The legal aspects of formation and development if integral competence of local council deputies are analyzed in the article.There has been defined the concept of "integral competence of local council deputies such as knowledge, skills, capacities, and sometimes - other important qualities, ways and methods of their implementation into the activities of the local council deputies which are necessary for the successful and responsible fulfillment of their tasks and responsibilities. It has been determined that the profile of integral (pro-active, business-like) competence of local council deputies in Ukraine includes law-making, administrative and jurisdictional (organizational, executive, administrative, coordinative), control and supervisory, informational and analytical; economic (budgetary and planning, etc.), value-oriented (moral and ethical), social and psychological with communicative and consulting competences. The profile is designed mainly for the creative type of activity. The necessity to develop knowledge, skills and capacities of local council deputies to solve urgent problems of local self-government related to decentralization reform has been substantiated.It has been proved that the local council deputy must be highly professional in his/her field, capable to control changes, develop leadership skills, take risks, meet challenges of today. It has been emphasized necessary to provide continuous professional training to local council deputies for their mobility, prompt and effective response to the challenges of society in the context of development the paradigm shift within the state administration and local self-government.It is concluded that ensuring the effective activity of a local council deputy depends directly on his level of integral competence increasing through the vocational training. Leadership is an important component of integral competence. Leadership features include open-mindness and responsibility for self-actualization. The legal bases of formation and development of integral competence of the local councils deputies. There has been investigated defined by the Constitution of Ukraine, laws of Ukraine "On local self-government in Ukraine", "On the status of the local councils deputies " - concerning the content of the profile of integrative competence of local councils deputies in Ukraine, based on the distinguishing of empowerment and competences of the local self-government body; legislation defining the strategy and main directions of the further development of life-long adult education in Ukraine by means of formal, non-formal and informal education, namely: the National Doctrine of Education Development, the National Strategy for Education Development in Ukraine until 2021, the National Qualifications Framework, the laws of Ukraine “On Professional Development of Employees”, “On Employment of the Population”, “On Higher Education”, “On Education”. It is proved that the existing system of vocational training, based on European standards of education development, plays a key role in the process of the integral competence formation for the local councils deputies, and insurance of their continuous professional training. The have been analyzed the legal foundations of the vocational training system for the local councils deputies, which are defined by the Concept of reforming the system of vocational training for civil servants, heads of local state administrations, their senior deputies and deputies, local self-government officials and of local councils deputies under the date of December 1, 2017 No. 974-p , the plan of actiors for its implementation, as well as the corresponding Regulations on the vocational training system.

An analysis of the specifics of the formation of a set of of competencies formation for the system of academic and professional training of specialists in audit and monitoring of information systems and technologies is carried out. It is determined that the training system should be formed in accordance with the global system of service industry standardization and international requirements and standards. The essence of the competencies formation on the basis of American and European standards in the field of information systems and technologies is revealed. The hierarchical sequence of the implementation of the world system of standardization for audit and quality control of information systems and technologies functioning in order to determine requirements to competences of the auditor of information technologies is defined. Practical tasks of the process of obtaining objective, qualitative and quantitative assessments of the current state of information infrastructure in accordance with the defined criteria, requirements and quality indicators are highlighted. The main features of competencies, skills, knowledge of specialists in audit and monitoring of information systems and technologies formation are identified. Formation of basic academic and professional competencies of specialists in the audit of information systems and technologies on the basis of the domain educational model Competency Model Clearinghouse is presented. It has been created the competence model for formation of the set of knowledge, skills and abilities during organization and support of information systems and technologies audit, control and monitoring. Tasks and concept of specialists’ integral competence are defined. The list of academic and professional competences is formed, basic abilities and skills of specialists in information systems and technologies audit are defined as well. Classes and levels of competencies are determined, as well as correspondent to them positions in the field of audit of information systems and information technologies of the industry sector. Special attention is paid to the international generally oriented approaches to standardization of educational services and competencies levels in accordance with professional requirements to specialists in the field of information technology audit system. Basic levels of professional certification of information systems auditors, which should provide a high quality level of a wide range of services in the field of information technologies and information security, have been determined.

The study of Russian as well as foreign experience concerning the effective practices for performing learners’ vocational training and self-determination allows the educators to extrapolate the most adequate ideas, principles, technologies, approaches to the development and implementation of career guidance and vocational training programs intended for specialists. The acquired knowledge can be further used for analysis, comprehension and application of the best practices in the system of advanced vocational training. The article considers the features of the dual secondary vocational training system of Germany and focuses on the career guidance experience in schools and colleges in the UK. It also presents approaches that are not widespread and less known in Russia than in other countries to apply them to the dual higher education system. Some elements of effective foreign practices of vocational training, self-determination and career guidance can be used in advanced vocational training centers as well as in institutions involved in general secondary, secondary vocational and additional education.

The article deals with the structure of vocational training and postgraduate education of the personnel of the units of the Operational and Rescue Service of Civil Protection, describes the system of departmental education of the State Emergency Service of Ukraine. On the basis of the analysis of the governing documents and empirical data in the structure of the professional training of the personnel of the guard units of the Operational and Rescue Service of Civil Protection, the author distinguished two components - primary vocational training in the departmental vocational schools and training of personnel directly in the work unit. It is established that for the development of professional knowledge, skills of rescuers, for maintaining a high level of operational readiness of duty guards, in the structural divisions of the Operational and Rescue Service of Civil Protection there is a continuous, year- round training system - independent and professional training. The modern period in the professional training of rescuers is characterized by the lack of a proactive approach, insufficient attention to innovative methods of training the personnel of operational units.

The subject of the research is the formation and development of the system of professional training of public servants in Ukraine. The relevance of this study is due to the fact that one of the most important tasks of the development of the public service institute in modern conditions is its professionalization, which is carried out primarily through the system of professional training of public servants. Methodology. The paper uses a historical approach, which has made it possible to study the process of formation and development of the system of professional training of public servants in Ukraine. Based on the method of systemic analysis, the current system of professional training of civil servants in Ukraine, its legal framework and strategic priorities for its reform are considered. Results. The purpose of the article is to analyze the process of formation and development of the system of professional training of public servants and ways to increase its efficiency in Ukraine in modern conditions. To achieve this goal, the following research objectives are set: to consider the evolution of the system of professional training of public servants in Ukraine; to analyze the development of the system of professional training of public servants in independent Ukraine; to determine the main directions of its reform in the modern conditions of state formation. The main stages of formation and development of the system of professional training of public servants in Ukraine are justified. The organizational, legal, and economic aspects of formation and development of the system of professional training of public servants in Ukraine, as well as regulatory bases of formation and development of competence of public servants are analyzed. It is established that its financial and resource provision is important for the development of the system of professional training of public servants. Emphasis is placed on the need for continuous professional training of civil servants for their mobility, prompt and effective response to societal challenges in a paradigm of public administration, local government reform and decentralization of power in Ukraine through the development of formal, non-formal and informal education. It is concluded that ensuring the effective operation of public servants directly depends on increasing the level of their competence through professional training. The strategic principles of development of the system of professional training of civil servants are analyzed and the ways of increasing the efficiency of the existing system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local self-government officials, and deputies of local councils are determined, and the new model of the system of professional education of public servants, which based on European principles and standards for the development of adult education for life, are proposed.

Presentamos un estudio de producción educativa de carácter exploratorio en el contexto del sistema de formación profesional de grado superior español. Entendemos como outputs educativos las finalidades propias de la formación profesional consistente en responder a las demandas del mercado laboral y lograr una adecuada inserción sociolaboral de sus egresados. El objetivo es doble. Por un lado, analizamos la influencia de determinados inputs «no escolares» como la «personalidad eficaz» y la «clase social subjetiva». Por otro, comprobamos el grado de congruencia existente entre los distintos modelos evaluativos utilizados en los dos ámbitos en que se desarrollan actualmente estas enseñanzas: el educativo y el laboral. Para ello, utilizamos una muestra no probabilística por conveniencia de 374 estudiantes pertenecientes al segundo curso de distintos ciclos formativos de grado superior situados en centros educativos de la provincia de Barcelona (España). Se les administró un cuestionario informatizado donde se recogían las principales variables explicativas tomadas en consideración. El análisis se basó en un modelo econométrico logit ordenado. Los resultados obtenidos señalan como la «expectativa de éxito», en tanto dimensión del constructo «personalidad eficaz», y la «clase social subjetiva» determinan positivamente los resultados. En segundo lugar, podemos afirmar que no existe relación alguna entre los resultados medidos por las evaluaciones realizadas desde el ámbito educativo y laboral. De este modo, a falta de una mayor reflexión y evidencia científica, es posible que haya que replantear la política evaluativa del sistema de formación profesional dando un paso más hacia su necesaria integración. We present an exploratory education production study in the context of the Spanish higher vocational training system. We consider the educational outputs to be the very purposes of professional training, i.e., responding to the demands of the labour market and achieving adequate social and labour integration for graduates. This article pursues two aims. On the one hand, we analyse the influence of certain "non-school" inputs such as "effective personality" and "subjective social class". On the other hand, we check the degree of congruence among the different assessment models used in the two areas in which these teachings are currently developed: education and labour. To this end, we use a non-probabilistic convenience sample of 374 second-year students from different higher degree training cycles located in educational centres in the province of Barcelona, Spain. The students were administered a computerised questionnaire which included the main explanatory variables taken into consideration. The analysis was based on an ordered econometric logit model. The results obtained indicate that the "expectation of success", as a dimension of the "effective personality" construct, and the "subjective social class" determine the results positively. Furthermore, we can state that there is no relationship among the results measured by the assessments carried out in the areas of education and labour. Thus, in the absence of greater reflection and scientific evidence, the assessment policy of the vocational training system may have to be reconsidered, taking a further step towards a needed integration.

The article substantiates the importance of improving the personnel training system of the company under the current competitive conditions. It has been found that providing continuous training and increasing the level of professional and personal competences allows to ensure high results of work, to maintain competitiveness of the firm and the staff both in the internal and external labor markets. Thus, it is substantiated that the vocational training system is a very important tool for effective management of the organization. The peculiarities of the organization and conducting of professional training at the enterprise of the “Pearl of Podillya” Ltd., in particular: the role of certification in the process of identifying the need for professional development; methods of performance appraisal at a particular enterprise; the first attempts to organize the learning process with the help of a specially created unit in the personnel management structure; the nature of the forms of training applied at the enterprise depending on the needs and results of training, positions and sphere of activity of employees; the importance of in-house trainings and seminars, special certified development programs, internships and mentoring in the training and professional development of employees of the enterprise are revealed. Problems in the process of organization and training of personnel at the enterprise are found out, namely: chaotic and poor planning of training results, limited financial resources, insufficient connection between training and motivation (material and moral) of employees. It is suggested to: take into account the experience of other countries and successful companies in the field of personnel development; provide a transparent system for the relationship between certification, learning outcomes, career advancement and remuneration; implement staff rotation, individualized vocational training planning and continuing education.

Nowadays, Russian vocational education is overcoming a stage of profound transformations associated with the post-industrial society's peculiarities, which main characteristics are computerization and digitalization of the economy. Transformations in the digital economy determine new requirements for specialists' training, their competencies, and qualification. The rapid changes in socio-economic conditions cause the need to transform the vocational training system to meet the demands for specialists with competencies that correspond to the current technologies and methods of production. The solution to the relevant problems is facilitated by vocational education's devotion to "anticipation/advance" and "interaction" principles, which are being successfully implemented in the activities of advanced vocational training centers opened in Russia in 2019. The advanced vocational training ensures the development of new and promising professions in great demand by the regional economy. Simultaneously, the interaction principle's implementation allows ensuring interdepartmental coordination when performing the social order for vocational education made by the state, society, and individuals. The article considers forms and features of the interaction between educational organizations and partners, including social partnership, networking cooperation, public and private partnership, educational and technological clusters. The paper presents the Kemerovo region center's performance results for advanced vocational training concerning the creation of a regional network for educational organizations and enterprises involved in the joint development and implementation of advanced vocational training programs intended for specialist training.

It is widely accepted that the vocational and professional training system has a major impact on national competitiveness. In this paper a number of German-British studies in manufacturing and services are examined in order to show how skill systems have affected the comparative strengths and weaknesses of the two countries’ productivity performances. The studies have been conducted since the end of the 1980s to 2003 and have revealed specific links between vocational training, products and competitiveness on the basis of matched plant comparisons. The comparison between Britain and Germany has been chosen as these countries have very different national VET systems. The findings suggest that higher levels of apprenticeship training in German companies give them an advantage over their British counterparts with respect to flexibility to changes in markets, technology, quality and supply chains. The paper closes with a short discussion.

Статтю присвячено проблемам професійного навчання соціальних працівників, зокрема розглянуто психолого-педагогічні аспекти процесу підготовки висококваліфікованих фахівців. Зазначено що в професійній психології та педагогіці набуває поширення компетентнісний підхід до сучасної освіти. Акцентовано увагу на особистісно-орієнтованому та психолого-акмеологічному напрямках професійної освіти та навчання. Особистісні якості фахівця розглядаються як метапрофесійні компетенції, що забезпечують якість праці майбутнього соціального працівника. На основі аналізу специфіки підготовки фахівців соціономічних професій окреслено загальні напрями формування професійних компетенцій соціальних працівників: пріоритет професійно-особистісного розвитку для досягнення високого рівня професіоналізму фахівця; формування психологічної, особистісної та рефлексивної компетентності; практична зорієнтованість процесу навчання. Розглянуто методи та технології активного формування психологічної та особистісної компетентності фахівця в процесі професійного навчання, а саме методика контекстного (знаково-контекстного) навчання та психолого-акмеологічні методи та процедури професійного розвитку. Стверджується, що включення до навчального процесу інноваційних, заснованих на взаємодії педагога та учня, психолого-педагогічних технологій активного навчання має формувати особистісні зони розвитку майбутніх фахівців, удосконалювати способи та засоби професійного становлення, що значно підвищує якість професійного навчання соціальних працівників. The article deals with the problems of vocational training of social workers. They are particularly considered with psychological and pedagogical aspects of training highly qualified specialists. It specifies that competence-based approach to modern education gets spreading in the professional psychology and pedagogy. The article is accented on personality-oriented and psycho-akmeological directions existing in the psychology of professional education and training. Personal qualities of the professional are considered as metaprofessional competences which ensure the future social worker’s quality of work. The general directions of formation professional competence of social workers are identified on the base of the analyses of the specific professional training socionomic professions: priority of vocational and personality development for achievement a high level of professionalism; formation of the psychological, personal and reflective competence; practical orientation of the learning process. The methods and technologies of active formation of psychological and personality’s competence of the specialist during the vocational training are reviewed in the article, specifically the method and technique of signed-contextual learning and psycho-akmeological methods and procedures of professional development. It is alleged that the inclusion in the educational process of preparation innovational, psychological and pedagogical techniques of active learning, based on the interaction between the teacher and the student, should generated personal’s development zones of the future professionals, refine the methods and means of the professional development that significantly improves the quality of social worker’s professional training.

Abstract The growing number of foreign applicants looking forward to getting education in Ukrainian medical universities makes us find the ways how to improve and make effective the pre-professional training system of foreign medical applicants for further education. The article deals with the issues of the history of formation and development of the preprofessional training system of foreign medical applicants in Ukraine. On the ground of the electronic databases of the official websites of higher educational establishments, the data on years of opening first offices of the dean, departments and preparatory faculties for foreign medical applicants in Ukrainian medical universities are analyzed and systematized. Also the data on the setting up preparatory faculties at other universities who carry out licensed training of foreign students of the medical profile are presented. The data on the operating and management of such institutions in the system of the University administration are generalized. It’s revealed that during the years of its functioning the pre-professional training has changed, in particular the system was commercialized and the institutions involved in training foreign applicants have been reorganized. The modern trends in teaching foreign medical students at the preparatory faculties of the Ukrainian medical universities are displayed. Based on the analysis of the data it is concluded that the system of the pre-professional training of foreign medical applicants was set up in the 50s-60s years of the twentieth century. During this time, some positive experience in the preparation of future international medical specialists has been gained. The system of the pre-professional training of foreign medical applicants has been comprehensively improved and an effective system of managing foreign medical applicants has been created.
