Modern ideas about comprehensive assessments of the level of health are based on synthetic (complex, integral, multidimensional) indicators, the requirement for which is the need to take into account various (by origin and methods of obtaining) health indicators both at the individual and population, regional levels. In recent years, many methodological methods have been processed to obtain a comprehensive qualitative and quantitative assessment of the state of individual health. Obtaining a generalized qualitative and quantitative assessment remains the most important methodological task of modern theory and practice of public administration and public health. The purpose of the study was to develop a methodology for substantiating intersectoral regional prevention programs and an algorithm for evaluating their effectiveness using the example of a dysplastic-dependent pathology of the bronchopulmonary system in children. In developing and justifying population-based management models for early diagnosis and primary prevention, we used systematic population modeling methods. The expected indicators of the pathogenic and sanogenic effects of the most significant regional and environmental factors of the dysplastic-dependent pathology of the bronchopulmonary system among children are determined. Substantiated models of end results for modification of risk factors and the expected effectiveness of the N-factor regional and environmental program for the primary prevention of dysplastic dependent pathology of the bronchopulmonary system in children. Priority areas for the implementation of regional-population programs for the prevention of dysplastic-dependent pathology of the bronchopulmonary system in children due to the impact on controlled environmental environmental factors are determined. An example of calculating the expected effectiveness of children's health management through interdepartmental interaction at the regional level is given. Prospects for further research on this issue related to a prospective evaluation of the effectiveness of intersectoral programs to reduce the influence of regional environmental factors on the health status of the child population, in particular, dysplastic-dependent pathology of the bronchopulmonary system.

People have had an interest in harmony issues for thousands of years; however, there is still no elaborated system of views on these questions. Ancient Greeks understood harmony as an agreement of opposites. A surge of interest in the study of the harmonic aspects of being occurred in the twentieth century due to the development of systems science, particularly regarding synergetic system effects. At the same time, there are still relatively few applications of synergetics because of the absence of an accurate methodology for the identification of system harmonicity. The aim of this research is to develop the methodology for the quantitative assessment of system harmonicity by considering a practical example: the quantitative assessment of the harmonicity of the road safety provision system (RSS) and its dynamics during the last 15 years (2006–2020). In addition, the impact of the COVID restrictions on population mobility in Russia in 2020, on the change in the harmonicity of the road safety provision system, is considered. During the research it was established that the quality factor g of the Russian road safety provision system changed from g2006 = 1.9565 to g2020 = 2.4646, which promoted the decline of the relative entropy of the Russian road safety provision system from Hn RSS 2006 = 0.8623 to Hn RSS 2020 = 0.7553. The deep reason for that change was the modification of relation between ”weights” or the significance of the contribution of different elements of the cause-and-effect chain in the formation of the factual level of the road accident rate in Russia in the last 15 years. The main conclusion of this research is that the harmonicity of the Russian road safety provision system, assessed by the normalized functional general utility GUn, has been increased, and it has already exceeded the level of harmonious reference systems GUn = 0.618. In fact, the normalized functional general utility GUnof the Russian road safety provision system increased from GUn RSS 2006 = 0.615 to GUn RSS 2020 = 0.652 (by 6.0%), from 2006 to 2020. Simultaneously, the share of the normalized used resource Xn declined, allowing a conclusion to be drawn about a significant improvement in the balance ”efficiency-quality” of the Russian road safety provision system. The COVID lockdown played a positive role in this process. Harmonicity of the Russian road safety provision system, assessed by the normalized general utility GUn RSS, increased by 0.46% from 2019 to 2020.

In connection with the harsh situation in the world in the spring of 2020, there was a problem with the organisation of school education throughout Russia. This article is devoted to the influence of distance learning on the results of the unified state exam in Mathematics (profile level). First of all, the dynamics of the total number of participants in the Maths exam over the past three years was considered. The article goes on to analyse the changes that occurred in 2020 in the content of control and measurement materials for Kostroma Region. The results of the exam participants were analysed in several groups – those who had not reach the minimum score, those who had scored 40 points or less, from 41 to 60 points, from 61 to 80 points and from 81 to 100 test points. Methods of qualitative and quantitative assessment (Pearson's criterion is applied) of percentage distributions of results of exam participants in various groups for 2019-20 years are described. Conclusions are drawn about the impact of the distance learning period on the results of the Maths exam.

Today it is important to study the problem of male infertility, as well as to identify the factors of its occurrence. The purpose of the work is to evaluate the overall picture of the quality of ejaculate during the last 50 years and to determine the reasons for such changes. More than 40 literary sources were published for thorough analysis in the period 1984–2018 (the share of new references is 20%). There was a decrease in sperm concentration by 1.5% / year, total sperm count — 1.6% / year, total sperm motility — 0.4% / year, decrease in the percentage of progressive motility sperm by 5.5% / year and with normal morphology 2.2% / year. One of the main reasons for the deterioration of sperm quality is the impact of negative environmental factors — chemical and radioactive contamination, as well as electromagnetic radiation. Among the most toxic substances are the heavy metals, pesticides, bisphenol A, phthalates, polychlorinated biphenyls, dioxin and its derivatives. Thus, over the last 50 years there has been a decline in the qualitative and quantitative indices of ejaculate men worldwide. One of the reasons is the worsening environmental situation.

Presented are features of the preparation of foreign students in the conditions of distance learning. It was taken into account that the economy, education, medicine, politics were filled with new content and technology of implementation, and at the same time there was a tendency of global competition between different countries. New trends in world development have increased the importance of a person’s intellectual resource. The article considers the formation of a new paradigm of the educational process in universities and changes in both the content and the technological component of the training process of future bachelors, masters and postgraduates in universities. The importance of introducing innovations in the educational process, including in the training of foreign students, was taken into account. Innovative changes in the educational sphere in the context of globalization, the impact of the pandemic on this process are considered. The experience of such training at the Saratov Agrarian University is analyzed. The forms of international cooperation in the conditions of this university are considered. The stages, forms and methods of distance learning of the Latin language for foreign students at the Faculty of Veterinary Medicine, Food and Biotechnology are presented. The relevance of the problem has contributed to the fact that the question of the use of innovations, the features of distance education has found wide distribution in the modern theory and practice of teaching. In a number of universities of our country, a scientific direction related to the organization of international cooperation and the training of foreign students has become widespread. The theoretical significance of the proposed article is to reveal the features of distance learning of foreign students in the conditions of the university. The practical significance lies in the disclosure of the teaching methods of these students, in particular on the material of the Latin language.

Risk and its management are becoming increasingly important issues in modern theory and practice of managing organizations. It is propounded that organizations, regardless of the type or size of activity they carry out, take into account the impact of risk in their decisions and processes. Managerial approach to risk is aimed at reducing the extent to which risk impacts the functioning of an organization, allowing it to take optimal decisions. At the same time, changes occurring in the environment increase manifold the risk that organizations are forced to take. Inadequacy of the existing, traditional approaches to risk management, which often do not correspond to the dynamics of the changes in the environment in which today’s organizations function, makes it necessary to look for new, innovative managerial solutions. This has led to the emergence of the paradigm of enterprise risk management (ERM).

General issues of the errors occurrence by technical personnel were considered, their causes and consequences. Classifications of errors based on an ergonomic understanding of their nature, as well as on the results of an engineering-psychological analysis of operators’ activity are given. Much attention is paid to the methods used by ICAO to classify errors and violations. Details considered models SHELL and J. Reason. Their adaptation is presented for analysis cases of the impact of the technical maintenance quality on the flight safety of aircraft. A special place is occupied by the disclosure of assessing issues impact of technical personnel errors on flight safety. A wide range of existing methods and models is presented, allowing obtaining qualitative and quantitative assessment of this effect in order for the prevention of errors by technical personnel and mitigating their consequences.

Background: While the ultimate goal of adolescent suicide-prevention efforts is to decrease the incidence of death by suicide, a critical intermediary goal is directing youths toward effective sources of assistance. Aim: To comprehensively review the universal prevention literature and examine the effects of universal prevention programs on student’s attitudes and behaviors related to help-seeking. Method: We systematically reviewed studies that assessed help-seeking outcomes including prevention efforts utilizing (1) psychoeducational curricula, (2) gatekeeper training, and (3) public service messaging directed at youths. Of the studies reviewed, 17 studies evaluated the help-seeking outcomes. These studies were identified through a range of sources (e.g., searching online databases, examining references of published articles on suicide prevention). Results: The results of this review suggest that suicide-prevention programming has a limited impact on help-seeking behavior. Although there was some evidence that suicide-prevention programs had a positive impact on students’ help-seeking attitudes and behaviors, there was also evidence of no effects or iatrogenic effects. Sex and risk status were moderators of program effects on students help-seeking. Conclusions: Caution is warranted when considering which suicidal prevention interventions best optimize the intended goals. The impact on adolescents’ help-seeking behavior is a key concern for educators and mental-health professionals.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.
