The article considers the ecological and economic component as a prerequisite for the sustainable development of regions and the country as a whole, which is one of the most resonant issues of the programs of international environmental forums, an integral part of the economic policy of regional entities. Due to the increase in the population of the planet, the aggravation of the food crisis, the achievement of the goals of natural and economic development is a prerequisite for maintaining stability in the global space. The growth of the tendencies of regionalization of economic relations requires an expansion of the spectrum of state governance instruments that would lay the institutional preconditions for the transformation of regional economies towards the achievement of identified indicators of sustainable development of regions.The ecological and economic situation in Ukraine has its territorial differences both in terms of the nature and severity of the problems, and the possibilities of their practical solution. This implies the objective need for regional differentiation of government management decisions and practical actions aimed at stabilizing and improving the environmental and economic situation. Significant difficulties arise in ensuring the balanced development of transboundary regions, which, in conditions of strengthening integration processes, are most vulnerable to excessive expansion of transnational business entities and unwarranted import of market economy institutions.The basic provisions of the theory of the ecological and economic component in the state management of the natural and economic potential of the regions are formulated. The methodical approaches to determining the level of ecological and economic security of the regions, directions of development of the mechanism of state management of environmental activity at the regional level are determined. Applied tools for the implementation of state management of ecological and economic development of regions have been developed.

Topicaltity. Based on the consideration of individual relationships between natural, environmental and technical risks, threats to economic security of the Ukrainian Black Sea Coast are determined, and theories and strategies for the development of the economic complex of this economic region are determined. The concept of environmental debt is used to determine the conditions for the growth of the gross domestic product and the intensity of the environmental situation. Aim and tasks. To improve approaches to instrumental support for the development of an effective sustainable development strategy for the Ukrainian region, based on the results of an analysis of existing mechanisms for regulating the development of the region. Research results. It is determined that the methodology for studying the conditions for the transition of the regional economy to a model of sustainable development should have a clear quantitative certainty - an ecological component. There is a certain attention to the approach to streamlining relations between society and nature by analogy with monetary relations between business entities. The concept of ecological debt (EB) is justified in the article: it is the change in the environment accumulated as a result of industrial viability. If, as a result of environmental activities, the state of the environment improves, this circumstance should be interpreted as payment of a part of the environmental debt. It is determined that the strategies for sustainable development of the regions of the Ukrainian Black Sea Region should be based on the predicted model of the socio-economic and environmental development of the state, and thus, in accordance with world standards, should enter the path of sustainable development. To start a practical transition to sustainable development, the regions will be able to ensure the stabilization of the overall macroeconomic situation and the achievement of a certain level of competitiveness of the national economy in the global economic space. Conclusion. Solving the main problems in the sustainable development of the regions will contribute to the improvement of the mechanism for the development of regional policies, especially to involve the scientific community in joint responsibility with the authorities for structural transformations.

The aim of the article is to present the regional differentiation of indicators characterizing the economic development of Polish regions in the context of the progress made in the implementation of the concept of sustainable development in 2010 and 2017. The authors focused primarily on determining the position of Lubuskie Province on the economic map of Poland. The article proposes a set of indicators monitoring one of the areas of sustainable development - economic development, which also take into account other areas of sustainable development, i.e. social development, environmental development, and institutional-political development. The main criterion for the selection of indicators were substantive premises and their completeness and accessibility across the regions. The analysis and evaluation of the proposed indicators (explanatory variables) were conducted within five thematic areas which mark the economic development of the regions and which are important from the standpoint of the sustainable development concept: 1) Potential of the economy 2) Innovativeness of the economy 3) Economic activity of enterprises, 4) Production and transportation, 5) Economic activity of households. The article consists of two sections. In the first section, based on literature review, the most important issues regarding the concept of sustainable development and the state of scientific research on the indicators of sustainable development at regional level are presented. The second section addresses the concept of indicator analysis on the basis of which an assessment of economic development of 16 Polish regions was carried out and the position of Lubuskie Province was determined against the backdrop of the other regions. The findings prompted an answer to the question concerning the economic development of Polish regions, and in particular of Lubuskie Province, in the context of the concept of sustainable development.Keywords: indicator analysis, region, sustainable development, economic development, Poland

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

The low level of Ukraine’s economic security indicates the imperfection of the public administration system. Correlation analysis has shown that economic growth is the dominant condition for social goals achieving of sustainable development. Therefore, the methodological basis for the development of effective measures of public administration of economic security is the provisions of the theory of sustainable development. The foundation of the sustainable development theory is the synergetic principles of self-organization of systems, in particular, the chaos theory. The turbulence of the trajectory of the country’s economic system makes it susceptible to management in the context of unforeseen events («black swans») and economic crises, provoked by medium-long cycles. Today, the COVID-19 pandemic can serve as an example of the «Black Swan» event for the economic systems of the global world. Therefore, the strategic task of public administration in times of chaos should be to maintain the homeostatic balance of the economic system while simultaneously finding new alternatives (attractors) for its sustainable development. To diagnose the economic system state by the level of security (homeostasis) the threshold (permissible, stable) limits of the values of indicators are fundamental, to characterize the level of protection of national economic interests. In domestic practice, to define safety indicator thresholds are used primarily heuristic methods, which based on the expert’s experience and intuition. The subjectivity inherent in heuristic methods does not exclude fundamental errors in the state diagnosis of the economic system by safety level. To prevent subjectivity, it is suggested to use Shewhart’s control charts. The Shewhart’s theory largely corresponds to the basic provisions of the theories of Sustainable Development and the Black Swan. To identify periods of «chaos» and «order» (an unruly and manageable management process) of the development trajectory of the socio-economic system, it is advisable to use combined XmR-chart. The article provides an example of the interpretation of the build XmR-map results for analyzing the manageability of the process of ensuring the Ukraine’s economic security during 1990-2019 years.

При этом целью исследования является построить многофактор- ные регрессионные модели результативных параметров предприятий. Исходя из цели определены и задачи исследования. Провести анализ состояния и проблемы развития экономики отраслевой составляющей региона в условиях инновацион- ных преобразований предприятий, а также методов ее оценки. The article deals with the issues of the infrastructure impact of economic modelling on the sustainable development of the sectoral economy of the NCFD regions. At the same time, the study aims to develop multi-factor regression models of effective parameters of enterprises. In accordance with the aim, the objectives of the study have also been defi ned. To carry out an analysis of the state and problem of economic development of the sectoral region in the context of innovative changes of enterprises, as well as methods of its evaluation.

Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state. Ecological and economic indicators are a kind of indicator of the economic state of the regions, the ongoing processes, trends in the regional economy, the quality of life of population and characterize the sustainable development of the regions. These indicators should take into account the regional power structures that make management decisions for regional development. Often, these indicators are formed in isolation from each other, and the analysis of statistical reports does not allow the data to be formed up-to-date. The study identifies the reasons associated with the problems of sustainable development of the region’s economy, and notes the connection of these problems with the quality of life of the population. It is noted that ensuring a high level of economic development in the regions is often at the expense of the state and quality of the environment. It is noted that Russia is following the path of international trends in the development of the regional economy – compliance with the Sustainable Development Goals (SDGs). This is due to the support of the global strategy of economic development within the framework of the “green economy”. The article examines the components of the environmental quality indicators of the Russian regions, and also establishes a correlation between them and the criteria for evaluating the effectiveness of the work of the heads of regions and regional executive authorities, which ultimately reflects the level of development of the region as a whole. In the work, using the National Environmental Rating for 2020 of the subjects of the Russian Federation, leaders and outsiders among the regions of the Russian Federation are identified by the level of their environmental condition. According to the results of the ecological and economic assessment, the authors ranked the complex indicator of the state of environmental indicators in the regions, which include a list of six indicators: the level of emissions of harmful substances, the discharge of polluted wastewater, production and consumption waste, water consumption, energy consumption, and environmental protection costs. The researchers analyzed the positions of the Voronezh Region in terms of the quality of life in the region and finding a position in the environmental rating of the subjects of the Russian Federation. The authors propose a grouping of regions by the value of a complex indicator, study the indicators of the ecological state of the regions, and correlate between sustainable development and the quality of life of the population of the regions

he article is devoted to the study of the influence of ecological public con- sciousness on the state of perception of ecological problems in European countries and Ukraine. Ecological consciousness is considered as a latent determinant of modern tendencies of realization of the concept of sustainable development in the context of greening of the international economic system. It is noted that in conditions of social uncertainty, people have the effect of «ecological alienation» as a characteristic of the state of perception of environmental problems in the minds of members of modern society. Although the issues of rational use of economic resources, finding ways to green the international economy, preventing man-made risks and the global envi- ronmental crisis are the focus of European governments, an effective solution to these issues is not possible without the reliable support of society. After all, the effectiveness of the environmental policy of each state depends on the trends of perception of environmental problems by its citizens. Issues of environmental consciousness are more related to ethical categories, as they have a significant impact on the formation of civic attitudes of the individual regarding the perception of the importance of certain aspects of society. That is why the analysis of the state of ecological consciousness of the inhabitants of European countries and Ukraine was studied according to the results of the 7th wave, 2017-2020 of the comparative study “World Values Survey” (WVS) using comparative and typological analysis. The World Values Survey is the largest non-profit international survey of human beliefs and values, which contributes to the monitoring of the Sustainable Development Goals and the goals set by the UN program for the period after 2015. From the presented data set, the basic empirical components were identified, which, according to the authors, illustrate the European context of the greening of con- sciousness - the attitude to technologization; the priority of the ecological state of the country over the economic development of soci- ety; the state of trust in environmental protection organizations and the level of active civil position on environmental protection. On the basis of the secondary analysis of data, the key modern tendencies of formation of ecological consciousness in the countries of Europe and Ukraine are substantiated: tendency to ecological thinking; formation of ecological culture; economic rationality. The conclusion is made about the expediency of monitoring and forecasting the state of ecological public consciousness as one of the factors regulating global socio-economic processes in European countries and Ukraine. According to the authors, the environmental consciousness of members of society determines the degree of permissible range of orientation of a country to implement environmentally friendly goals of sustainable development. The study of the variability of the dominance of the trends of ecological consciousness mentioned in the article in certain socio-demographic communities allows to create an effective system of social guarantees in providing conditions for effective socio-economic development and maintaining an ecologically healthy living environment, both in Europe as a whole and in individual countries, in particular.

The article examines the role of the business environment in shaping the economic security of business entities. The key economic interests of the entity and factors of influence that originate from the internal and external environment and which have a significant impact on the commercial business are distinguished. Potential and real threats to the realization of economic interests and the achievement of goals of the business entities are foreseen. Appropriate measures of an effective system of their protection within the competence of economic security have been developed. The author's vision of defining the economic security of business entities is proposed, which is interpreted as a state of protection of economic interests against the destructive effects of the business environment that maintains resistance to internal and external threats, ensures high competitiveness and ability to sustainable development. It is proposed to distinguish certain areas of economic security, which differ in their purpose and have an individual focus, namely financial, personnel, technical and market. It is proved that the formation of components is, first of all, related to the internal environment, since its factors are solely within the competence of the economic entity and is a primary sign of its effective functioning, which will allow sustainably resisting the effects of the external environment. Internal and external threats of economic activity by separate functional components are distinguished. It is taken into account that economic security management provides for their comprehensive systematic monitoring in order to prevent and minimize destructive effects in a timely. Preventive measures have been developed to improve the level of business security, which will allow to successfully operate in the conditions of competition and to ensure the sustainable development of business entities in the future.

The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.
