Creating an effective system of state regulation in the sphere of water supply and wastewater disposal, which would meet European quality standards, has balanced the interests of consumers, the state and water supply and sewerage enterprises, and requires an adequate scientific support. In this regard, a special role belongs to fundamental research, which will allow to consider government regulation not only from the point of its content, water supply and disposal, but also from other perspectives - as far as it can be described as a social, economic, legal phenomenon and determine practical value for society as a whole.Methodology is a set of subjects and objects, goals and objectives, principles, approaches and functions, criteria and indicators, forms and methods of state regulation. All elements of the state regulation methodology form an organic unity. The methodological guidelines and approaches that significantly affect all components of the state regulation methodology and directly related to public administration are the most crucial components of state regulation. The article is devoted to the methodological approaches study related to the state regulation in the sphere of water supply and wastewater disposal. The author explores the state regulation category, describes it as a social, economic, legal phenomenon and tries to determine its practical value for society as a whole.Special attention is paid to the sphere of centralized water supply and sanitation as a natural monopoly, and the causes of the natural monopoly origin in this sphere have been analyzed. The author explores and analyzes the subjects, object, forms and methods, principles and functions of state regulation in the field of water supply and wastewater disposal. The author also examines rationale for the causes and limits of state intervention in the economic and other processes in the field of water supply and sanitation, as well as the nature, practical value and direction of regulation.In the article, the author draws attention to some inconsistencies in the legislation on state regulation in the sphere of water supply and wastewater disposal, and gives suggestions concerning formation of a unified approach to the definition of natural monopolies, an understanding of the objectives of government regulation and reform, and perspective research.

The sphere of water supply and sewage is directly related to a human and society life including a certain creation of life conditions with satisfaction of the immediate needs of a person, and so on. Despite the time, era, change of historical conditions, ideology and culture, the need for water and services is associated with its constant. Just the state policy, goals and tasks of public authorities aimed at regulation of this sphere are changing. The state regulation in any sphere of economic relations is the influence of the state through the normative legal acts adoption, regulations and compliance control including the control by the subjects of the legislation sphere, and application of coercive measures in case of violation of these requirements. In this article, the author considers the water supply and drainage sphere as an object of state regulation, and analyzes the definition of the concept in this field, which is disclosed in various sources, as well as its components and characteristics, and methods of state regulation of the sphere. Formation and development of the water supply and water discharge sector of Ukraine took place as an integral part of housing and communal services. And only since 2002 the sphere of water supply and sewage became regulated by the separate Law of Ukraine «On Potable Water and Drinking Water Supply», which has defined the main concepts, subjects and objects of this phere, and the principles of state policy. While exploring the conditions of state regulated market economy transition, the principles of housing and communal services reform, the author analyzes the scope of water supply and drainage as a market for water supply and sewage services, and reveals its characteristic features. It is very important to identify the specific features inherent in the services of water supply and discharge – the demand inelasticity; dependence of the services supply on the availability of networks; availability of technological and infrastructure constraints in providing services; lack of any alternative to drinking water and water supply and sewage services; water supply and drainage are technologically separate processes carried out using various engineering systems. Paying no attention to the privileged position of natural monopoly entities providing centralized water supply and sewage services, the availability of production facilities, material and financial resources, a guaranteed market for sales of services and the lack of competition, the sphere of water supply and drainage (as well as the sphere of housing and communal services), unlike other branches of natural monopolies, is unprofitable. The statistical data in the field testify that today housing and communal services are the most technically backward sector of the economy with many accumulated problems. Reforms conducted at the state level do not provide the expected result. Until now, at the state level, there are no clearly formulated mechanisms for creating conditions, which would balance the interests of market participants, and protect the interests of consumers in providing them with good quality public services at reasonable prices, and create conditions for the effective functioning of natural monopoly entities, while attracting investments to the development of housing and communal services. And the fact that the water supply and sanitation sector is one of the most attractive in terms of reliability and investment return in the world practice, confirms the correctness of the chosen research direction.

The need to develop methodological approaches for an analysis of the state, as well as the prospects for the development, of water supply systems in small towns is due to a comprehensive assessment of problems and the need to solve problems related to the optimization of current costs and investments. The main stages of research are considered, the result of which is the development of measures to optimize and intensify water supply systems. Methodological approaches are proposed that make it possible to obtain mathematical models adequate to the existing hydraulics of the system to the maximum possible extent: the water supply network-pumping stations-water wells. The studies are based on the use of modern information technologies for the collection of data and their processing, as well as the development of technical solutions.

The article considers methodological approaches to the concept of development of agrarian territories, gives recommendations on improving the organizational and economic mechanism of state influence on the processes of formation and functioning of agrarian territories, determining strategic guidelines for their development. The substantive essence and possibilities of the state support of development of agrarian territories are analyzed. The article analyzes the possibilities for the formation and development of the potential of agrarian territories, the state and prospects for the development of agricultural production using the model of indicative planning, taking into account the specifics of the Russian economy. The approach to the selection of the quantitative and qualitative content of the forecasts for the development of agrarian territories is disclosed. Current problems of forecasting resource support for the formation and development of agrarian territories are outlined. Recommendations are given on the possibility of using planning documents for an integrated approach to planning and regulating the development of the country’s agrarian territories.

The land market in Ukraine is currently being formed. Therefore, it is now especially important to master the experience of using the mechanisms of regulation of this important market, which have undergone a long and successful testing in foreign countries. The article reveals the main directions of international experience in regulating the market of agricultural land.To ensure the optimal distribution of land among users and for the efficient functioning of the land market in most countries of the world, land policy is structured in such a way that agricultural land is cultivated by those who are able to ensure its most productive use. The article analyzes the possibility of applying this experience in Ukraine on the basis of generalization of modern foreign practice. The agricultural land, in contrast to the land for industry, transport and other industries, is the main means of production. The article notes that the current model of state regulation of the land market can lead to the monopolization of such markets and the acquisition of agricultural land by large corporations. There are considered the opinions of various authors on this issue, and has defined the need to form the main aspects necessary for the efficient use of land resources.The example of individual countries shows that the lack of active state intervention in market turnover has led to the monopolization of agricultural land by large corporations. It is concluded that at the present stage of implementation of the policy that ensures the efficiency of land use in agriculture, the state should strengthen the functions of regulating land use processes. There were some specific proposals for improving the system of regulation of land relations in agriculture, which should play a progressive role in the further development of the state. This chapter examines the state regulation of the timber and grain trades in the Britain in the nineteenth century, and the efforts made to combat the high loss of life relating to these cargoes.The heavy losses began to draw public scrutiny in the 1830s, which eventually led to government regulation. Williams argues that it was not just the acts of government, but the significant advances in technology and growing expertise amongst seafarers and officers that sharply reduced loss of life toward the end of the century. An appendix tables the loss of life on both timber and grain vessels owned by Britain between 1875 and 1884, and again between 1884-1910, and a third table listing British vessels lost between 1884-1910.

O objetivo do presente artigo foi o de analisar alguns aspectos da gestão do ambiente regulatório da aviação civil brasileira, contemplando a transição ocorrida na regulação estatal, que estava a cargo do Departamento de Aviação Civil – DAC, para a Agência Nacional de Aviação Civil – Anac, em 2006, considerada a principal alteração sucedida no setor. O estudo nos levou ainda a identificar um traço marcante da condução dos rumos da aviação civil do país, que foi a presença de uma relação dialética entre o capital e o Estado (com variações de intensidade), durante o período no qual a aviação comercial esteve submetida à autoridade da Aeronáutica, via DAC (entre 1941 e 2006). Com apoio nessa constatação, chegamos à conclusão de que a forma de atuação do Estado brasileiro no âmbito da aviação civil no referido período foi o reflexo do que podemos chamar de um “etos institucional de caráter tutelar”, lastreado num arcabouço regulatório específico que resultou num modelo peculiar de intervenção estatal no setor. Abstract THE DIALECTIC BETWEEN CAPITAL AND THE STATE IN THE DEVELOPMENT OF THE REGULAR AIR TRANSPORT NETWORK IN BRAZIL The purpose of this article was to analyze some aspects of the management of the Brazilian civil aviation regulatory environment, considering the transition occurred in the state regulation, from the Civil Aviation Department - DAC, to the National Civil Aviation Agency - ANAC in 2006, which was considered the main change in the sector. The study also led us to identify a striking feature of the conduction of the civil aviation sector in the country, which was the presence of a dialectic relation between capital and the State (with variations of intensity) during the period in which comercial aviation was ruled by the Air Force authority via DAC (between 1941 and 2006). In support of this finding, we came to the conclusion that the Brazilian State’s role regarding the civil aviation sector in that period was a reflection of what we can call an “institutional ethos of tutelary character”, based on a specific regulatory framework that resulted in a peculiar model of State intervention in the sector.

The aim of the article is to study the information support of the institutional field and state regulation of agricultural development of Ukraine through the analysis of current strategies and tools and programs of state support. The relevance of the study is due to the significant increase in the role of state support for key sectors of the economy in a systemic crisis caused by the coronavirus pandemic COVID-19 and restrictive quarantine measures. Limitation of budget funds implies an urgent need for their most rational use, identifying trends and areas of which this study is devoted. The research methodology is based on comparative analysis, economic and mathematical modeling, methods of assessing the effectiveness of budget programs, the use of analytical surveys, statistics on self-assessment of agribusiness and data from independent news agencies on the effectiveness of government regulation. The information base is the regulatory framework for state support of the agricultural sector, analytical studies on budget support for the agricultural sector and budget expenditures for agricultural development were based on official data from the State Statistics Service of Ukraine and the Ministry of Economy, Trade and Agriculture of Ukraine. The study analyses some components of the Strategy for the development of the agricultural sector of Ukraine, the Concept of development of farms and agricultural cooperation for 2018-2020, the project and the place of state support in its regulation. The dynamics of state support for 2016-2019 is shown, the main factors of influence are characterized and the dynamics of state support of the agricultural sector of Ukraine evaluated according to the OECD (Organization of economic cooperation and development) methodology is given. An analysis of the expenditures of the State Budget of Ukraine in 2020 on agricultural and rural development is carried out. The given research can be used at formation of current programs of budgetary support of branch, development of concepts of sustainable development of separate forms of managing – farms and peasant farms, adjustment of strategic plans, formation of their key indicators for monitoring and for increase methodological bases and principles of state regulation and other institutional factors of agricultural finance.

Small entrepreneurship in rural areas plays a significant role in the Ukrainian economy, since its development contributes to the economic growth of the welfare of rural residents, the acceleration of scientific and technological progress, contributes to the saturation of the territorial markets with the necessary goods and services, and provides employment of freed labor resources. However, one of the main problems that slow down the development of small businesses in rural areas is the lack of financial support at the regional and national levels. A prerequisite for the further successful development of small business in rural areas is the stable and comprehensive state regulation. To date, there is no single algorithm of state intervention in the sphere of entrepreneurial activity. Each state, in accordance with socio-economic conditions of development, establishes state priorities and general state development. Small entrepreneurship in rural areas develops under the influence of external participants in the process: the state, local governments, and competitors. In reforming the economy, small businesses in rural areas have assumed the role of creator of the foundation for creating a new management system. The creation of small enterprises in rural areas allows solving a number of organizational and economic tasks, namely: the refusal of centralized management due to its ineffectiveness; creation of conditions for the reduction of the number of employees due to the elimination of ineffective units; the implementation of rational transformations for the further development of a particular area of the entire region. State regulation and support for the development of small businesses in rural areas in Ukraine should include a system of regulatory, economic and organizational measures that will promote the living standards of the population in rural areas, increase the efficiency of economic activity and rational use of available resources. Consequently, the further development of rural areas of Ukraine depends on how the state, community and rural dwellers work in this regard. The reasons for the slowdown of rural areas are the lack of human capital in rural areas, as well as financial support. It is also necessary to develop a single legal space within which social partnership of all members of society can be realized for the common goal – development and prosperity of not a separate group of people, but of the entire population of our rich country. Prospects for further research we see in the future the study of regional features of state support of small business in rural areas.
