The article is devoted to the analysis of theoretical and practical aspects of the implementation of government relations (GR) mechanisms in the system of interaction between government and business. GR is considered in comparison with lobbying, public relations and public affairs. The article notes that GR creates new opportunities for ensuring coordination of the interests of power, business and civil society in Ukraine. In this sense, GR is a socially important mechanism for the democratic development of the society, since it enables businesses and civil society institutions to influence government decisions.At this time, some authors associate GR with lobbyism, believing that these concepts are identical. However, the difference in these areas is significant. Unlike traditional forms of lobbyism, which are closely linked to interpersonal interaction with politicians and civil servants, GR has a number of strategic advantages.First, in public consciousness in Ukraine, lobbyism, in contrast to GR, practically became synonymous with corruption, since the contacts of interested persons with the representatives of the political establishment take place behind the scenes. The secrecy of this process leads to the effect of negative perception in the social consciousness.Secondly, lobbying leads to the dependence of subjects of lobbying on personalities in power structures, on their subjective preferences and wishes. This negatively affects long-term planning, and also places market participants in an uneven position, for example, when state broadcasting is distributed in favor of one of the participants.Thirdly, the feature of GR is the constant use of new innovative communication technologies that come from foresight, marketing, PR and electoral campaigns.The article concludes that GR in Ukraine is an important tool for dialogue between the state and business, on which depends: the quality of public administration, the market conditions, the conditions of competition, the development of business in general. Such a dialogue requires legislative protection and mechanisms for the adoption of binding decisions for all parties on the basis of it, because a perspective-oriented business first of all expects from the authorities the stable rules of the game and their observance by all players. It is the practice of GR in Ukraine that meets the stated requirements and goals.

The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

This article addresses the role and opportunities for public administration and public affairs education in North Cyprus. The context of the research is situated within a transnational education partnership between the University of the West of Scotland and the Management Centre of the Mediterranean (Nicosia, North Cyprus). The dominant narrative of the article is, based on the case of North Cyprus, to provide key insights into why public administration and public affairs education is a force for development in governance and civil society terms. The political context of North Cyprus is such that it is in the midst of significant change based on the twin governance challenges of, first, uncertainty regarding its international status (following the Cypriot coup d’etat and Turkish intervention in 1974 that led to North declaring independence in 1983 and becoming the Turkish Republic of North Cyprus) and, second, efforts to accommodate ‘acquis communautaire’ in order to progress towards EU accession (subject to successful reunification with the South). An underpinning reflective consideration in the article relates to how such educational programmes, based on a franchised model, address aspects of ‘good governance’ (often based on a Western paradigm) but, at the same time, are also suitably responsive to local civil society and political contexts.

The article is devoted to the research of directions of administrative and legal support of the state policy in the field of European integration of Ukraine. On the basis of the study, the author clarifies the content of the categories of state policy and European integration of Ukraine; certain sources that determine the content and direction of state policy in the field of European integration of Ukraine; outlines directions of administrative and legal provision of state policy in the field of European integration of Ukraine.It is well-proven that European integration of Ukraine as sphere of public policy of Ukraine does not have permanent maintenance. Four groups of directions of public policy are distinguished in the field of European integration of Ukraine, that is provided due to the norms of administrative law: 1) directions that touch public relations in connection with providing of public power subjects, first of all, by public administration of rights, freedoms and legal interests of private persons in the field of realization of public policy in the field of European integration of Ukraine; 2) directions that touch public relations, in relation to the management of public and communal domain objects in the field of realization of public policy in the field of European integration of Ukraine; 3) directions that touch, that public relations that determine внутрішньоорганізаційну activity of public government bodies in relation to realization of public policy in the field of European integration of Ukraine; 4) directions that touch, that public relations in the field of co-operating of public government bodies with the institutes of civil society in relation to realization of public policy in the field of European integration of Ukraine.

The article shows the study of public participation in the implementation of public administration. It is estab-lished that the public should act as a socially active part of society, which participates in socio-political life of the country on a voluntary basis. It is determined that the public should be characterized by: the need for communica-tion; focus on collective activity; priority of public interests over individual ones; active expression of their social position. The article proved that the establishment of a constructive dialogue between the public and state structures helps the public to inform state authorities about urgent problems of development of various spheres of public life. It is es-tablished that due to cooperation, partnership with the public, public authorities and administrations become better aware of various social problems. Close cooperation of public administration bodies with public structures allows the population to understand better the logic of management decisions and state policy in a given area, provides its trust and support if necessary. Effective forms of interaction between public authorities and the public and the specifics of the mechanism of public participation in public administration are substantiated and its characteristic features are determined. The article proposes the introduction of a mechanism for public participation in public administration. It is noted that the mechanism of public participation in public administration should be understood as a system of legal and public administration mechanisms that create legitimate conditions and means of real participation of socially active citizens in public administration, in particular, through their involvement in public administration. All mechanisms must be interconnected. The expediency of forming normative-legal mechanisms of public participation in public administration in Ukraine, which should be represented by a hierarchical system of normative-legal acts and consolidate the right of citizens to participate in the management of public affairs, has been proved; to determine the legal status of civil society institutions, in particular, in terms of their legal personality in relation to participation in public administration; to determine the procedural mechanisms of interaction between civil society and the rule of law and the influence of the public on public administration. It is noted that the formation of a civil society, which insufficient level of development in today’s Ukraine hin-ders the dynamics of democratic change, will contribute to the achievement of a corresponding standard of living like in European countries. It is determined that without a developed civil society it is impossible to improve public administration, which requires real public participation in the discussion and management decisions. It is noted that high-quality and effective interaction of public authorities with civil society should be formed under the condition of three basic principles: creation of a state agency, institution, department and division in the system of state power, which will be directly responsible for cooperation with the public; development and adoption of a state program to promote the development of interaction between government agencies and structures with civil society; formation of written agreements between public authorities and non-governmental organizations on their joint activities.

The main purpose of the paper is to analyse the methodological framework for state regulation and public administration of the health care sector in the post-Soviet countries (the case of Ukraine). Methodology. This study combines economic, legal, and managerial analysis of Ukrainian healthcare system. In this study, a complex of the general scientific and special research methods was used to achieve the goal of the study. The method of historical and logical analysis of the literature was used. The functional and structural analysis was used with the purpose to research the state regulation of public relations in health care. Methods of comparative and statistical analysis and their synthesis were used to study the dynamics of development of legal basis in the health care sector. Method of summarization was used to make conclusions and recommendations for optimizing state regulation policy in Ukrainian health care. Scientific works of national and foreign scientists in the sphere of state regulation of health care sphere, national and international legal documents were used as the informational basis for the conducted research. Findings. In the paper, international basis for the formation of the Ukrainian state regulation mechanism is defined. The conceptual basis of state regulation mechanism is analysed. The difference between state regulation and public administration in healthcare is determined. Components of the healthcare market are allocated in order to analyse certain methods of their regulation. Main direct and indirect administrative and economic methods of state regulation in different medical markets are analysed. The framework for medical reformation is determined. Practical implications. The results of this study form the theoretical and methodological basis for practical improvement of the state regulation system of public relations in Ukrainian health care.

This paper explores recent notions in public administration, which are intertwined and addressed to the administration of public affairs. On this basis it demonstrates that content of legal system is filled through the static legal principles and rules, but they receive their real content through the informal practices and conditions of the human mind. The paper concludes that discussed notions could have only one name, because they all are the synonyms of reciprocal relation between the human dignity and efficient administration.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

Showing the specificity of the work of the contemporary library, and the variety of its tasks, which go far beyond the lending of books. The specificity of the library’s public relations concerning different aspects of its activity. The internal and external functions of the library’s public relations and their specificity. The negative stereotypes of librarians’ work perpetuated in the public consciousness and their harmful character. Privatization, contracting out, and a host of other current trends blur the line between public and private—they create what at best is a fuzzy line. This study examines yet one additional area where the lines between public and private have gotten even fuzzier—the best selling novel. It uses the writings of Tom Clancy and Clive Cussler,two authors whose names on a novel guarantee best-seller status. It will do so in the context of what a civic community and civil society are, and how they relate to the public-private question, a question that has renewed life in public administration.
