Studies of political representation have focused on responsiveness driven by electoral mechanisms in liberal-democratic regimes. In a single-party system like China’s, how does the government respond to citizens’ service requests? Whose and what interests are being represented in governmental responsiveness, and to what extent? This article explores these questions through the lens of “representation as responsiveness” by analyzing an exclusive data set from the city public service hotline in Shanghai. Data analyses show that Chinese municipalities have good responsiveness to citizens’ practical concerns, and the quality of responsive representation has been improving in recent years. However, some groups of residents tend to be underserved for multiple reasons. This article argues that a responsive model of authoritarian representation will become a significant source of resilience for the party regime.

Policy of regional autonomy was born with the aim to keep the government and the integrityof the Unitary Republic of Indonesia (NKRI), by encouraging the ability of initiative and creativity oflocal government and local communities in the pursuit of prosperity. The principle of public service is to provide a service with agood quality to the community which embodies the obligation of the government apparatus as a publicservant . Regional autonomy gives authority to local government in this case the city government toexplore potential areas to improve the quality of service to the community. In providing good serviceto the community, Denpasar government adopt local wisdom that philosophy Sewaka Dharma. SewakaDharma can be defined as "Serving is the obligation."

Abstract Scholars have long debated whether populism harms or improves the quality of democracy. This article contributes to this debate by focusing on the impact of populist parties in government. In particular, it inquires: (1) whether populists in government are more likely than non-populists to negatively affect the quality of democracies; (2) whether the role of populists in government matters; and (3) which type of populism is expected to negatively affect the quality of liberal-democratic regimes. The results find strong evidence that the role of populists in government affects several qualities of democracy. While robust, the findings related to (2) are less clear-cut than those pertaining to (1). Finally, regardless of their role in government, different types of populism have different impacts on the qualities of democracy. The results show that exclusionary populist parties in government tend to have more of a negative impact than other forms of populism.

Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

<p><strong>Abstract.</strong> OpenStreetMap (OSM) uses the Open Database License, it is a collaborative project that collects a rich set of vector data provided by volunteers. It is a global collection of mapping data that can be used for a wide variety of purposes. Many third-party online maps are based on OpenStreetMap data. Currently, more and more large organizations are choosing OSM for their maps.</p> <p>In addition, the analysis of the spatial quality of the OSM data shows that particular care must be taken. However, there are several methods for assessing the quality of the OSM data by comparing the OSM to an authoritative dataset. In this context, it is essential to develop an automatic procedure to improve its spatial quality.</p> <p>This work proposes a quantitative method for comparing the quality of the OSM and an authoritative data set on urban networks in the city of Oran (Algeria). The procedure is based on python modules in a GIS environment and provides measurements of the spatial accuracy and completeness of the OSM road network. The method is applied to assess the quality of the Oran OSM road network data set through a comparison with the official Algerian dataset. The results show that the OSM's Algerian road network is very complete, but with low spatial accuracy.</p>

Under the background of government purchasing public services (GPPS), the development of NGOs faces new opportunities and challenges. To promote the development of NGOs and optimize the quality of public services. This paper analyzes the internal problems of NGOs undertaking GPPS, such as structural mismatch, low employee autonomy, high mobility and lack of professionalism, and government departments in the GPPS management loopholes, unclear regulatory responsibilities, inadequate supervision and other external factors. With the help of 7S model, this paper puts forward that the government provides a good cooperation environment for NGOs to undertake public service projects by changing management mode, strengthening system construction and training employees. NGOs define their own positioning by formulating strategic planning, matching the demand structure of public services, improving working methods, and updating service concepts. The government and NGOs work together to achieve the win-win goal of optimizing public service quality and promoting the development of NGOs.

The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.

The city of Bandung had a rapid development. The growth and development process of the city is largely determined by the strategy of the government itself. Therefore, the government regulates the direction of urban growth through the formation of regulations. However, the current condition of regulations and arrangement of development are quite worrying. The process applied is not in line with regulations, the quality of the environment decreases because of the illegally grown land use of settlements Covenience in an area is also closely related to the conditions of nature environment. Like the existence of Cikapundung river which is no longer considered. It can be seen in riverside housing that increasingly wild and growing organically. The purpose of this study is to identify the physical arrangement of the environment and buildings in the Cikapundung riverside settlement Bandung and its influence on the application of regulations. The method used is 1) A quantitative approach at the stage of data collection and analysis with parametric simulation technique modeling, using Rhinoceros Grasshopper software; 2) A qualitative approach in forming conclusions relating to the prediction of the building mass compared to the existing conditions. Analysis was carried out based on applicable regulatory studies including Building Coverage Ratio (BCR), Floor Average Ratio (FAR), and River Border Line, then applied to the simulation of building shapes, and identified behavior of the inhabitants. This research is expected to be a guide to the strategy of planning, structuring, and developing architcture especially the building form in riverside settlements. The article presents the results of approbation of the methodology for assessing the quality of public service by urban passenger transport of municipal routes, which are assigned to commercial enterprises under the new management model, regarding the city ofMoscow. The model provides for provision of services of regular transportation of passengers and baggage on the basis of public contracts with city administration. According to the results of a previously performed hierarchical cluster analysis, where the Euclidean distance with a single rule for cluster unification was used as a measure of proximity using the Ward method, ten routes were selected for assessment. Key parameters for assessment the quality of provided services comprised accessibility of stopping points, of social facilities, of transport facilities for people with disabilities, information facilities, price affordability, comfort, optimal passenger capacities of vehicle, and ecological friendliness. Conclusions have been drawn that the level of quality of transport services for passengers inMoscowis high.

The low quality of public services in Indonesia has long been a problem that people have always complained about. This is characterized by the complex and expensive price of services, as well as the difficulty of gaining access to public services. The need and demands for quality public services become the hope of the community is urgent to be met by the government. This is in line with the current globalization trend which is characterized by the rapid advancement of science and technology so that the world becomes limitless. Nowadays, people easily get access to information both through print and electronic media, so that people are more aware and aware of their rights in obtaining services. Bureaucratic leaders at various levels, must have the same understanding and awareness to realize shared vision through accuracy and ability to make changes, and continue to develop innovation and creativity and involve all components of bureaucracy in developing bureaucratic capacity to be able to improve the performance of public services. That to provide the best service to the community, it must meet the principles of public service implementation in accordance with the basic principles that become the basis of reference in organizing, reference work, and work assessment for each public service organizing institution
