Public projects for regional development are prepared and implemented in order to create social benefits for society of a particular region – to improve living and working conditions and/or to protect the environment. Every investment option should be evaluated and substantiated before the right investment decision is made. The valuation of public projects is complicated due to complexity of valuation of social benefits for the regional society. Expected impact of public project should effectively satisfy society needs. The methods for public projects’ evaluation should be chosen in critical approach. The aim of this methodological research is highlight the main problems of methods used for evaluation of public projects for regional development. This article provides main characteristic of public projects for regional development, reviews the methods used for evaluation of public projects for regional development, presents problematic questions of public projects’ evaluation raised in scientific literature, provides a summary of the main problems of evaluation methods used for regional development public projects.

Major public projects in Laos are faced with multiple challenges, including project identification and its decision-making. Generally, an identification is an important key identifying the potential needs and requirements for achieving the development goal. However, the process was developed without a formal framework and assurance tools that have been criticized for negative social and environmental consequences as “white elephant projects” over the past few years. Considering this context, the study aimed to develop a conceptual framework to navigate an alternative solution for the right project. Based on contextual analysis and systematic literature review, the proposed framework provided the process of concept development and its assurance that it could be systematically developed in a cause-effect chain of needs. The findings indicate areas that reflect new insights of both strategic performance and a governance system, and reforms the decision-making process in providing new knowledge, new rules, and procedures for effective governance.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

AbstractThis study presents a bilateral variation in the formation of trunks of brachial plexus in a male cadaver. The right brachial plexus was composed of six roots (C4-T1) and the left brachial plexus of five roots (C5-T1). Both formed four trunks thus changing the contributions of the anterior divisions of the cervical nerves involved in the formation of the cords and the five main somatic motor nerves for the upper limb. There are very few case reports in the scientific literature on this topic; thus making the present study very relevant.

The research aims to examine the influence of irrational behaviour on stock investment decision, specifically, anchoring, disposition effect, home bias, herding, overconfidence and the risk perception. The research further investigates the moderating role of gender between irrational behaviour and stock investment decision. Finally, it reveals which irrational behaviour is most prevalent. A survey collected the primary data from 425 individual investors. The survey evidence shows that, of six irrational behaviours, anchoring, disposition effect, overconfidence and risk perception were influence the investment decision of individual investors, and risk perception comes out to be the significant irrational behaviour on stock investment decision. It further explores that gender has a significant moderation for anchoring, disposition effect, herding, overconfidence, risk perception, and stock investment decision. We recommend that if individuals are aware of the behavioural biases, it will help them for making the right stock investment decisions. The study also relevant for financial advisors, stockbrokers and policymakers as it facilitates them in gaining a better understanding of their clients’ irrational behaviour. The present study gives a unique insight into the individual investors’ profile of gender corresponding to each main irrational behaviour on investment decision under consideration of stock investment.

Modern Portuguese architecture has been seen as the result of an eminently empirical and intuitive practice, dissociated from any effort of theoretical structuring. This paper intends to contradict that predominant view, presenting the notion of spatial limit as a subject that earned particular consideration from a younger, more critical and intellectually demanding generation of architects. Firstly, it introduces two notions directly related to limit - ‘extensions of the dwelling’ and ‘transition-space’ - presented in theses by Nuno Portas (b. 1934) and Pedro Vieira de Almeida (1933-2011) respectively, two highly innovative works in the academic panorama of early 1960s. Next, it focuses on the fundamental role each of the notions taken in investigative works that are parallel in time but substantially different. The first, Habitação evolutiva, is a typological study reflecting the spirit of its time by claiming the ‘right to the city’ as the founding principle of a model critical of CIAM urbanism. The second is an essay stemming from a critical reflexion on the work of an eclectic architect that eludes categorization (Raul Lino, 1879-1974) which sheds light on the need for a critical approach to the history of modern architecture.

The article is an experience of regional study of Roman coins finds on the territory of Eastern Europe. The basic information about them was collected and published in the middle of the 20th century. However, today this source base has significantly expanded. Basically, due to the use of metal detectors during archaeological research and, unfortunately, for illegal purposes (such finds are called «less reliable», their use is obligatory, however, provided a critical approach to information). Analysis of the main categories of Roman coins finds in the region made it possible to distinguish features in their distribution. Basically, Volhynia are is outside the concentration of the main categories of finds of Roman coins in Eastern Barbaricum: Roman republican coins, 1—2nd c. AD denarii, 1—3rd c. AD aurei, 2—3rd AD bronze provincial coins, antoniniani and bronze and silver emissions of 4th c. AD. Nevertheless, the concentration of the 4th c. AD Roman gold medallions is associated with this region (in article published a new find of such coin), which indicates here the existence of the centre of the barbarous elite. In general, the numismatic material of the Volhynia region is typical for the territory of the right bank of Dnieper. At the same time, do not forget that Volhynia, like all territory of Eastern Barbaricum, in Roman period was part of the German cultural circle, in which Roman coins were universal.

Aim. As the genetic code is actually a protein’s code so still leaves in the shade the answer to the question that is our aim. Why in the certain time, in the right place happens the proper phenomenon during the formation of various configurations of cells, organs and organisms. Methods. Studying and analyzing the various scientific literature, we sought to theoretically give an answer to this question. Results. Synthetic theory of evolution is considering genome as a passive structure that encodes and transmits accidentally arising variations of genotypes. However, in recent years become more known the facts that indicate the genome is an active system that self-regulated and self-organized. The genome includes not only the material for evolution, but the mechanisms of its application for the creation of new genotypes and phenotypes in the future for active participation in the process of their own evolution. The modern scientific data confirm that most evolutionarily success is the genome that is capable of change. This means that in the genome there are mechanisms that control and create diverse and concerted restructuring of DNA. Conclusions. Evolution is the continuous development in which organisms survive. The evolution is typical for all levels of nature. The main active factors of evolution are a mutation, a recombination, a hybridization and a transgenesis. The article deals with the nature and features of the right to protection against unfair use of the means of individualization. It is argued that it is inappropriate to distinguish the right to protection against unfair use of the means of individualization in the structure of intellectual property rights from the right to protection of economic competition. Based on a system analysis of the legislation, scientific literature review, and the practice of its application, the right to protection is classified in an objective and subjective meaning. In its objective meaning, the right to protection against unfair use of the means of individualization is a component of the right to intellectual property, to protection against unfair competition. The subjective right to protection against the unfair use of the means of individualization is an independent right. The following features of the right to protection against unfair use of the means of individualization are identified on the basis of the analysis. The objective right to protection against unfair use of the means of individualization is characterized by a set of civil law rules governing relations in the field of intellectual property rights and economic competition and determining the grounds, forms, procedure and methods of protection of such rights. This right combines two components: the protection of intellectual property rights and economic competition relations. The subjects of this right are economic entities. At the same time, the exercise of the right to protection in connection with the violation of the law on protection against unfair competition ensures the protection of consumers’ rights, as it guarantees them good quality goods on the market. The object of this right is relations in the field of intellectual property rights and economic competition. The subjective right to protection against unfair use of the means of individuation is the use of a provided by law capacity to renew, recognize or award the right to use the means of individualization by an economic entity. Such subjective right is characterized by the following features: it always implies the implementation of active actions, the possibility of choosing the forms and methods of protection. Aspects of the method developed by Aaron and McGuire and Maital (AMM) for estimating the benefit distributions associated with the provision of pure public goods are clarified and the method is extended to cover the case of public projects designed to improve the quality of impure public goods. The extended method is used to estimate the distributional impact of a proposed public project in the Cleveland-Akron metropolitan region, and the results are compared with estimates obtained from three naive models and from the AMM model for pure public goods. It is found that the native models overestimate substantially the net benefits received by low-income families and underestimate the net benefits received by high-income families. Using the AMM method for a pure public good similarly distorts the results, though by a much smaller magnitude.

The purpose of the study is to prove ways to determine an effective marketing technologies for the country in attracting foreign direct investment and to determine an effective form of organization for promotion agency. The authors developed and used marketing methods and effective methods of digital marketing to attract foreign direct investment to the country. The article emphasizes the attraction of investment in order to form scientific interest in this topic, as well as contributes to the development of scientific literature. As attracting foreign investment is a matter of policy and the situation in the country, the developed proposals are useful for promotion agencies. As a result of the study, it was proved that the use of digital marketing is effective for attracting foreign direct investment and forming an image, it was also proved to choose the right form of organization for promotion agency.
