The narrow sense of security, reduced to the ability to survive, has nowadays become insufficient in terms of what society demands. As a result of globalization processes (and the dynamization of reality), the will to maintain a high standard of living (consumerism) and the increasing awareness of individuals in Western culture, the need for a comprehensive minimization of risk has emerged, and hence a demand to look for potential threats in practically every field of life, in order to identify and eradicate them. By means of referring to the culture of security, or – to be more precise – to its three components (resources, organization and mentality), the social expectations of the public administration can be identified. This paper reflects the expectations of the citizens of Wielkopolska as regards the security of mass events on the basis of the operations of the Urban-Regional Headquarters of Euro 2012 in Poznań (and the standards and factors influencing its decision-making status).

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to changes of some legislative acts of reform public administration in employment. Analysis and qualitative assessment of the Draft Law of Ukraine “On Amending Certain Legislative Acts of Ukraine to reform of public administration in the employment and social insurance in case unemployment” has been done in the work. The author considers that in developing of legislative reforms in employment necessary to expand the list of sources of funding for implementing public policy through gradual attracting resources of separate trust funds for the implementation of employment policy. It is necessary to create mechanism for attracting funds from private foundations and differentiate the expenditure of the Fund of Compulsory public social insurance Ukraine in case of unemployment with the allocation of urban and rural units. Implementation of these reforms requires pre reforming of social insurance in case unemployment. In addition greater attention should be paid to the development of methodology measures to facilitate employment and assessment of their effectiveness in the short and long terms. Voucher systems can be effectively introduced to the labor market once the labor market actors (local employment offices, education institutions and private sector) interact and the potential users are prepared to accept them (have the required awareness and stimuli). Transfer of voucher systems is possible, but the introduction won’t be effective without well proven practices and due account to the available resources. Also, the problem of building social dialog should not be overlooked when elaborating regulatory reforms in the employment. Ways to enhance the effectiveness of social dialogue and activate the positions of all the entities involved in the negotiation process need to be found, in order to preserve the development prospects for the already existing system of social and labor relations, although not quite acceptable for a major part of the Ukrainian community. The social stability in Ukraine is largely dependent on the quality and controllability of the mechanisms underlying the social and labor relations system, and on the capacity of its actors.

The Politics of Bureaucracy provides an important impetus for the research of representative bureaucracy and at the same time serves as an analytical frame for a research agenda on representativeness in the public sector. The major impetus comes from one of the book’s core messages that public administration is tightly interwoven with politics and society. As a reform paradigm, representative bureaucracy aims for a public sector workforce that mirrors the social composition of the society it is supposed to serve. If successful, this measure is expected to improve organisational performance, relations with social groups and also overall political legitimacy. However, representativeness is no panacea to treat all problems of diverse societies and non-responsive bureaucracies. Rather, potential benefits have to be discounted against likely pitfalls and extra costs incurred through the pursuit of representativeness. What is more, the inherent tensions with competing reform paradigms have to be taken into account.

The article shows that the ongoing processes of networkization, digitalization and hybridization lead to the creation of such a sociotechnical phenomenon as information and analytical platforms, which actualize a new type of social network relations between authorities and citizens in the public space of communications. In these conditions, a new methodology of public administration is required, which would take into account the digital realities of the modern world. According to the authors, the new concept of public administration should be built taking into account the development of a methodology for the following mutually conditioned processes: 1) creation of information and analytical platforms of the digital society; 2) formation of social structures in the network space; 3) configuration of relational networks for solving socially significant problems. It should be based on the actor-network concept and the digitalization ethics, the social network analysis, the relational sociology, the concept of figuration, the fractal-evolutionary concept, the concept of configuring a relational network of stakeholders.

In the article, a problem is set regarding urgent transformation of the public administration of the social and economic policy of Ukraine under the healthcare reformation. The problem seems to be urgent because the Ukrainian national healthcare management system differs from similar systems in most developed countries due to a unique characteristic. The point is that at the highest legislative level, the state guarantees its citizens free medical care, although in practice, this provision remains partially declarative. And this should be a target of reformation. Today, the Ukrainian healthcare system, based on the centrally controlled principles, is facing a deep crisis, therefore the public administration model should be changed, and the healthcare system be radically reformed. Basing on modeling methods, expert survey, mathematical statistics, the following results have been obtained: a formulated list of problems, an offered model for the healthcare system management in Ukraine considering that the process should be transformed. These results can lay the groundwork for the development of a real strategic plan, when the task of "clearing the problematic area" to be solved in stages, according to the actual urgency of certain problems from the point of view of increasing the efficiency of the healthcare system reformation in Ukraine.

Countries across the world are faced with high levels of corruption. In an effort to combat the threat, governments have declared war on corruption and have consequently put in place some anti-corruption institutions. The causes of corruption are numerous and the consequences are devastating for the social, political and economic development of nations. The perpetrators of corruption are in most cases the public servants as they are charged with the day-to-day administration of the government. This means that the caliber of public servants; which is determined by their recruitment inter alia will influence their practices and conduct. Lesotho has adopted a Westminster model of public administration in which recruitment to the public service is supposed to be merit-based. However, the recruitment of top officers such as Principal Secretaries is politically motivated and this has consequently resulted into a highly politicised public service; literature points that there is a relationship between politicisation of the public service and corruption. In this paper, I scrutinize and explain the effect of a politicised public service on the high magnitude of corruption in Lesotho. This study is based on secondary data such as official government reports, newspapers and research reports. I argue that the highly politicised public service in Lesotho contributes to the corruptionscourge that is besieging the country. I therefore recommend administrative reforms in view of depoliticizing the public service by removing the authority to appoint, promote and dismiss high-ranking public officers from the Prime Minister to a special Parliamentary committee that is inclusive of members from the ruling and opposition parties.

The innovation and modernization processes of national public administrations feature prominently in the process of digital transition that the whole Europe is going through. In Italy, the National Institute of Social Security (Istituto Nazionale della Previdenza Sociale, INPS) has historically always been at the forefront in terms of digital skills and the use of Information Technology for the provision of social security services, constituting a model of excellence in the landscape of public administrations both in Italy and Europe. INPS is currently facing a strategic challenge: that of constituting the driving force for the digital transition of the Italian public sector. To meet this challenge, the Italian Social Security Institute has equipped itself with an ICT Plan that represents a marked discontinuity with respect to past plans and which deserves, as a result of its innovative character, to be analyzed in detail. In particular, the ICT Strategic Plan of INPS for the three-year period of 2020−2022 aims to introduce a paradigm shift towards the digitization of the public services that the Social Security Institute offers to the whole country, planning a radical technological, organizational and cultural innovation, an enabling prerequisite for creating a new model service for citizens, businesses and other public administrations.

Textbooks in public administration customarily conclude with a section on administrative responsibility. The charitable inference is that this location betokens the saving of the best till last, rather than the appendage of an afterthought. Herbert Kaufman might explain it as the preoccupation of the past generation of political scientists with the legitimation of the efficient exercise of administrative power to subserve the goals of the social state, with a consequent sublimation of the emerging problem of the control of large, professionalized bureaucracies. However that may be, it does seem clear that, with the exception of administrative decisions which adversely affect “civil liberties,” most political scientists have been content to let lawyers and defenders of the free enterprise system worry about the restraint of administrative action.

The article considers a possible public administration performance measurement regarding to political organization situation in Croatia. The first performance measurement problem comes from multilevel responsibility and co-production implementations. Second comes with emergence of multilevel products origin. Thirdly, state is very open and integrated in the EU and globalization influence. Therefore, it is crucially important to identify products and the evaluation indicators of the public administration, according with the public goals and social values. The article considers the performance measurement and management methodological at an organizational frame and it also considers the social values influence on a methodology and the role of the public administration in fulfilment of the public policy. Finally, effective organization possible could be built and improved by measuring effectiveness. The paper has tried to show the public service complexity work and the purpose, but first of all the importance public administration for achieving public goals.

In the different areas of the public administration, factors such as transparency, efficiency, effectiveness, accountability, economy, human rights and respect to the legal framework are of great relevance for a good government. In Mexico it is necessary to reinforce the ethical aspect in the public administration to diminish the level of corruption. The ethical behavior of the public servant is related to integrity, honesty,transparency, expertise and leadership, it is part of the social capital of a country and a necessary condition to a good government and to eradicate corruption. It is essential to establish efficient systems, programs and mechanisms to promote the importance of ethics in government and society. Finally, society must vote to punish or reward the government performance, recognize its social duties and rights, demand the equal exercise of the law andalways act ethically.Palabras clave: Ética pública, buen gobierno, servidor público, corrupción.Resumen. Las sociedades modernas exigen gobiernos promotores de un desarrollo sustentable y equitativo y que disminuyan la corrupción. En las diversas áreas de la administración pública destacan los siguientes factores como elementos clave de un buen gobierno: transparencia, eficiencia, eficacia, austeridad, rendición de cuentas, respeto a los derechos humanos y legalidad. En México es necesario reforzar la ética pública para abatir los altos niveles de corrupción. El comportamiento ético del servidor público se relaciona conintegridad, honestidad, transparencia, capacidad y liderazgo, es parte del capital social de un país y condición necesaria para mejorar el servicio que ofrecen los gobiernos y para abatir la corrupción. Es imprescindible establecer sistemas, programas y mecanismos eficientes que promuevan la importancia de la ética pública. Finalmente, se destaca que la sociedad debe premiar o castigar en las urnas el desempeño del gobierno; ejercer sus derechos y cumplir con sus obligaciones sociales; exigir la aplicación indiscriminada de la ley y; observar, entodo momento, un comportamiento ético.
