About thirty thousand Lithuanian people are deaf or dull of hearing for lots of reasons. 6272 persons are deaf – 3165 women and 3107 men. These problems are the main reason for these people to achieve degrees in studies and to live qualitative life. ICT should be that tool which could help people to learn and teach. There are some specialized computer programs, which are suitable to teach deaf and dull hearing person and to learn. One main problem – they are not Lithuanian. If we want to apply them in our learning process we should localize them. Sign languages, as well as spoken languages, are very different. So the main goal is to analyze how other colleagues localize these parts of software which is in sign languages and to give suggestions how to localize and maybe automate the localization of sign languages. The paper deals on their peculiarities of sign languages and how foreign colleagues apply software for deaf person.

The focus of this paper is to propose an evaluation tool to assess the teaching-learning process of Brazilian Sign Language (Libras) to hearing students in Higher Education. The current Brazilian laws dealing with the accessibility of the deaf and the teaching of Libras will be concisely posited and argued, and after that an overview on linguistic aspects of Libras will be highlighted prior to discussing the teaching of this language as a Second Language (L2). Also, it will be discussed briefly the relevance of using strategies to Libras teaching as L2 and then the proposal to evaluate teaching and learning processes of the language at stake will be finally described. As a conclusion, developing tools as well as presenting proposals for the teaching of sign languages might be ways to highlight and discuss pedagogical issues about the teaching of the sign languages. The paper outcomes are useful for scholars and learners who are researching and implementing tools for Libras teaching as L2.

The purpose of the computer programs is to solve specific problems using a set of instructions composed of operations, logical decisions and repetitive cycles. The teaching-learning process uses in the early stages the Flow Diagrams that allow the student to graphically represent the sequence of a finite set of instructions but that is insufficient to learn to program due to the lack of experience and knowledge of the students in the area of programming, which consequently increases the rates of failure or attrition during the first semesters of their university education in the engineering career in computer systems, so it is necessary to develop additional resources for students to generate algorithmic thinking gradually. The methodology followed for the development of the project is based on the cascade life cycle with subprojects; Finally, with a group of 35 students, at the beginning 24 (68%) of them presented difficulties to analyze and program, using the didactic software as support in classes was reduced to 8 (22%).

The article reveals one of the topical issues of modern musical and pedagogical education, concerning the usage of innovative technologies in the musical-theoretical preparation of art university students. The author of the article emphasizes that modern scientific and pedagogical thought is one of the efficient means of increasing the efficiency of the educational process recognizing the application of pedagogical technologies. Accordingly, the author analyses the existing approaches to understanding the concept of «pedagogical technology» and concludes for all, the focus is on the guaranteed learning outcomes due to the teacher’s consistent actions in achieving the set learning goals.The author considers the development of the sense of the rhythm of students in solfeggio classes as an active process, the result of which is a deep, active understanding of the organization of the musical composition in time. A brief methodical review of exercises from the development of the sense of rhythm in classes solfeggio allowed the author to choose those of them, which compose the basis of pedagogical technology. They include: rhythmic sketches; rhythmic dictations; conducting and timing; different ways of rhythmization, rhythm-solmization; rhythmic transposition; rhythmic canons; rhythmic accompaniment with using the simplest shock and noise instruments; rhythmic transformation; rhythmic improvisation; warehouse-rhythmization and others.For today, the author of the article notes that the processes of informatization and computerization are actively implemented in the educational space. This affects the active use of innovative technologies in the learning process. In particular, the author outlines a number of computer programs for the development of a sense of rhythm, which can be used in classes solfeggio in higher art educational institutions. Among them: the MusicGoals Rhythm program, GNU Solfege, Ear Master and Sibelius Auralia 4. According to the author, only an organic combination of innovative technologies with traditional methods of training allows you to get optimal results in this direction.

This article discusses the importance of timely overcoming of language barrier between a deaf person and the society for formation and functionality of such component of the psyche of a deaf person as image of the world. A question is raised on the need for elapse of socialization process of the people with severe hearing impairments in the environment of verbal-gesture bilinguality. The subject of this research is interrelation between the process of popularization of Russian sign language and the process of inclusion of deaf people in the modern Russian society. The scientific novelty  consists in revealing mutual determinacy of the process of popularization of Russian sign language and the process of inclusion of deaf people in the modern Russian society from the socio-philosophical perspective. It is proven that full inclusion of deaf people in the society is impossible without a significant increase in the number of the hearing socialization agents who know the Russian sign language. The author underlines that there are certain prerequisites in the modern Russian society for popularization of sign language, as well as indicates the main methods for its popularization. The presented materials can be applied in further research of the various aspects of socialization processes and inclusion of deaf people in socio-philosophical aspect; linguistics (first and foremost psycholinguistics and sociolinguistics), and linguistic philosophy for better understanding of psychosocial component of sign languages; as well as serve as the theoretical framework for solution of practical questions of interaction between deaf people and the society.

Technology is the evidence of progress achieved by human in science. By having technology, some instruments and means are improving to help people solve some problems of life. When researchers ask education practitioners about technology, surely they will say that technology is the use of instruments and means perfectly to help people do the daily activities. Technology also should be used in teaching-learning process at school so that it will be more effective to deliver the materials to students.  The process of learning can run better by using technology than the previous era which did not use technology, especially in learning of reading skill. Aurora 3 Dimensions (3D) program is one of the computer programs which provides 3 dimensions and eye looking picture, so that students will be interested in learning reading skill. Hopefully Aurora 3 dimensions technology will influence significantly in improving students’ reading competence.  Teknologi adalah bukti kemajuan yang dicapai manusia dalam bidang pengetahuan. Karena dengannya berkembanglah instrumen dan piranti untuk membantu manusia dalam memecahkan problematika hidup. Ketika peneliti bertanya kepada para praktisi pendidikan tentang teknologi, tentu mereka akan menjawab bahwa teknologi adalah penggunaan instrumen dan piranti secara sempurna untuk membantu manusia dalam melakukan aktifitas sehari-hari. Teknologi juga harus digunakan dalam proses pembelajaran di sekolah yang berpeluang memudahkan penyampaian materi ajar kepada siswa. Dengan adanya teknologi proses pembelajaran bisa berjalan lebih baik dibanding masa sebelum penggunaan teknologi utamanya dalam pembelajaran keterampilan membaca. Program tiga dimensi (3 D) Aurora adalah salah satu program komputer yang mampu menghasilkan tampilan gambar dalam bentuk tiga dimensi dan eye looking sehingga akan membuat siswa tertarik dalam pembelajaran keterampilan membaca. Semoga teknologi tiga dimensi (3D) Aurora akan berpengaruh secara signifikan dalam meningkatkan kemampuan membaca siswa.
