In this study, lime stabilization and geocell reinforcement methods were investigated for a clayey subgrade of unpaved road at different water contents. This study is especially important in terms of determining the soil improvement method for road construction on wet lands. The effects of the geocell height (50, 100, 150, and 200 mm) and lime content (3, 6, and 12%) on the settlement of the subgrade soil at different water contents (25, 28, 30, 32, and 35%) were analyzed. Accordingly, a large scale plate loading test was designed, and it is utilized to achieve loading-settlement curves. The bearing capacity and modulus of subgrade (k) of soil were determined. It was detected that the geocell height and lime content have different effects at different water contents, and the modulus of subgrade reaction became stable beyond a constant height of the geocell. It was understood that none of these two improvements did not meet the Highways Technical Specifications. It is detected that at least these two improvement techniques are needed to be applied together to meet the specifications for the soil examined in this study.

Laboratory studies to investigate the effect of Bagasse Ash (BA) admixture on the engineering properties of lime treated black cotton soil was carried out. Black cotton soil is classified as A-7-6 or CH respectively. Bagasse ash is obtained from burning the fibrous residue from the extraction of sugar juice from sugarcane. The results obtained show that the moisture density relationship follows a trend of increasing optimum moisture content (OMC)/decreasing maximum dry density (MDD) at the Standard Proctor compaction energy. California bearing ratio (CBR) values obtained are lower than the 80% CBR criterion for untreated base course materials. The peak CBR value obtained was 31% at 8 %lime/ 4%BA. This value meets the recommended criteria for subgrade materials. The Unconfined compressive strength (UCS) at 7 days is lower than the 1034.25kN/m2 evaluation criterion for adequate lime stabilization. On the basis of the soaked CBR and durability values, it is recommended that black cotton soil can be stabilized for road construction using a 8 % lime/ 4 % BA blend of admixture at standard proctor compaction. However, due to the relative high cost of lime and large quantity that shall be required to achieve stabilization, further study and consideration should therefore be given to the use another additive such as cement to augment and lower the percentage of lime and thus the cost of stabilization.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

The first French military engineers in the American colonies between 1635 and 1670 did not belong to a professional corps, being officers with expertise to do military land-surveying and construct emergency defences. Between 1670 and 1691 engineers were under the discipline of Vauban who chose them for missions in Canada or the French Antilles. After 1691, until 1776, they were all ingénieurs du roi. They ranged across citadel and fort construction, cartography and town planning (especially in Louisiana and Saint Domingue).They promoted the urban grid plan, as well as harbours and road construction. With incorporation in a royal Genie corps in 1776 they became much more strictly military.
