The article deals with one of the most important issues in the Soviet political and legal history. The choice of the political form that was established almost immediately after the victory of the Bolsheviks in the Revolution of 1917, meant a change in the direction of development of the state. Councils became an alternative to the parliamentary republic. The article analyzes the basic principles of both political systems and the reasons for such a choice. The author emphasizes transnational political direction of the so-called “direct action” which took place not only in Russia, but also in several European countries.

The article presents a new view on the problems of political stability in West African countries. For the first time was carried out a comparative analysis of the sustainability of the political systems of the two Francophone fastest growing countries in West Africa, Côte d’Ivoire and Senegal. The author analyzes the factors negatively influencing political stability social order, and those that reduce conflict potencial in these States. Internal and external threats to the political systems of Senegal and Сôte d’Ivoire are examined. The response of both countries to internal and external challenges is shown. The study proves that while external threats indanger Senegal’s political stability, such as the penetration of religious extremism, the crisis in Casamance, maritime piracy, drug traffic, for Côte d’Ivoire, on the contrary, main risks are internal: electoral, socio-political crises, the split of elites, arms smuggling, banditry. The study demonstrates that the level of social governance in Senegal is higher than in other West African countries, including Сôte d’Ivoire, due to the dualism of the political system: the coexistence of Western-style political institutions with local faiths (tariqas), as well as policy pursued by President M. Sall. aimed at achieving mutual compromise that ensure the peaceful settlement of conflicts and contradictions. The author concludes that a new approach to the development of a security strategy is required.

The Conclusion addresses the parties’ present condition in the European political systems. Indeed, at the dawn of the new century parties have become Leviathan with clay feet: powerful in the political arena thanks to control of state resources, but very weak in terms of legitimacy in the eyes of public opinion. Only by abandoning the citadelle in which they are entrenched, recasting societal linkages, relinquishing all their privileges, and dismissing their self-referential attitude might they recover the confidence of the electorate. Maintaining a state-centred status will only lead to a dead end, and this will also harm the democratic system itself. The collapse of parties’ legitimacy inevitably affects democratic institutions: the mounting populist and plebiscitary wave suggests how pervasive is the crisis and how dramatic the challenge.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.

AbstractTransport routes are basic elements that are inextricably linked to diverse political, economic, and social factors. Transport networks may be the cause or result of complex historical conjunctions that reflect to some extent a structural conception of the political systems that govern each territory. It is for this reason that analyzing the evolution of the transport routes layout in a wide territory allows us to recognize the role of the political organization and its economic influence in territorial design. In this article, the evolution of the transport network in the Iberian Peninsula has been studied in a broad chronological framework to observe how the different political systems of each period understood and modified the transport systems. Subsequently, a second analysis of the evolution of transport networks in the northeast of the Iberian Peninsula is included in this article. This more detailed and geographically restricted study allows us to visualize in a different way the evolution and impact of changes in transport networks. This article focuses on the calculation of the connectivity to analyze the intermodal transport systems. The use of network science analyses to study historical roads has resulted in a great tool to visualize and understand the connectivity of the territories of each studied period and compare the evolution, changes, and continuities of the transport network.

Although championed by advocates of proportional representation, the single transferable vote form of PR has been used consistently in only a small number of countries – principally Australia, Ireland and Malta. This paper examines the origins and development of STV and its implications for the political systems that use it. The results show that STV varies so widely in its form and application, differing on no less than five major characteristics, that it is impossible to identify any single generic type. These differences are also reflected in the party strategies that are used to maximize the vote under STV. A regression analysis of the various types of STV shows that Malta is the most proportional system, followed by Ireland and Tasmania. Ireland has the largest party system among the countries that use STV, net of other factors.

Under what conditions can opposition politicians with ethnic constituencies form electoral coalitions? In Africa's patronage-based political systems, incumbents form coalitions by using state resources to secure the endorsement of politicians from other ethnic groups. Opposition politicians, however, must rely on private resources to do the same. This article presents a political economy theory to explain how the relative autonomy of business from state-controlled capital influences the formation of multiethnic opposition coalitions. It shows that the opposition is unlikely to coalesce across ethnic cleavages where incumbents use their influence over banking and credit to command the political allegiance of business—the largest potential funder of opposition in poor countries. Liberalizing financial reforms, in freeing business to diversify political contributions without fear of reprisal, enable opposition politicians to access the resources needed to mimic the incumbent's pecuniary coalition-building strategy. A binomial logistic regression analysis of executive elections held across Africa between 1990 and 2005 corroborates the theoretical claim: greater financial autonomy for business—as proxied by the number of commercial banks and the provision of credit to the private sector—significantly increases the likelihood of multiethnic opposition coalitions being formed.

Studies of individuals or groups who might use violence or terrorism in pursuit of political goals often focus on the specific actions which these individuals or groups have taken and on the policies which defenders (that is, governments of states) against such actions may adopt in response. Typically, less attention is devoted to identifying the relevant preconditions of political action and possible escalation to violence and how or why potential actions may be obviated before they occur. In the context of democratic political systems, the present analysis addresses these issues via examination of indigenous peoples, who typically constitute tiny fractions of the population of the states or regions in which they reside, in terms of their past and present treatment by governments and the political actions, whether non-violent or violent, which individuals from these peoples have engaged or may engage. The specific peoples examined are Aborigines and Torres Strait Islanders of Australia, Haudenosaunee of North America, Inuit of Canada, Maori of New Zealand, and Saami of Scandinavia.

In this article, a political culture is studied in conjunction with the cultural and spiritual ties formed in the course of history. The author reveals the essence of the concept of "democracy" and considers its versatility. Based on this, the essence of "democracy" is studied in combination with modern values, and its role in society is analyzed. Therefore, the fact that the form of power is also measured by culture has been examined in comparison with the political systems of history.
