The article deals with the relevant issue of innovative technologies development and their implementation into the public administration bodies’ operation related to provision of acceptable level of SES air flights safety in Ukraine in case of emergencies. Nowadays, one of the most critical component of the state aviation air flights safety management agencies’ operation is the detection of requirements violation in regulatory documents and deviations in the aircraft operation, followed by the further preventive measures. The retroactive system based on the organizational and legal mechanisms of flight safety management has practically exhausted itself today. Thus, the solution to the problem should be focused on finding innovative safety management mechanisms to prevent the unwanted course of events during the flights on the basis of pro-active and prognostic approaches.

Local governments in the Slovak Republic are important in public administration and form an important part of the public sector, as they provide various public services. Until 1990, all public services were provided only by the state. The reform of public administration began in 1990 with the decentralization of competencies. Several competencies were transferred to local governments from the state, and thus municipalities began to provide public services that the state previously provided. Registry offices were the first to be acquired by local governments from the state. This study aimed to characterize the transfer of competencies and their financing from state administration to local government using the example of registry offices in the Slovak Republic. In the paper, we evaluated the financing of this competency from 2007 to 2018 at the level of individual regions of the Slovak Republic. The results of the analysis and testing of hypotheses indicated that a higher number of inhabitants in individual regions did not affect the number of actions at these offices, despite the fact that the main role of the registry office is to keep registry books, in which events, such as births, weddings, and deaths, are registered.

Governments are showing an interest in, or incorporating, gamification into their governance processes and/or services to citizens. The article describes the concept of gamification, examines its potential from the point of view of using elements of the game in public administration, for example, on the websites of authorities and special platforms, as well as in offline mode. The conclusion is made about the goals of introducing gamification into the practice of public authorities. The state administration can not only be the author of these projects, but also assist civil society institutions (public associations, citizens) in their development.

The purpose of the article is to identify the problems and contradictions of the state policy in the sphere of European integration of Ukraine and to justify the ways of overcoming them in the current conditions. The main internal problem that hinders the European integration course of Ukraine, experts consider, first of all, inefficiency of the public administration system – insufficient level of competence of civil servants, excessive bureaucracy, unreformed and corrupt public administration system. The top five major internal problems also include: the situation in the Donbas (including both armed conflict and public sentiment), high levels of corruption in Ukrainian society, ineffective policy of informing the population about European integration, lack of consensus in the political and social issues. The opinion that aggression, pressure and all-out hindrance from Russia will be a major external challenge for Ukraine’s European course, is shared by all experts interviewed. Among the major external obstacles, experts also cite internal problems of the EU itself, opposition or waiting position on the part of some EU members who do not want to break their ties with Russia, as well as the lack of a unified position in the European Union regarding the European perspective of Ukraine and the EU enlargement in general. Experts consider that the most effective factor contributing to the increase of the support of European integration in Ukrainian society is the successful implementation of internal reforms and the positive effect of ordinary citizens on them. In today’s context, Ukraine’s accession to the EU remains a goal for which it is active in political, legal, economic and other spheres. Conclusions from this research and perspectives of future development in current area. At the present stage of social development the process of forming and implementing effective and effective state policy in the field of European integration is of particular importance. Ukraine’s accession to the EU is a long-term issue, which depends on both the effectiveness of internal reforms and the transformation processes in the EU. However, Ukraine already needs to insist on giving it a formal EU membership perspective.

The article describes some peculiarities of using the basic approa- ches of state administration for professional and amateur arts. It is established that for the State it is necessary to provide an assistance to artistic development in all spheres of its appearance. The use of an indicative approach to profession- al and amateur art management is recommended. It is revealed that indicative state management of art will be able to transform the subjects of management into the subjects of responsibility, who will achieve clearly defined spiritual and educational tasks and become accountable. This will contribute to systematic assessment of the practice of state and municipal management of professional and amateur art and will allow to adjust educational policy at all levels of govern- ment — the state, the region, the settlement, a separate union of artists. It is proved that the formation of professional and amateur arts in the system of public administration should take place through the process of understanding the aspects of individual and group behavior, the system analysis, planning methods, motivation and control, quantitative methods and decision making. Applying the philosophical approach to the problem under study, I believe that a healthy soci- ety can not be imagined without art. Man in its essence tends to be beautiful, to recreate the surrounding world through the prism of their own feelings of objec- tive reality in works of art. That is why, for the state, it is extremely necessary to ensure the promotion of artistic development in all areas of its manifestation. It is noted that one of the main approaches of the state administration to the formation of professional and amateur art is the author of this article considers the philosophical approach. There are also special connections of personality and social factors that determine the spiritual crisis of man.

The City of Uzice had 2490 inhabitants in mid 1862. Following the order of the state administration that every city must have an urban plan, firstly a Geodetic plan of the current state of the city center was made and based on it, in May 1863 the first urban plan proposal (author Emanuel Sefel) appeared. The Ministry of Internal Affairs, because of a large number of complaints of the population and of a short period time available to make changes to the plan sent the engineers Joseph Vesely and Joseph Klinar to Uzice so that they could assist. The second urban plan proposal was completed towards the end of 1863. The first urban plan of Uzice transformed the town, previously fully regulated by oriental principles, into a city organized according to European urban principles. The plan was effective from 1871 to 1891.

The article examines the history of forming the system of public administration in the Republic of Armenia after gaining independence. It is noted that the development of the fundamental draft laws of the newly formed state was carried out in close cooperation and with the active involvement of authoritative representatives of the Armenian society. The first years of independence for the Republic of Armenia were characterized by the creation of democratic institutions, the transition to a multi- party system, the development of a market economy, the reformation of the whole state system, as well as the system of state administration. The Constitution laid the legal foundations for transitioning from an authoritarian system to a democratic state and gave a legal framework to the new political system. With the development of state administration and the adoption of amendments to the Constitution of the Republic of Armenia, a transition was made from a semi-presidential republic to a parliamentary form of government. Armenia shows high markers and stable growth of indicators regarding the quality of public administration. The country’s authorities apply successful world experience and follow high European standards; in this regard, digitalization is actively developing in the country, including in the field of public administration. In recent years, due to the high rates of digitalization, Armenia entered the number of countries with a high index of e-government development. A special place in the field for the development of the system of state and municipal service is given to professional training and retraining of personnel.
