Рассматривается технология комплексного радиомониторинга излучений в заданной географической точке. Полученные результаты сопоставляются с разрешенными уровнями излучений. Технология направлена на решение задач оценки условий распространения и приема радиосигналов, планирования использования радиочастотного спектра (РЧС), выявления помех и других проблемных ситуаций, связанных с обеспечением электромагнитной совместимости ( ЭМС) действующих и перспективных радиосредств. The article describes the technology of complex radio monitoring of emissions from multiple radio sources. The measurement data are compared with the permitted emission levels. The application of the technology helps to assess the conditions for the propagation and reception of radio signals, planning the use of the radio frequency spectrum, identifying interference and other problematic situations related to electromagnetic compatibility of existing and promising radio facilities.

Complexity in professional work is often discussed in relation to the professional body of knowledge. There is a tendency to relate professional success, problems and shortcomings to flaws and limitations in the professions’ expert knowledge or use of knowledge. To reduce complexity, overcome problematic situations and achieve best practice, welfare states invest considerable resources in raising professional groups’ level of knowledge and use of evidence-based knowledge. Non-medical professions such as social workers are expected to adopt and implement the principles that underpin evidence-based medicine. However, based on two empirical studies of social workers within Swedish social services, this chapter argues that problematic situations and complexity in social work can have sources other than lack of knowledge or insufficient use of knowledge. The chapter argues that these complex and problematic situations cannot be solved by standardised professional knowledge about interventions and results.

В статье приводятся промежуточные результаты исследования вопросов реализации юридической ответственности. Сформулированы подходы к пониманию механизма правового регулирования и его содержания. Установлены закономерности взаимодействий между правовыми средствами в процессе реализации юридической ответственности. Предложена общетеоретическая модель реализации юридической ответственности в правоохранительном блоке механизма правового регулирования. Проанализированы проблемные ситуации, при которых нарушаются принципы юридической ответственности и разрушаются системные связи между правовыми средствами. Annotation: The article presents the interim results of research on the realization of legal liability. Approaches to understanding the mechanism of legal regulation and its content are formulated. The patterns of interactions between legal remedies in the process of realization legal liability have been established. A general theoretical model of the realization of legal liability in the law enforcement block of the mechanism of legal regulation is proposed. The author analyzed problematic situations in which the principles of legal liability are violated, and the cases in which the systemic connections between legal remedies are destroyed.

ABSTRACTIn this work we have built an instrument, under technical requirements, whose application and corresponding data collection allows us to take objective decisions on the phenomenon studied. It is, to know what are those strategies, relationships and situations that due to ignorance or mismanagement by staff and students became problematic situations generating a high number of conflicts in the classroom. When there is a high demand from different educational agents involved to avoid and work to resolve positively them. The construction of the instrument, to collect such information, has required thoroughness, adaptability to the context, validity and reliability, as well as considering psychometric characteristics that enable better and more accurate use of the measures it provides. In this procedure, as indicated Muñiz (2010) is taken into consideration the theoretical and metrics principles that maximize the validity of the inferences obtained from the use of the instrument. In fact, the validation of the test has begun before the empirical development of it, considering psychometric characteristics, reliability and validity, are essential in the construction of measuring instruments.RESUMENEn este trabajo hemos construido un instrumento, que responda a las exigencias técnicas y cuya aplicación y correspondiente obtención de datos nos permita la toma de decisiones objetivas sobre el fenómeno estudiado. Esto es, cono-cer cuáles son aquellas estrategias, relaciones, situaciones, entre otras, que por desconocimiento o mala gestión del profeso-rado y alumnado, han desembocado en situaciones problemáticas, que generan un elevado número de conflictos en el aula, ya que existe una alta demanda desde los diferentes agentes educativos implicados, para evitarlos o solucionarlos de manera positiva. La construcción del instrumento, para recoger dicha información, ha requerido de rigurosidad, adaptabilidad al contexto, validez y fiabilidad; características psicométricas que permiten una mejor y más exacta utilización de las medidas que proporciona. En el proceso seguido, como indica Muñiz (2010), se ha tenido en consideración los principios teóricos y métricos que permiten maximizarla validez de las inferencias hechas a partir del instrumento utilizado. De hecho, la valida-ción de la prueba ha comenzado antes dela elaboración empírica del mismo. Current changes in society, in particular globalization, demographic trends, and changes in the labour market, have far-reaching implications for how we live and work together. Common social problems, for instance, are becoming more complex and new problematic situations continually arise. With cuts in the social sector and increasing demands for efficiency and effectiveness, overall conditions are becoming worse. Faced with these developments, social security systems are increasingly pushed to the limit and are forced to redefine their areas of responsibility. In addition, we must take account the issue of crowding-out processes in the social sphere. Large, mostly internationally operating enterprises for example are increasingly receiving performance contracts from governments in the areas of elderly care or immigrant services. It is also apparent that social service organizations are overloaded and that their established structures and historically evolved market positions are eroding. In the current discussion, we have to find answers to at least two questions within the context of developing organizations:1.             How should we build organizations so that they are able to withstand or handle these challenges?2.             How can we define the role of leadership in these organizations?First, we will discuss the concept of responsibility. We will then describe the different challenges that organizations face, particularly in the social sector. Based on Frederic Laloux’s (2014) model of “Evolutionary Organizations,” we will present a critical discussion of the possibilities for responsible leadership that are available to organizations in the social sector.

This article explores the prophetic liminality of Christian leadership as it is practiced against the contextual backdrop of social, ecclesial and ethical upheavals such as secularism, relativism, sexism, corruption, violence, crime, women abuse, xenophobia, disbelief and disillusionment in authority both in church and state. It argues for an up-to-date and leading-edge church-ministerial response to modern-day situations. It proposes liminal and innovative leadership for both church and state. However, the liminal quality is specifically aligned with the prophetic dimension of leadership. A prophet's leadership is here understood as visionary leadership that challenges and directs people beyond the ordinary, and confronts that which is unethical in society. Liminal here implies being and functioning at the cutting-edge of events, trailbracing and by steering away from the conventional approaches. Sadly, because leadership had become enmeshed with the systemic designs of the church, society, economics, culture or tribe, it demands to be interjected with an exceptional characteristic to minister both directly and at the same time indirectly to problematic situations. In the words of Diarmud O’Murchu, for a leader to function liminally s/he needs to be on the doorstep or on the horizon of everything contemporary. For leaders to stay in force and relevant implies living with innovative freedom, with human-divine recklessness and with honest integrity. In turn for liminality to be an effective quality in leadership, it involves being spiritually and morally courageous and particularly attuned to a transcendent capacity. This enables the leader to move with the ever changing circumstances of our times, into different situations and cultures, thus devising and applying different responses that constantly accommodate new possibilities The article carves out a theological and a directional itinerary for ministerial leadership that offers a liminal-prophetic liminal–transcendent challenge to leadership today. Liminal transcendent leadership pleads not to be dictated by ecclesial or social conventions and neither by personal conventions. Liminal leadership is by nature a painful search for an appropriate response to what is new, for that which is different in contemporary scenarios.

Introduction. Objective and regular students’ knowledge monitoring in technical subjects can be implemented by means of special tests allowing for the required mastering level of the matter and the reliable consolidation of the acquired knowledge. Various aspects of the application of tests in the academic activity were considered. Materials and methods. Tests used in practical studies should meet specific requirements, such as: validity, definiteness, simplicity, unambiguity, reliability. The identification of mastering levels makes it possible to “troubleshoot” and to improve the academic activity and the mastering degree of the competences by the students. Based on the assessment of the studying pattern of the forthcoming activity, one could point out four mastering levels of the subject matter. Level I tests include recognition, discrimination and classification. Level II tests monitor the mastering of the subject in the level of “reproduction” allowing for retrieval of information from the memory and its analysis, for routine assignment solutions. Level III tests impose special assignments challenging a student with quests for which no ready algorithms are catered, whereas the solutions found lead to obtaining of subjectively new information. Level IV tests reveal students’ capability to take decisions in new problematic situations, the solutions found, being a result of creative activity, are followed by obtaining of objectively new information. Results. To establish an efficient system of monitoring tests in a certain subject, a number of basic prerequisites is required, such as a data base, a sample group of with the required number of assignments, at least 30 and maximum 70, a time limit in accordance with the required labor intensity, assessment of the assignments and its criteria, the output of the results. Conclusions. If there is a required number of computers of at least one PC per two students, correctly arranged computer testing considerably reduces time demand of a monitoring event, increases the responsibility and the progress of the students, guarantees the objectiveness of the knowledge monitoring and helps to avoid conflicts.
