Non-technological innovations from organisational design and change perspectives in VSEs and SMEs: the case of management systems

Introduction: The long-term development of the Russian economy is intertwined with the formation of an effective industrial structure. This in turn involves the active development and introduction of technological innovations. In this regard, in order to enhance the competitive ability of the Russian civil shipbuilding industry in the domestic and international markets, it is necessary to introduce leading-edge technological innovations, including innovations concerning the accumulation and processing of data that ensure effective managerial decisions. Purpose. The purpose of our study was to develop methodological approaches to the design and introduction of a net-centric information management system at civil shipbuilding enterprises aimed at increasing the effectiveness of price formation. Methodology. The article considers the processes of the digital transformation of the Russian civil shipbuilding industry using the following scientific methods: analysis, synthesis, formalisation and finalizing, composition and decomposition, verification, and expert evaluation. Results. The study demonstrated that the digitalisation of the design, construction, and manufacturing processes is the key factor improving the performance of civil shipbuilding enterprises. It helps to ensure the required growth rate of production. Modern digital net-centric information management systems can significantly optimise the processes for the design, transfer, and approval of the cost calculations for a particular project between the customer, the project engineer, and the contractor. The article presents the key principles for the design of net-centric information management systems at civil shipbuilding enterprises (scalability, reliability, adaptability, and data unification). It also suggests the tools for their implementation, in particular a local module for the calculation of the production cost of a standard waterborne vessel. Conclusions. The digitalisation and automation of calculations based on net-centric information management systems allow for the orderly transmission of data flows, which, being processed and thoroughly analysed, serve as the basis for effective managerial decisions.

The organizational structures and institutional environment in which they operate are essential in the management of urban water resources. One of the most promising forms of such structures are information and technology platforms that ensure the functional unity of the structures and environment of the ecosystem. The effectiveness of IT- platforms largely depends on the state of the institutional environment: on the one hand, it is not easy to achieve sustainable IT-platforms, on the other hand, success in achieving the desired sustainability can lead to a state of institutional trap, when both the environment is stable and management is efficient, but the increase in water scarcity and deterioration of its quality remains. The study focuses on the need to explore management and technological aspects, based on the economy of solidarity, into a single institutional complex, i.e. the transition to intelligent water management systems. Such management systems, with extensive use of technological innovations and digital technologies, are being introduced, including within the framework of the spatial development of the Russian Federation and in the development of the strategy of socio-economic development of the country and regions.

The aim of the paper is to study the problem of future aircraft maintenance engineers’ training for improving professional communication. Higher aviation educational institutions ensure that graduates master communication skills and acquire communication competencies that allow them to solve typical tasks of their work. Due to internalization and globalization of aviation sphere, communication in the international airports is carried out in English. However, the level of English proficiency of future aircraft maintenance engineers is not sufficient to communicate effectively while performing professional tasks. To solve the problem the pedagogical conditions of future aircraft maintenance engineers’ training for improving professional communication are suggested (enhancing motivation to communicate through active interaction and creating situations of success in the classroom; modeling professional communicative situations to ensure the practical orientation of training; use of technological innovations for self-analysis and self-education). The defined pedagogical conditions are implemented through specially chosen methods: interactive (ice-breaking, warming up activities, training exercises, etc.), case study, role playing, ICT (based on Learning Management Systems MOODLE).
