Актуальность темы статьи, изучаемая автором, бесспорна. Исследование автора основано на необходимости применения цифровизации в процессах по управлению муниципальной собственностью, как это происходит в разных странах являющимися лидерами в развитии муниципалитетов. Статья преследует цели показать необходимость применения современных процессов в управлении городской собственностью, необходимость доверять людям, проживающим в границах города и которые хотят, чтобы местные органы власти прислушивались к их мнению. The relevance of the topic of the article studied by the author is undeniable.The author's study is based on the need to apply digitalization in municipal property management processes, as is the case in different countries as leaders in the development of municipalities. The article aims to show the need to apply modern processes in the management of urban property, the need to trust people living within the boundaries of the city and who want local authorities to listen to their opinions.

The Events Management sector has been a new fast-growing trend that links tourism, business, and leisure together (Getz, 1997). Traditionally, all events were mainly focused on financial benefits. However, the recent trend reflects a broader vision based on sustainable (social, cultural, envi- ronmental and economic) issues. The term ‘Green Events’ became a new trend in events; usually sponsored and organized by local authorities that try to educate visitors and the local community towards more sustainable behaviours through the integration of sustainable tools during the plan- ning, organisation, and management processes to reduce potential adverse effects resulting from the limited focus on the financial objectives.


A successful IT service and asset management need to be efficient and agile to help transform from a traditional into a digital enterprise. In this chapter, the authors propose a global and practical strategic framework to improve ITSM service management processes with the additions of two drivers: agility management based on DevOps and security management based on SecOps. The proposed framework will affect all aspects of user productivity DSI oriented and implement an agile approach in the heart of the management of all these aspects. They will study a case of application of the proposed framework on a large company and the gain made on the strategic level and decision making. The authors propose to measure the maturity of the ITSM of the organization and set up their benchmark to improve IT governance through the proposed ITSM framework.

For academics and professionals, knowledge management has been widely known as a core agenda and has been recognized as one of the most important sources of competitive advantage. Managing knowledge to achieve organizational performance is not only crucial for private sector institutions, but it is significant for the public sector institutions as well. Since the study of knowledge management in the public sector is still in its infancy, this study is aimed at investigating the relationship between knowledge management processes and competitive advantages in local authorities in Malaysia to raise the awareness of the importance of managing organizational knowledge, particularly in the public sector. For this study, the data was collected from selected Heads of Departments in 42 institutions of local authorities in Peninsular Malaysia and yielded 82 usable responses. The analysis suggests that all six knowledge management processes (knowledge creation, capture, organization, storage, dissemination, and application) have a strong relationship with competitive advantage. This study is expected to raise awareness and provide initial guidelines to local authorities as knowledge-intensive institutions to formulate strategies on how to manage the knowledge management processes within the organization.

Maintenance and Operation Blueprint for Iskandar Malaysia was established to ensure local authority immovable asset maintenance management is in line with Government Asset Management Policy 2009. This paper deals with investigation on the challenges in the implementation of Maintenance and Operation Blueprint Plan for Iskandar Malaysia among five local authorities in Iskandar Malaysia. A total of 25 respondents have been selected and interviewed. The data have been analyzed qualitatively. Base on the interview, the results show that there are challenges to implement maintenance and operation blueprint in local authority immovable asset maintenance management which are no clear direction from the top management to implement the Maintenance and Operation Blueprint for Iskandar Malaysia, lack of staff to implement the Maintenance and Operation Blueprint for Iskandar Malaysia, did not have enough time to implement the Maintenance and Operation Blueprint for Iskandar Malaysia and the high cost required to implement the Maintenance and Operation Blueprint for Iskandar Malaysia. This article can serve as a foundation for future studies in critical success factors to implement immovable asset maintenance and operation blueprint. A future study investigating critical success factors to implement immovable asset maintenance and operation blueprint would be very interesting to produce a new approach for successful blueprint implementation.

В статье рассматриваются механизмы внедрения цифровых платформ при управлении муниципальной собственностью, возникающие при этом преимущества и недостатки. Цель статьи заключается в выявлении характерных механизмов внедрения цифровых платформ в работу муниципальной власти по управлению городской собственностью. Научная новизна состоит в определении образующихся экономических отношений при оцифровке имущества и оценке важности анализа информации по цифровому изменению при публичном управлении муниципальной собственностью. Сделан вывод о необходимости увеличения темпов внедрения механизмов цифровизации процессов управления муниципальной собственностью. Практическая значимость состоит в возможности использования полученных результатов местными органами власти при формировании годового бюджета в условиях необходимости выделения денежных средств на внедрение цифровых платформ. The article describes the mechanisms for implementing digital platforms when managing municipal property, the advantages and disadvantages. The purpose of the article is to identify characteristic mechanisms for introducing digital platforms into the work of the municipal government in managing urban property. The novelty of the article consists in determining the resulting economic relations in the digitization of property and the importance of analyzing information on digital change in the public management of municipal property. Analyzing their course, the author concludes that it is necessary to increase the pace of implementation of mechanisms for digitalization of property management processes. The data given in the article can be used by local authorities in the formation of the annual budget in the conditions of the need to allocate funds for the implementation of digital platforms.

The traditional (human driven) process of Asset Management has become automatized by algorithmic decision trading with so called Robo Advisors (RAs). With an increasing amount of publicly available financial data, the foundation for applying machine learning (ML) algorithms has been paved. We examine the question in which process steps of automated investment advice ML algorithms could be applied and investigate which implementations have already been placed on the market. As the following study shows, (surprisingly) ML is globally still under its development phase in Robo Advisory. German and Swiss FinTech companies thereby contribute about a third to the ML solutions in our sample. The most promising technique is the usage of Text Mining for sentiment analyses, which can be used for monitoring and rebalancing purposes or future performance forecasting. Furthermore, Text Mining algorithms can be helpful for reducing information asymmetries. Embedded into early warning systems, the derived sentiment scores can be used for hedging against future price losses. This approach would be inevitably linked to an increased access of highly sensible data. Furthermore, we try to provide an explanation for the lack of acceptance of the application of ML in RA distributions. Possible reasons for this can be found in the current MiFID II regulations, which are not specified for ML. Based on these insights, we formulate first recommendations for both the provider of RA solutions as well as for the regulator.
