A number of employees is one of the basic indicators applied for identification of the economic relevance of an industry or an economic sector. Referring to nearly 18.6 million people employed in the 28 EU Member States within the bioeconomy in 2014, it can be stated that this a an economic sphere of significant importance in the European economy. The main aims of the study are to identify a scale of employment in the bioeconomy sector across EU Member States as well as to investigate tertiary education in bioeconomy based on the Polish experience in the Bioeconomy subject area group within the Euroleague for Life Sciences (ELLS). Data used included: (1) the data portal of agro-economics modelling – DataM of the Joint Research Centre of the European Commission, (2) CAWI research among students of WULS-SGGW on their attitudes to the bioeconomy, (3) feedback of participants of the first summer school in bioeconomy coordinated by WULS-SGGW. Research results display that the majority of Polish students did not meet the term of bioeconomy generally as well as at the university. There is also one very important students’ comment which can describe their attitude: students of economic disciplines are not very much interested as they think that bioeconomy focuses on life sciences (bio) so it is not appropriate for them; students of different fields of life sciences are not very keen to study bioeconomy as according to them it focuses on economy (as in the name itself).

In February 2001 the 25th Australasian Polymer Symposium was held at the University of New England in Armidale and was attended by over 200 Australasian and international scientists; about a third of these were registered as students. Preceding the conference, a well-attended joint workshop/summer school with the theme of radical polymerization was convened in association with the Cooperative Research Centre for Polymers (CRC-P) and the ARC Key Centre for Polymer Colloids (KCPC).

A hybrid propulsion system for a passenger car is described and its preliminary design and performance discussed. A gas turbine operating in a controlled on-off mode, a generator, a battery pack, an inverter, and an electric motor constitute the power system, with an electronic vehicle management unit supervising the system for control and regulation. Road simulation tests are presented, based on standard ECC driving mission cycles. The turbogas performance might be improved adopting ceramic blades, with a possible increase of the TIT (turbine inlet temperature), and a consequent increase of its efficiency. The paper reports on the first results of a study in progress, within a joint research program between the University of Roma 1 “La Sapienza” and the Italian Research Centre of ENEA-Casaccia.

The process of Internationalization strongly influences the developed economies, including the EU, whereas the large scale of international trade in goods is characterized by production with high value added. Based on this, the fabrication of such commodities requires a highly qualified workforce and is very often followed by international patent protection. This paper focuses on the link between the fraction of highly educated with tertiary education and the innovation output, measured by the number of EPO patent applications per million inhabitants. Due to the rising mobility of a highly qualified workforce, we have also tested the correlation between the fraction of tertiary educated foreigners and the innovation output. The aim of the paper is to state whether the higher share of a highly qualified workforce and the fraction of highly qualified foreigners correlate with innovation activities within the EU Member States. Given the number of EU Member States, the EU macro-regions division based on the social models of Esping-Andersen (1990), Sapir (2005), as well as Dolwik and Martin (2014) will be applied.

Regional development on the basis of smart specialisation entails the involvement of stakeholders in innovation processes such as business, public organisations, local government and academic sectors. Universities are the drivers of a region’s development because they have a broad research base. Using the methodology of the Joint Research Centre (European Commission), the impact of Sumy National Agrarian University on the development of the Sumy Region was assessed by such criteria as its cooperation with stakeholders, innovative infrastructure of the university, development of academic entrepreneurship, and its role in developing the region. The method of collecting qualitative data involved conducting structured interviews with the university administration and relevant departments. The collected data were analysed by content analysis. As a result of testing the methodology, its high level of applicability was noted in the Ukrainian academic space, outside the EU. It is recommended to use the method of assessing the impact of the university on the development of the region during the entrepreneurial discovery process, which follows the definition of priorities for the development of the region in the context of smart specialisation. The recommendations were given on the revival of cooperation with stakeholders, possible ways of developing academic entrepreneurship and building innovation infrastructure. The results of the research presented in this article may be used in university promotion within the region and the country as well in the context of smart specialisation. Policy makers may use the research results in order to provide regional innovation policy.

The paper attempts to measure relative efficiency in utilizing public education and R&D expenditures in the new EU member states in comparison to the selected EU (plus Croatia) and OECD countries. As resources allocated to education and R&D sector are significantly limited, a special emphasis should be given to their efficient use regarding the institutional and legal constraints. By applying non-parametric methodology, i.e. Data Envelopment Analysis (DEA), a relative efficiency is defined as the deviation from the efficiency frontier which represents the maximum output/outcome attainable from each input level. An analysis of (output-oriented) efficiency measures shows that among the new EU member states Hungary, Estonia and Slovenia seem to be good benchmark countries in the field of primary, secondary and tertiary education, respectively. On the other hand, Cyprus and again Hungary dominate in the field of R&D sector, even if for different reasons. The empirical results also suggest that, in general, new EU member states show relatively high efficiency in tertiary education, while lag well behind in the R&D efficiency measures.

This paper presents a pilot research of approaches taken by European Union (EU) Member States (MSs) in the emergency response to the COVID-19 crisis in pre-tertiary education. It includes a multi-case study of four MSs, examining their education systems’ digital readiness and “fitness for change”, as well as decision-making practices. We use the Cynefin framework of decision contexts to explore different paths in shifting from chaos to complexity. The preliminary findings of this research indicate that a factor positively influencing education systems’ response was not exclusively their digital readiness, but also “fitness” in terms of ongoing reforms and preparedness for change. The findings also suggest that MSs generally continued with their usual decision-making practices, with tendencies towards centralisation of crucial decisions, which is in line with the Cynefin framework, arguing for stronger leadership in chaotic contexts.

The study focused basically on measuring the relationship between the material cost of the students benefits program and the benefits which are earned by it, which was distributed on college students in the initial stages (matinee) and to show the extent of the benefits accruing from the grant program compared to the material burdens which matched and the extent of success or failure of the experience and its effect from o scientific and side on the Iraqi student through these tough economic circumstances experienced by the country in general, and also trying to find ways of proposed increase or expansion of distribution in the future in the event of proven economic feasibility from the program. An data has been taking from the data fro the Department of Financial Affairs and the Department of Studies and Planning at the University of Diyala with taking an data representing an actual and minimized pattern and questionnaires to a sample of students from the Department of Life Sciences in the Faculty of Education of the University of Diyala on the level of success and failure of students in the first year of the grant and the year before for the purpose of distribution comparison. The importance of the study to measure the extent of interest earned in comparision whit the material which is expenseon the program of grant (grant of students) to assist the competent authorities to continue or not in the program of student grants for the coming years.

To arrive at a good status of all European water bodies is the main objective of the European Union (EU) Water Framework Directive (WFD). Since its adoption in 2000, the policy has fundamentally changed the institutional, procedural and organizational structures of Member States' water management, leading to an Europeanization of national legislation and decision-making structures. The case of WFD implementation in Schleswig-Holstein is an example of the policy's highly innovative governance architecture that unfortunately is not (yet) able to take that one last hurdle: to improve water quality and establish a good water status across EU Member States by 2015 or 2027.

Europe 2020 Strategy highlights bioeconomy as a key element for smart and green growth in Europe. Bioeconomy in this case includes agriculture, forestry, fisheries, food and pulp and paper production, parts of chemical, biotechnological and energy industries and plays an important role in the EU’s economy. The growth of key industries of bioeconomy – agriculture and forestry – highly depends on an efficient and productive use of land as a production resource. The overall aim of this paper is to evaluate opportunities for development of the main sectors of bioeconomy (agriculture and forestry) in the EU based on the available resources of land. To achieve this aim, several methods were used – monographic, analysis and synthesis, induction and deduction, statistical analysis methods. The findings show that it is possible to improve the use of land in the EU Member States. If all the Member States reached the average EU level, agricultural products worth EUR 77 bln would be annually additionally produced, which is 19 % more than in 2014, and an extra 5 billion m3 volume of forest growing stock would be gained, which is 20 % more than in 2010.
