The topic of these considerations concerns the development of trade and economic relations between the European Union and the People’s Republic of China. Their purpose is to indicate new phenomena in these relations. Analysis has shown that mutual economic relations in the first decade of the 21st century expanded considerably on account of common interests. The economic crisis at the turn of the first decade of the 21st century inspired plans to stimulate the economies of both parties, and tighten mutual relations. On both sides there are the conditions and prerequisites to further develop and intensify broad economic cooperation. The Chinese competitive challenge, resulting from its dynamic development, is particularly topical and important for the prospects of the European Union’s global position.

The Chinese state has existed for more than five thousand years and in the history of human society it has always presented its own specific civilizational attainment, which exerted a considerable influence on the Asian region. In the years since its creation on October 1, 1949, and especially in the last decade, New China has stepped out beyond the region of Asia onto the global scene. With its economic power and international development projects (amongst which the Belt and Road projects stands out), China has become a leader of development and the promoter of the idea of international cooperation in the interests of peace and security in the world and the protection of the future of mankind. This paper will attempt to delineate the elements of the development of the People's Republic of China in the 21st century, placing a special focus on the realization of the Belt and Road initiative and the results of the struggle against the Covid-19 pandemic, all of which have made China an essential factor in the power relations between great global forces and the resultant change of attitude of the United States of America and the European Union towards China. Namely, China has always been a large country in terms of the size of its territory and population, but it is in the 21st century that the PR of China has become a strong state with the status of a global power. Such results in the organization of society and the state, the promotion of new development ideas and the achievement of set goals, would not have been possible without the Communist Party of China, as the main ideological, integrative and organizational factor within Chinese society. In its activities, the Chinese state sublimates the experiences of China's past with an understanding of the present moment in the international community and the need of Chinese citizens to improve the quality of life and to ensure stable development of the country. The United States and the European Union are taking various measures to oppose the strengthening of the People's Republic of China. These include looking after their interests and preserving their position in the international community, while simultaneously trying, if possible, to avoid jeopardizing their economic cooperation with China.

The article analyzes Finland’s strategy towards Africa. The relevance of this topic does not raise doubts in the light of the growing interest not only of Finland, but also of the European Union as a whole in Africa, especially the countries of the Sahel. Finland’s strategy was adopted almost simultaneously with the EU’s strategy and can be considered as an integral part of it. The article analyzes the publicly available documents of the Ministry of Foreign Affairs of Finland, which are relevant both to the policy of this northern country in relation to the continent as a whole and to individual African countries. The aim of the strategy is to set realistic but ambitious goals for Finland’s policy towards Africa, based on the common interests of Finland and African countries, to define the main directions of Finland’s policy towards Africa and to define concrete actions to achieve them. In addition, it is necessary to pay special attention to strengthening political and economic relations and expand cooperation in various forms. Thus, the research carried out can be useful for a better understanding of one of the most important directions of Finnish foreign policy today.

In the second decade of 21st century the European Union will have to face the economic crisis and a problem of its domestic and international security enhancement. In both cases, the Turkish access to the organization can be a cure for European problems. Fast-growing economy, with young, well-educated society as well as big market may be an impulse to the economic growth of the EU. Economic surroundings and geostrategic location of Turkey, with its strongand modern army, can positively affect the security of the organization.

Since 2014 relations between the European Union and Russia have been severely affected by the sanctions policy that has been detrimental to both sides. However, Spain has not been able to stand aside from this policy. Nevertheless, Spain, maintaining a common position on sanctions against Russia out of solidarity and because of its obligations to European partners, has tried to develop bilateral relations with the Russian Federation in a positive way. Spain realizes that more unites it with Russia rather than divides. Spain and Russia have common interests and challenges not only in cultural, scientific, economic and commercial spheres of bilateral relations, but also in political areas of the global agenda such as the climate change and terrorism, the organized crime. These challenges are also common for both the European Union as a whole and Russia, and for this reason, Spain can play a role of catalyst in possible rapprochement. Without abandoning the principles and values at the heart of the European project, Spain can advance a bilateral agenda with Russia, which will contribute to the gradual building of mutual relations, including in political sphere. The ultimate goal will be achieved when the right conditions are created and the broken trust is restored. Spain could also lead this process within the European Union, since it has a more balanced position in relations with Russia than other European partners do. Thus, Spain can become a necessary and key facilitator of the dialogue and efforts to normalize relations.

Social changes associated with joining the European Union, opening Latvia’s borders, accession to international organizations, exchange of intellectual and material values challenge the targeted improvement of education system for creation and consumption of values. This process is focused on development of a personality who is capable of self-deter-mination, therefore, able to choose independently own strategy of develop-ment and self-realization in the market economy relations, especially in terms of today's changing circumstances of global economic crisis. The 21st century comes with modernization of equipment, increasing amount of information, new opportunities for mobility and growth of globalization processes; as a result, people's attitudes change, respected values and goals of life transform, which, in turn, puts forward new requirements for education in connection with basic principles of humanistic pedagogy.

The historical period after the beginning of the global economic crisis has accelerated the transformation of the Balkan subsystem of the European system of international relations. In a strategic sense, the European Union faces a complex dilemma: to Europeanize the Balkans, or to risk the balkanization of Europe. The European Union, together with the United States, has overcome the scenario of European balkanization. Symbols for this were the completion of the process of joining NATO Albania, Montenegro, and Macedonia. It is critically important to overcome the conflict between Serbia and Kosovo. Russia is trying to maintain its influence in Serbia, which remains the last Russian outpost in the Balkans. Serbian society remains divided into a liberal pro-European segment focused on European and Euro-Atlantic integration, and a nationalist segment that hopes to reestablish the "Great Serbia" project on the verge of the 21st century. The peace in the Balkans can only bring the completion of the process of including this region into the system of European and Euro-Atlantic integration.

Recently, the Nigerian Senate passed the Bankruptcy and Insolvency (Repeal and Re-enactment) Bill. This is no doubt a welcome development following the continued demand by insolvency practitioners, academics and other stakeholders for such legislation. The call has not only been for the enactment of just about any legislation, but (consistent with the economic challenges faced by businesses in the country), one that is favourably disposed to the successful restructuring of financially distressed businesses, allowing them to weather the storm of (impending) insolvency, emerge from it and continue to operate within the economy. This article seeks to situate this draft legislative instrument within the present wave of preventive restructuring ably espoused in the European Union Recommendation on New Approaches to Business Rescue and to Give Entrepreneurs a Second Chance (2014), which itself draws largely from Chapter 11 of the US Bankruptcy Code. The article draws a parallel between the economic crisis that gave rise to the preventive restructuring approach of the Recommendation and the present economic situation in Nigeria; it then examines the chances of such restructuring under the Nigerian draft bankruptcy and insolvency legislation. It argues in the final analysis that the draft legislation does not provide for a prophylactic recourse regime for financially distressed businesses. Consequently, a case is made for such an approach.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.
