The experience with the influenza pandemic caused by strain A (H1N1) 2009 and the existing gaps in standardizing and evaluating the quality and effectiveness of vaccines for influenza prevention have led the European Union (EU) to recognize the need to review / update the current guidelines on requirements for the development, quality, and preclinical and clinical research. In February 2018 Guideline on influenza vaccines -quality module (EMA/CHMP/BWP/310834/2012 Rev.l) came Into effect In the EU countries. The formation of the Eurasian Economic Union (EAEU) and the creation of a single market for pharmaceutical products entails the need to amend the current and the formation of new legislation, as well as changes in the rules and regulations regarding the pharmaceutical circulation processes in the Russian Federation: development, quality assurance in preclinical and clinical trials, monitoring the safety of medicines for medical use, in this regard, it seems appropriate to develop scientific and technical guidelines that are harmonized with international standards and approaches in the pharmaceutical field. The aim of the review was to conduct a comparative analysis of approaches to assessing the quality of vaccines for prevention influenza based regulatory requirements in the Russian Federation and European Union. Conclusion. In this article discusses the features of the requirements for the development and quality control of inactivated influenza vaccines in the Russian Federation and the EU. The article provides a comparative analysis of the requirements of the State Pharmacopoeia of the Russian Federation and the European Pharmacopoeia for quality indicators, which should be included in the regulatory documentation when registering the vaccine. The main changes in the EMA document «Guidelines for influenza vaccines - Quality module» consist of new approaches to standardizing vaccines for influenza prevention, in particular, determining the specific activity of inactivated influenza vaccines using adequate alternative methods and studying biological, immunological and physicochemical characteristics HA antigen using a wide range method. The results of the analysis of approaches to assessing the quality of vaccines for influenza prevention can be useful in developing harmonized with international norms and approaches scientific and technical guidelines in the pharmaceutical field.

The article deals with the artillery manual gunnery in accordance with the modernization of the czech artillery. The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated.

Статья посвящена некоторым аспектам инструментальной диагностики различной патологии нервной системы - как одному из этапов предоперационной подготовки. Данная тематика является весьма актуальной, так как с учетом роста случаев повреждения нервной ткани и роста ее онкопатологии, Минздраву приходится перераспределять финансовые средства, между различными группами пациентов, выбирая из них наиболее нуждающихся. Так, МРТ не входит в перечень ОМС для заболеваний периферической нервной системы и пациентам приходится оплачивать «дополнительные» исследования за своё счет, а врачам искать альтернативные методы обследования. Целью работы стал сравнительный анализ современных методов инструментальной диагностики в реконструктивной хирургии предплечья. Объектами исследования послужило 200 пациентов, мужчин и женщин трудоспособного возраста с «застарелыми» травмами магистральных нервных стволов, и с различной онкопатологией нервной системы. Все пациенты были разделены на 4 группы по 50 человек, в зависимости от используемых дополнительных методов инструментальной диагностики в предоперационном периоде: электромиография, УЗИ, МРТ, и их сочетание. Затем проводилось подразделение на подгруппы внутри каждой группы, в зависимости от этиологии: по 25 больных с травмами и по 25 пациентов с онкопатологией. Далее проводился анализ плюсов и минусов каждого метода исследования, в том числе и касающихся постановки предварительного диагноза, и его последующего расхождения с клиническим и заключительным. Выполнялась оценка визуализации патологической зоны нерва, а так же его самого «на протяжении» с учетом оперативного доступа к нему, и возможным последующим клинико-анатомическим расхождением. В завершении работы изучалась экономическая составляющая представленных методов исследования. Было установлено, что оптимальным исследованием, без учета финансовых затрат, является МРТ. Работа представляет интерес не только для практикующих врачей, но и для организаторов здравоохранения The article is devoted to some aspects of instrumental diagnostics of various pathologies of the nervous system - as one of the stages of preoperative preparation. This topic is very relevant, since taking into account the increase in cases of damage to the nervous tissue and the growth of its oncopathology, the Ministry of Health has to redistribute funds between different groups of patients, choosing from them the most in need. Thus, MRI is not included in the list of compulsory medical insurance for diseases of the peripheral nervous system and patients have to pay for "additional" studies at their own expense, and doctors look for alternative methods of examination. The aim of the work was a comparative analysis of modern methods of instrumental diagnostics in reconstructive surgery of the forearm. The objects of the study were 200 patients, men and women of working age with “old” injuries of the main nerve trunks, and with various oncopathologies of the nervous system. All patients were divided into 4 groups of 50 people, depending on the additional methods of instrumental diagnostics used in the preoperative period: electromyography, ultrasound, MRI, and their combination. Then a subdivision was made into subgroups within each group, depending on the etiology: 25 patients with injuries and 25 patients with oncopathology. Further, an analysis of the pros and cons of each research method was carried out, including those related to the provision of a preliminary diagnosis, and its subsequent discrepancy with the clinical and final one. An assessment was made of visualization of the pathological zone of the nerve, as well as of itself "throughout" taking into account the operative access to it, and possible subsequent clinical and anatomical discrepancy. At the end of the work, the economic component of the presented research methods was studied. It was found that the optimal study, without considering financial costs, is MRI. The work is of interest not only for medical practitioners, but also for healthcare organizers
