This paper aims to provide a comprehensive picture of risk governance and conceptualize an approach to dealing with multi-risks in the Metropolitan Region of Lima, Peru. We argue that the impacts of extreme events are not solely determined by a given place-based vulnerability and risk profile but are considerably influenced by cascading effects caused by service disruptions of critical infrastructures, which may even take place outside the exposed areas. This paper tests a new conceptual framework for assessing criticality and provides an evidence basis for effective risk governance of critical infrastructures in urban regions. The findings are based on a multi-method approach which includes participatory activities. The overall results show that the electricity sector is the sector with the highest systemic criticality, followed by IT and emergency response. These results help to identify gaps in actors’ awareness of interdependencies and show the general criticalities of infrastructures with regard to both physical and actor-related factors. A better understanding of the given interconnection between sectors, but also of specific system elements, is an indispensable prerequisite for resilience building. Furthermore, the analysis underlines specific cooperation and communication needs between different stakeholders but also indicates the requirement for a prioritization of sectors in contingency plans and spatial planning.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

In today’s world of global wicked problems, constraints and imperatives imposed by an external and uncertain environment render strategic action a quite complex endeavour. Since the 1990s, within community initiatives and philanthropic projects, the construct of Theory of Change has been used to address such complexity. Theory of Change can be defined as the systematic and cumulative study of the links between the activities, outcomes, and context of an intervention. The area of focus for this paper is to explore whether Theory of Change can support more strategic approaches in design. In particular, the paper examines how Theory of Change was applied to DESIGNSCAPES - a project oriented, among other things, toward offering a supporting service for all those city actors interested in using design to develop urban innovation initiatives that tackle complex issues of broad concern.
