The publication describes methods and tools for development an information system (IS) for acceptance of the non-formal and informal learning results on base of computer ontologies. ESCO ontology of the multilingual skills classifier is used as a prototype of domain ontology that provides knowledge for developed IS. We propose the main stages of development of IS for validation of the results of non-formal learning that include creation of an ontology schema, process of integration of the obtained ontology into the RDF repository, development of application architecture and creation of user interface. The modern approaches to design and development of knowledge-oriented distributed applications intended for functioning in the open Web environment are analyzed, the existing methods and software tools for the presentation and analysis of knowledge and their suitability for solving the task are considered. We propose an innovative method of IS development based on the use of such elements of the Semantic Web project as ontologies, Web services and software agents. The paper describes the tools used in process of development of IS for validation of non-formal learning outcomes. In particular, we analyse Neo4j database management system serving the GraphDB database, the specifics of connectors and SPARQL requests to the data stored in the RDF repository and the tools used for web server creation. Comparison of PHP frameworks for web applications is performed in consideration of task requirements. Functional modeling of IS in order to determine its main functionalities is performed, and the DFD data flow diagrams of system are designed. The benefits of Laravel software are established on base of the analysis of such criteria as security, readiness to installation of plugins and libraries, support for the MVC (Model-View-Controller) concept. User interface is developed to ensure user dialogue with IS. Authers analyse software tools oriented on development of user interface and select React framework that works efficiently with all software tools selected for IS development on the previous stages of analysis.

The article describes development of an information system for storing the results of scientific work of the Taraz Regional University named after M. H. Dulaty. Today, such works are organized in a non-automated way. In addition, this leads to a number of anomalies, namely: errors in data entry, their duplication, complexity of preparing reports, difficulties in finding the necessary information because of the lack of the information system. In order to solve such problems and to improve data quality it is necessary to create research analytical information system that allow to reduce manual workload and use simple and convenient access system to stored information using various queries. The aspects of creating a research information system described in the article can be implemented in any higher educational institution of the Republic of Kazakhstan. In order to create an information system, a functional model was created using the Fusion Process Modeler 4.0 CASE-system. After the decomposition of the diagram, five functions were identified: "Accounting the research staff", "Research", "Accounting the publications", "Dissertation defense", "Reporting". Modern tools are used in the development of a system for analyzing and monitoring the research activities of TarRU: PHP scripting language, which is widely used for web applications, JavaScript, which is well known as a scripting language for interactivity on web pages in browsers, Microsoft SQL Server relational database management system.

The Academic Information System (in Indonesian often abbreviated as SIAKAD) is a system developed to manage student data that aims at facilitating online academic administration activities. It aims to provide academic information services in the form of web applications, where teachers can independently create student academic reports to synchronize data into the DAPODIK system, a primary education data system, and develop academic information systems using web assembly according to user experience (UX) and developer experience (DX). The research method consists of field studies and literature related to web assembly, primary education data (DAPODIK), and the Academic Information System (SIAKAD). This information system and database were built using the Convention Over Configuration paradigm. The design phase used a prototyping model to graphically represent the system workflow and used an experimental research approach. Moreover, the study used an integrated modeling language (UML), and a Database Management System using PostgreSQL, and alpha testing for model testing. The Client Application was built using the C# programming language for users to generate student academic reports every semester. Processing data transactions using web assembly took less time than the traditional web, which was less than 300 milliseconds.

We analyse modern approaches to the interaction of the educational services market with the labour market through recognition of non-formal and informal learning outcomes. The authors prove the expediency of semantic technologies used for information processing at the knowledge level. ESCO classifier that combines services of the labour market and the educational market is examined in detail. This classifier allows jobseekers and employers from different EU member states to handle information on learning outcomes more efficiently. The analyzes of practical ESCO classifier usage on example of the European Employment Service (EURES) demonstrates that this approach provides all necessary information for jobseekers abroad. The ontological analysis is an efficient way to model the ideas of various subject domains and it allows to represent formally their semantics. Hence, the research analyzes the ontological model for this information system and its components; in particular, the authors provide the described content of the ESCO ontological model which consists of three elements – occupations, skills and qualifications. The paper offers an information system for semantic identification and documentation of non-formal and informal learning outcomes based on the ESCO ontological model. The authors select and analyze the main stages of the system development: an ontology scheme in the Protege editor is created; the process of integrating the ontology in the RDF-repository is described; the architecture and user interface of the suggested information system are developed. Semantic graphs database GraphDB is used for ontology storage. To implement the addition and modification of data in GraphDB repository, connectors are used. Access to the RDF-repository is provided with SPARQL query language, whose outcomes are represented as result sets or RDF-graphs. In addition, the research justifies the use of React framework for development of the information system user interface. The architecture and user interface of information system proposed in this research work allow to carry out the semantic identification and documentation of non-formal and informal learning outcomes. Thus, they increase the efficiency of managing the information about these outcomes.

The development of Outcome Based Education (OBE) Information System is done as a solution to academic problems related to the achievement of graduate learning for students. In addition, the OBE system is a form of effort to improve academic quality in order to be able to monitor and measure the development of student learning outcomes in a college study program. The Outcome Based Education system includes all grades processing based on Course Learning Outcomes which is related to Graduates Learning Outcomes so that the outcomes of each student can be measured. This information system is developed by the Rapid Application Development method, and uses the Yii2 Framework with the concept of MVC (Model, View, Controller) where system programming is separated based on application components, such as: manipulating data, controllers, and user interfaces. The use of the RAD method and the Yii2 Framework in making applications can be done quickly and in a structured manner making it easier for future developments. The developed system has been successfully tested and applied in the Electrical Engineering Study Program, Civil Engineering Study Program and Mechanical Engineering Study Program, and planned to be implemented in all study programs of the Faculty of Engineering, Sebelas Maret Universit<em>y.</em> This information system can be applied not only in the engineering faculty of Sebelas Maret University but also outside the university which requires an information system to measure the learning outcomes of graduates.

The article poses the problem of storage, systematization and organization of access to the educational methodological complexes of disciplines (Emcd) in the university. The architecture of the electronic EMCD storage subsystem of the university's information system, consisting of a file storage, a relational database and an application server, is described. The choice of the database management system (dbms) is substantiated and the eer-diagram with the description of the main tables is given. The tools used to develop the server and client parts of the subsystem are described. In particular, the developers used the Python language with the Flask microframework and the CSS framework Bootstrap to create a responsive user interface. The interface of the main pages for working with the subsystem is given, as well as the main types of reports construction.

The article considers the features of the automated system of tenant service (ASOO) project building. It has been noted that the Vaadin is one of the platforms for creating web applications that provide convenient tools to support the interaction of software and hardware of the system and user interface. Among the main advantages of the framework, firstly, is the ability to create the user interface using only Java programming language, without JavaScript, HTML and CSS using. Vaadin programs run on the server and run automatically as well as securely. Building on a well-prepared Java ecosystem, the framework works with any development environment, tools and libraries. Secondly, it is a wide range of options for creating a user interface with minimal writing of program code: Form Inputs, Visualization & Interaction, Layouts, Pro Components. In addition, the framework API provides the ability to automatically and securely organize two-way communication between client and server, use Java Bean Validation, its own validators, and perform data conversions during data validation. The Apache Maven framework, which builds a project based on POM files, has been used as a means of automating work with software projects. A set of Spring Boot utilities has been used to automate the setup process, as well as speed up the process of creating and deploying the application. The use of Spring Boot is due to the following options: the ability to create a standalone application based on Spring; simplification of dependency management in the project through the use of starter-packages (for example, spring-boot-starter-data-jpa) and automatic configuration of the application based on the selected starter-package; built-in support for servlet container; no need to generate code and configure XML. MySQL relational database management system could be used as a database, as this open source technology has a wide range of functionality that can be used when developing dynamic web pages.

The article discusses methods for building geospatial web applications based on the ICM SB RAS geoportal resources. The sources of information for them are two types of data: web-service-based cartographic layers and data from the operational monitoring sub-system. The developed instrumental software allows you to select data on the geoportal, form, and configure the user interface. The modular structure and functional capabilities of the developed system are considered.

Online Public Access Catalog (OPAC) is one of the e-catalog information technologies applied in libraries. OPAC is a library information retrieval system that can be accessed online. State Islamic University of Sunan Kalijaga Yogyakarta has been using OPAC since 2012 and OPAC users are increasing from year to year. An information system will be used by users if it suits their needs. The successful implementation of OPAC raises questions about the factors that influence this success. For this reason, this study aims to determine the factors that influence users to use OPAC. Structural Equation Modeling (SEM) is a multivariate statistical technique which is a combination of factor analysis and regression analysis (correlation) which aims to examine the relationships between variables in a model. Processing using SEM will be carried out to find the relationship between the variables to be tested, which variables are interconnected, and are there any unrelated variables. The results of processing the variables using SEM can show what variables attract users to use the e-catalog. Acceptance of information systems can be measured by several evaluation models that have been developed at this time. There are many evaluation models used to measure. Technology Acceptance Model (TAM) is the appropriate model to use for this study, because this study is about the acceptance of a system. In addition, several previous studies used by researchers as references also used TAM as their study method to assess user acceptance of a system. This study modifies TAM, which is used to determine user acceptance of an information system, by adding three exogenous variables, information quality, perceived enjoyment, and user interface. Results of this study proved that information quality, user interface, perceived usefulness, perceived ease of use, and behavioral intention to use, are all factors that influence the actual use of OPAC. Perceived enjoyment is a variable that cannot be proved affects the actual use of OPAC.
