Improving Bicycle Crossings at Unsignalized Intersections through Pavement Markings: Analysis of the City of Portland Innovative Strategy

The kalimalang highway is a connecting road between the city of Jakarta and Bekasi, the high mobility of passenger vehicles and goods is a problem of congestion that must be minimized. The volume of vehicles on the Kalimalang highway has increased quite high each year, but this has not been matched by growth in capacity. Therefore the government plants to build the Becakayu toll road to reduce congestion. This study aims to determine bottlenecks that occur due to the construction of an off-ramp on the Becakayu toll road, especially in section 2A, which is located on Jl. Veteran, while the location under review is the intersections affected by the construction of the off-ramp including the intersection of four signaling BCP, intersection of four signaling Veteran and Sarbini unsigned intersection, Data analysis in this study uses the MKJI 1997 method.  From this method displays the behavior of traffic, for signal intersections will display signal time, capacity, vehicle stopped ratio, queue length, and average delay and for unsignalized intersections will display capacity, average delay and queue opportunity. From the results of this study it was found that the signaled intersection had an average value of DS > 1, so for the service level at the intersection is the current forced / jammed with low speed. Where the largest queue length occurred 1876.7 m, an average delay of 210.30 SMP/ sec, and vehicles stopped at an average of 7378 SMP/hour. And for unsignalized intersections having an average DS <0.45, the service level at the intersection is a stable flow with operating speed starting to be limited by traffic conditions, this intersection has the greatest queue probability (QP%) 8.48-20.35 in the Saturday time period - afternoon and intersection delay 9.5 SMP / sec.

Transport strategies in Dublin before 1990 were primarily road based with particular emphasis on increasing road space within the city for the car. In the early 1990s, however, the Dublin Transportation Initiative recommended a more innovative strategy, the core of which centered on public transport. Implementation of the strategy is currently under way, but increased economic activity, with associated increases in car ownership and usage, has undermined the potential to address the imbalance between transport demand and supply, particularly in the shorter term. As a result, feasible and reliable public transport alternatives do not currently exist for car users on some radial corridors. The ongoing implementation of bus lanes and an increase in the number of buses should go some way in improving the reliability of the service. It is against this background that road use pricing is considered. The potential user response to road user charging is examined by means of a pilot action project to investigate whether further evaluation of the measure would be justified on a larger sample. The distance-and-time-based time-differentiated pricing method used in the pilot action induced a significant decrease of 22 percent in car trips and a 23 percent reduction in distance traveled during the peak period, reflecting the relatively high road use charges applied in that period. The total distance traveled decreased by 13 percent. The road user charge reflects the marginal external costs of car travel in the peak period in Dublin.

Background: Ensuring safety in the roadways is one of the critical tasks as crashes generally bourgeoning rapidly all over the world. Because the turning movements of vehicles are important to motorist safety, Alaska Department of Transportation and Public Facilities (DOT & PF) experimented with left-turn traffic signs at six signalized intersections in the city of Anchorage, Alaska. Objective: The study aims at evaluating effectiveness of the left turn signs and analyze severity of left turning crashes. Methods: Preliminary statistical analysis and Binomial Logistic regression are applied for analyzing the data. Results: Preliminary analysis of before (1994-1998) and after (2005-2012) crash frequency data showed a reduction of crashes at four of the six intersections studied per 1000 entering vehicles. An analysis of crashes per year indicated that left-turn crashes at five intersections declined significantly after 2009, showing an improvement in safety. Pavement markings with signage were vitally important in contributing to improve compliance rates. Covering the pavement markings with snow and ice in Alaska for long periods signify the importance of installation of left turn signage to reduce crashes at studied intersections. Logistic regression analysis revealed that improper turn and lane usage, careless driving and angle type crashes were the most significant factors contributing to PDO crashes. Dry pavement conditions as well as almost all day except evening peak and off peak period influence PDO crashes in Alaska. Conclusion: Left-turn signs were effective in reducing crashes, and proper maintenance of road markings as well as driver awareness increased the effectiveness of signage and level of safety for left turning vehicles.

Abstract The Washington, DC crash statistic report for the period from 2013 to 2015 shows that the city recorded about 41 789 crashes at unsignalized intersections, which resulted in 14 168 injuries and 51 fatalities. The economic cost of these fatalities has been estimated to be in the millions of dollars. It is therefore necessary to investigate the predictability of the occurrence of theses crashes, based on pertinent factors, in order to provide mitigating measures. This research focused on the development of models to predict the injury severity of crashes using support vector machines (SVMs) and Gaussian naïve Bayes classifiers (GNBCs). The models were developed based on 3307 crashes that occurred from 2008 to 2015. Eight SVM models and a GNBC model were developed. The most accurate model was the SVM with a radial basis kernel function. This model predicted the severity of an injury sustained in a crash with an accuracy of approximately 83.2%. The GNBC produced the worst-performing model with an accuracy of 48.5%. These models will enable transport officials to identify crash-prone unsignalized intersections to provide the necessary countermeasures beforehand.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
