The rapid development of CRISPR-based gene editing has been accompanied by a polarized governance debate about the status of CRISPR-edited crops as genetically modified organisms. This article argues that the polarization around the governance of gene editing partly reflects a failure of public engagement with the current state of research in genomics and postgenomics. CRISPR-based gene-editing technology has become embedded in a narrow narrative about the ease and precision of the technique that presents the gene as a stable object under technological control. By tracing the considerably destabilized scientific understanding of the gene in genomics and postgenomics, this article highlights that this publicly mediated ontology strategically avoids positioning the “ease of CRISPR-based editing” in the wider context of the “complexity of the gene.” While this strategic narrowness of CRISPR narratives aims to create public support for gene-editing technologies, we argue that it stands in the way of socially desirable anticipatory governance and open public dialogue about societal promises and the unintended consequences of gene editing. In addressing the polarization surrounding CRISPR-based editing technology, the article emphasizes the need for engagement with the complex state of postgenomic science that avoids strategic simplifications of the scientific literature in promoting or opposing the commercial use of the gene-editing technology.

In view of the rapid development of computer technologies and the introduction of information tools into the everyday and working life of the individual, we see the process of virtualization not only of culture, but also of sociocultural activity. The paper discusses the virtualization of sociocultural activity in modern conditions. The purpose of the study is to identify trends in the virtualization of sociocultural activity. The object is sociocultural activity. The subject is the current state of virtualization of sociocultural activity. Research objectives are: to indicate the relevance of the topic; to study scientific literature on the issue of negative trends in virtualization of sociocultural activity; to determine the essence of the terms "virtualization" and "virtual reality", "culture virtualization", "virtualization of sociocultural activity"; to list the most relevant virtual activity technologies; and to identify negative trends in virtualization of sociocultural activity. This process, according to the author, is a consequence of global informatization, including the sociocultural sphere. According to the author, the current state of virtualization of sociocultural activity has both positive and negative aspects. As positive aspects, the author includes the possibility of using unlimited space for creativity and self-realization, as well as the development of a wide range of training programs provided - master classes, marathons, courses, etc.; maintaining interpersonal communication using modern instant messengers and applications and simplifying communication of work processes. The work also cites the negative aspects of the process of virtualization of sociocultural activity, such as hedonism, depersonalization and standardization of the person, excessive freedom of action. In conclusion, the author notes that the importance of negative trends is increasing and the process of virtualization of sociocultural activity can be controlled, namely, the translation of high-quality censorship content, limiting destructive actions, and blocking violators.

Technology has become a major source of expenditure and innovation in law enforcement and is assumed to hold great potential for enhancing police work. But does technology achieve these expectations? The current state of research on technology in policing is unclear about the links between technologies and outcomes such as work efficiencies, effectiveness in crime control, or improved police–community relationships. In this article, we present findings from a mixed-methods, multiagency study that examines factors that may mediate the connection between technology adoption and outcome effectiveness in policing. We find that police view technology through technological and organizational frames determined by traditional and reactive policing approaches. These frames may limit technology’s potential in the current reform era and cause unintended consequences.

The paper presents an analysis of the current state of Ukrainian national cuisine and considers new technologies in the preparation of Ukrainian borsch. The main purpose of the study is to substantiate the development of technology for cooking Kholodnoyarsky borsch, as borscht occupies one of the main places in the diet of various segments of the population. Research and development of new technologies in the preparation of national dishes is relevant today. Increased competition in the restaurant business in Ukraine requires from the professionals to find new ways to meet the demand, develop innovative approaches to creating new food technologies and expand the range of national dishes. The study of the nature and technology of cooking allows the use of modern ingredients in creating new flavors of famous dishes. The following methods were used during the research: systematization of scientific literature and theoretical analysis to determine the status and theoretical justification of the prospects of national cuisine and expand the range of dishes, also methods of comparison, information and analytical methods, generalization method and others were used.In this article the main directions of development of new technologies in the preparation of Ukrainian borsch as a national dish of Ukraine were identified. The necessity of developing this technology as an innovation to ensure the effective operation of the restaurant business is identified and substantiated. It is concluded that the development of innovative technologies in the process of cooking of «Kholodnoyarsky» borsch is a promising direction to expand the range of national dishes. To increase the nutritional value of borsch, marigold flowers (Imereti saffron) were added to the recipe and three types of meat were combined, namely pork, veal and chicken. All products are pre-fried in a cauldron, followed by cooking until the dish is ready. Further research into the technology of cooking national dishes will accelerate the emergence of Ukrainian national cuisine to a new level. The results of the study can be useful for employees of the hotel and restaurant industry, scientists, teachers and students majoring in «Hotel and restaurant business» and «Food technology in the restaurant industry»

The general trend towards lightweight components and stronger but difficult to machine materials leads to a higher probability of vibrations in machining systems. Amongst them, chatter vibrations are an old enemy for machinists with the most dramatic cases resulting in machine-tool failure, accelerated tool wear and tool breakage or part rejection due to unacceptable surface finish. To avoid vibrations, process designers tend to command conservative parameters limiting productivity. Among the different machining processes, turning is responsible of a great amount of the chip volume removed worldwide. This paper reports some of the main efforts from the scientific literature to predict stability and to avoid chatter with special emphasis on turning systems. There are different techniques and approaches to reduce and to avoid chatter effects. The objective of the paper is to summarize the current state of research in this hot topic, particularly (1) the mechanistic, analytical, and numerical methods for stability prediction in turning; (2) the available techniques for chatter detection and control; (3) the main active and passive techniques.

AbstractRapid development of community health information networks raises the issue of semantic interoperability between distributed and heterogeneous systems. Indeed, operational health information systems originate from heterogeneous teams of independent developers and have to cooperate in order to exchange data and services. A good cooperation is based on a good understanding of the messages exchanged between the systems. The main issue of semantic interoperability is to ensure that the exchange is not only possible but also meaningful. The main objective of this paper is to analyze semantic interoperability from a software engineering point of view. It describes the principles for the design of a semantic mediator (SM) in the framework of a distributed object manager (DOM). The mediator is itself a component that should allow the exchange of messages independently of languages and platforms. The functional architecture of such a SM is detailed. These principles have been partly applied in the context of the HEllOS object-oriented software engineering environment. The resulting service components are presented with their current state of achievement.
