The increase of greenhouse gases in the atmosphere raises the average temperature of the planet, triggering problems that threaten the survival of humans. Protecting the global climate from the effects of climate change is an essential condition for sustaining life. For this reason, governments, scientists, and society are joining forces to propose better solutions that could well-rounded environmentally, social and economic development relationships. International climate change negotiations involve many countries in establishing strategies to mitigate the problem. Therefore, understanding international negotiation processes and how ratified agreements impact a country is of fundamental importance. The purpose of this paper is to systematize information about how climate negotiations have progressed, detailing key moments and results, analyzing the role that Brazil played in the course of these negotiations and the country’s future perspectives.

Abstract This article analyzes the lobbying behavior of nongovernmental organizations (ngos) during international climate change negotiations.2 With limited resources, these ngos need to strategically invest their resources to maximize impact. A key decision concerns the target of lobbying efforts: Whom do ngos lobby, and why? Two possible explanations are contrasted: influence and responsiveness. Accordingly, ngos can focus on responsive targets that are likely to bring ngo input to the table or they can focus on influential targets whose voice is heard at the negotiation table. These two explanations are tested using data from a survey of ngos active in international climate change negotiations. I find that ngos strategically target their lobbying efforts, approaching both responsive and, more importantly, influential delegations. However, given that ngos primarily contact their home delegation, as well as the president of the negotiation session, further information on the nature and content of contacts between ngos and government delegations is necessary for understanding ngo-government interactions in international climate change negotiations.

In the course of the last four years, finance ministries have increasingly become involved in the international climate change negotiations. Their involvement has to a large degree been an outcome of the framing of climate change as a market failure. This framing calls for an active climate change policy and is at odds with the framing of climate change policy that was previously predominant in finance ministries: that it constitutes expenditure to be avoided. The persistence of both framings has led to clashes within and between finance ministries with respect to climate change. The article calls for further research focusing on the role of the two frames and of finance ministries as actors in climate change politics.

The article presents an analysis of the BRICS countries climate policies at the global and national levels. The authors consider the positions of these states within the framework of both international climate conferences (Conference of the Parties) held under the auspices of the UN since 1992, and the summits of BRICS member states in the years 2011-2020. The paper covers strategies and results of national climate policies implemented in these countries. Using structural, comparative, and content analysis methods, the authors emphasize that BRICS countries play a key role in stabilizing the climate of our planet today. It is impossible to achieve the main aim of the Paris Agreement without a comprehensive transformation of environmental practices in these societies. BRICS adheres to the principle of common but differentiated responsibilities in its position towards international climate policy; the BRICS countries stand for sustainable economic growth through the introduction of new environmental technologies, and against restrictive measures that impede their economic development. At the same time, the Russian economys dependence on the extraction and export of fuel resources complicates environmental transformation. Russia is dominated by a negative narrative of climate change, where the urgent ecological modernization of the economy is seen as a threat to key sectors (oil and gas) of the economy. The implementation of international agreements to reduce the carbon intensity of the Russian economy, the creation of conditions for the transition to climate-neutral technologies, would contribute not only to the fight against global climate change, but would become a powerful incentive for the modernization of the economy, accelerating innovation and increasing its competitiveness.
