Abstract Geoweb methods offer an alternative to commonly used public participation methods in spatial planning. This paper discusses two such geoweb methods – geo-questionnaire and geo-discussion in the context of their initial applications within the spatial planning processes in Poland. The paper presents legal and organizational framework for the implementation of methods, provides their development details, and assesses insights gained from their deployment in the context of spatial planning in Poland. The analysed case studies encompass different spatial scales ranging from major cities in Poland (Poznań and Łódź) to suburban municipalities (Rokietnica and Swarzędz in Poznań Agglomeration). The studies have been substantiated by interviews with urban planners and local authorities on the use and value of Geoweb methods in public consultations.

Abstract From 1998 onwards Indonesia’s reform era (reformasi) has captured the imagination of growing numbers of observers, experts and scholars. Policies of decentralisation and enhanced public participation projects have reawakened old debates surrounding indigenous rights, power and status. This article examines the dilemma of special rights, particularly those related to the political revival of customs and traditions (adat istiadat). Calls for exigent recognition and redistributive rights for particular groups and ‘unique’ village communities frequently take the form of indirect regulatory negotiations and direct struggles for land. Case studies from Sulawesi are therefore used to examine heavily contested processes of decentralisation and local autonomy, which in many respects enable the revival of local adat. Distinctions are made between static and fluid views of adat, between being special by virtue of birthright on the one hand, and becoming indigenous by way of deliberate political intervention and mobilisation on the other.

Cultural heritage professionals are becoming increasingly concerned about the lack of care being taken by municipalities for their cultural heritage objects which include works of art in public places. They have therefore begun to ask the public to help take care of “their” cultural heritage through so-called public participation projects. Cultural heritage professionals tacitly assume that if they “teach” the public to treasure such objects of “their” heritage, the public will become more proactive in helping to conserve them. However, research being conducted by the authors is showing that a majority of the general public often has a completely different awareness and/or feeling about cultural heritage objects in their neighborhoods than the cultural heritage professionals think they have, or think they should have. Three recent case studies carried out by the authors show that these differences are most noticeable during so-called “value moments” at the beginning and at the perceived end of an object’s life. These are the two moments when decisions are made, usually by cultural heritage professionals, to place an object in a neighborhood or have it significantly changed or removed, often to the surprise and disagreement of the residents. Between these two moments lay many moments when an object is taken for granted, grudgingly accepted, or not even noticed. Given the fact that cultural heritage professionals often make the ultimate decisions and do not always consider or outright ignore public opinion, it should not be surprising that there is an increasingly negative public perception of what they do. The results of the case studies illustrate the need for professionals to consider and accept as valid, public feelings about cultural heritage objects in their neighborhoods.

Abstract This paper aims to ground the research paradigm of public engagement within the field of landscape and heritage. Both the European Landscape Convention and the Faro Convention, major international agreements that shape both these dimensions, stress the need to reinforce the democratic nature of projects. This participation needs to go beyond informing stakeholders and formal hearings, and community values and ideas should be included in the planning process. This entails addressing the complexities of stakeholder deliberation and the solution of thorny problems. The present study examines in detail four case studies from the Netherlands, Slovenia and Denmark, in which public participation was crucial in different stages of the project development. The methodologies employed, as well as the effect that such engagement had on the general results, will be highlighted. Finally, the discussion of results will evaluate the findings through the lens of deliberative democracy within territorial planning.

Resolving urban challenges or ‘wicked problems’ is a dilemma for most governments, especially in developing countries, and India is a case in point. Collaborative, dialogue-based approaches have been posited as critical to addressing wicked problems. This would require a reform of Indian cities’ governance systems to enable citizens to be embedded in decision-making about complex issues. This article contends that while India’s traditional forms of civic participation can provide a strong foundation for reform, new forms of representative deliberative, influential public participation, that is, deliberative democracy, will be important. Traditional organic and induced participation examples in India are overviewed in terms of their strengths and gaps. Two deliberative democracy case studies in Pune, India, are described, and their potential for reform is assessed. Traditional, together with innovative, induced and organic participation in governance, will be needed to overcome significant pitfalls in governance if Indian cities are to become more capable of addressing urban sustainability challenges.

High levels of trust in government are important in addressing complex issues, including the realization of the mainstream sustainability agenda. However, trust in government has been declining for decades across the western world, undermining legitimacy and hampering policy implementation and planning for long-term sustainability. We hypothesize that an important factor in this decline is citizen disappointment with the current types of public participation in governance and that this could be reversed through a change from informing/consulting to a relationship of partnership. Using case studies from Western Australia, the paper investigates whether an intervention targeted at establishing a partnership relationship through mini-public, deliberative, participatory budgeting would improve trust and help the implementation of sustainability. These results show evidence of improvements in trust and provide conceptual and practical tools for government administrations wishing to close the detrimental trust gap that may hamper the implementation of a sustainability agenda.
