences are provided. Generalising, it can be stated that accessibility of higher education is improved employing a wider variety of e-learning forms. However, the quality of curriculum should be also ensured.

Since March 2020, CORONAVIRUS (COVID-19) pandemic has affected many sectors, including education sector at the global level and at the Kingdom of Saudi Arabia. Preventative procedures have been taken, including suspending teaching and training for K-12 and higher education and moving to use distance education as an alternative to face-to-face education, with the continuation of the Corona pandemic, the Ministry of Education decided to consider the e-learning (distance education and blended education) as a strategic alternative to overcome crises threatening the educational process . With the widespread use of e-learning platforms in the Kingdom of Saudi Arabia, the interest of the quality of e-courses increased more than before. Therefore, this study proposes a model for ensuring the quality of e-learning and e-courses in higher education institutions and developing a set of evidence and suggested performance indicators that help those responsible for quality management to verify and validate the adherence to these standards. Dar Al-Uloom University was chosen as a case study of what was implemented during the Corona pandemic and the extent of the university’s commitment to this standards to ensure continuous improvement and raise the level of performance related to the e-learning system and its e-courses.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

Abstract Distance learning and e-learning have significantly developed in recent years. It is also due to changing educational requirements, especially for adults. The article aims to show the advantages and disadvantages of distance learning. Examples of the 20-year use of the distance learning form of computer science describe the difficulties associated with the implementation and implementation of this form of teaching. The results of students in the full-time and distance form of teaching in the bachelor’s study of computer science are compared. Long-term findings show that distant students have significantly lower scores in the first years of study than full-time bachelor students. In the following years of study, the differences diminish, and students’ results are comparable. The article describes the possibilities of improving the quality of distance learning.

The assessment of competences requires an approach where knowledge, abilities, and attitudes are integrated, naturally implying the resource to a variety of assessment strategies. Within this context, we have seen the emergence of what has been called by several authors, the Assessment Culture. Furthermore, Higher Education e-learning environments have also promoted the use of new e-assessment strategies. Therefore, it is important to reconsider the concept of quality assessment in Higher Education online contexts, and particularly how to develop it in the present learning landscapes. In this chapter, the authors present a new conceptual framework for digital assessment in Higher Education supported by four dimensions—authenticity, consistency, transparency, and practicability—each composed by a set of criteria, aimed at promoting the quality of the assessment strategies being used. This framework was developed based on the expansion of the concept of validity supported by edumetric qualities.

This chapter intends to determine the existing status of distance education at higher education level in Turkey. Recently, there are various institutions in Turkey which provide distance education such as distance education research and application centers, information departments, continuing education centers, head of IT departments etc. However, little is known about their administrative related structuring. This chapter provides a qualitative research which aims to answer following issues: (1) to determine the existing distance learning programs and compulsory joint courses being provided in distance mode, (2) to identify varying titles given to the institutions or units which provide compulsory joint courses or programs in higher education, (3) to determine the LMSs used to provide distance education, (4) to determine e-learning activities in distance education institutions, (5) to identify the roles of administrative staff in distance education institutions.

Multimedia learning materials (MLM) play an important role in learning. Engagement is a state that contributes to care of and positive approach to MLM, to pay attention to and deep processing of it, to do activities in it while preventing learners from quitting MLM. The quality of MLMs and students' characteristics are important in the engagement process. Cognitive theories provide valuable principles when designing MLMs, whereas the emotional design of the MLMs and the affective responses they evoke in students remain in the background. The emotional design ensures students' engagement with MLMs, and their interpretation of the knowledge and their learning can be manipulated. In this chapter, student engagement has been elaborated within scope of MLMs. Secondly, the relationship between emotional processes and engagement was examined. It was focused on organizing students' emotional process using emotional design elements and their effects on learning outcomes. Finally, suggestions were made for maintaining interaction with MLM and engagement for learning.

Distance education can also be used by a large part of the community. The form of distance education optimally develops learners' independence, activity, consciousness, and creativity in comparison with traditional forms of education. In addition, in this system, more scientific information can be obtained in a short time, and the student's conscious and logical ability to acquire systematic knowledge expands. On the other hand, distance education is one of the tools that can help our higher education to have an international rating. Let us take into account that one of the main tasks of the education system is to develop the human capital necessary for the modernization of the country and thus increase the international competitiveness of the Republic of Azerbaijan. It should be noted that digitalization can create real opportunities to turn our weak performance in education into strong performance. In this regard, the chapter examines the prospects for improving distance education in public administration for the development of human capital in Azerbaijan.

The use of information and communication technologies (ICT) in higher education, in many cases, does not necessarily correspond to an organizational, sustainable and consistent initiative in all courses or undergraduate programs imparted. An associated risk is wasting the potential of ICTs to contribute to the quality of education. This is an exploratory-descriptive, mixed methods investigation at Tecnológico de Costa Rica (TEC) to determine the components and factors affecting a Maturity Model (MM). Participants were students, teachers, and institution officials. Results show the components of a maturity model that provides teachers with a roadmap for implementing e-learning in face-to-face, bimodal and virtual courses, advocating for a substantial contribution to the quality of education at a Costa Rican University.

Resumo: O ensino superior vive complexos momentos de mudança à escala mundial. O desenvolvimento exponencial das tecnologias e, consequentemente, da educação a distância e do elearning, os novos públicos que têm acesso a este nível de ensino, o facto de ser, pela sua natureza, um espaço de inovação na relação e construção do conhecimento, os desenvolvimentos científicos, concretamente na área da educação e das tecnologias, são fatores que têm feito emergir necessidades de análise, de avaliação e de reflexão da produção científica, tornando-as tarefas substanciais da comunidade académica. Com este artigo pretende-se esboçar alguns cenários de futuro na educação a distância e elearning, no ensino superior, olhando para a situação de Portugal no contexto europeu. Foram definidos três momentos de investigação. Num primeiro momento, pretende-se delinear o estado da arte da investigação sobre educação a distância e elearning, no ensino superior, mas ir para além dele, num segundo momento, convocando a discussão e a reflexão dos protagonistas no processo. Num terceiro momento, pretende-se confrontar as perspetivas nacionais com as perspetivas de especialistas europeus neste domínio. Os resultados que agora se apresentam constituem ainda um trabalho em progresso e por isso com resultados preliminares e parciais da primeira fase de investigação.Palavras-chave: educação a distância, elearning, ensino superior, investigação, gestão, inovação Abstract: Higher education experiments complex moments of change to a worldwide extent. With the exponential development of technology and, therefore, the distance education and learning, where a new public has access to this level of education. Other factors like being, by its nature, a space for innovation in the relationship and construction of knowledge, scientific developments, particularly in education and technology, contribute to emerging needs analysis, evaluation and reflection of the scientific production, making it the substantial tasks of the academic community. This study aims to outline scenarios of future in distance education and e-learning, in higher education, looking at Portugal's position in the European context. It has been defined three stages of the investigation. Initially, it is intended to outline the state of the art of research on distance education and e-learning, in higher education, but go beyond, in a second moment, summoning discussion and reflection of the protagonists in the process. Thirdly, the prospects of national and European perspectives of specialists in this field will be faced up. Con este artículo se pretende esbozar algunos escenarios de futuro en la educación a distancia y e-learning en la educación superior, mirando la situación de Portugal en el contexto europeo.
