The problems of strategic and operational management of industrial enterprises in modern conditions of global instability cannot be effectively solved, as in the recent past. New approaches, methods and models are needed that would take into account the complexities of managing industrial enterprises in modern business conditions. Purpose of the study. It is necessary to create a new adaptive approach to the strategic and operational management of industrial enterprises, which would take into account the accelerating dynamics of international markets, as well as the factors of indirect and direct impact on the enterprise, which mainly determine its adaptability. Materials and methods. The main provisions of the conceptual basis of strategic and operational management of industrial enterprises, as well as a set of mathematical models for the implementation of this process are presented. Results. The materials formulated in the article on the preparation and adoption of managerial decisions allow the owners and managers of industrial enterprises to assess all aspects of this process in interrelation and form, in essence, a new paradigm for the functioning of industrial enterprises in conditions of military-political and socio-economic instability in the world, as well as the introduction various sanctions on the part of Western countries in relation to Russian industrial enterprises. At the same time, it becomes possible to take into account the factors of direct and indirect impact on industrial enterprises, which have become especially important in recent years. Conclusion. The approach presented in this article to the formation of the conceptual basis of strategic and operational management of industrial enterprises is, in essence, new and relevant, allowing company shareholders to form promising strategies for the development of industrial enterprises in conjunction with the procedures for operational management of the current activities of enterprises. Thus, the preparation and adoption of decisions on the management of industrial enterprises, both at the strategic and operational levels, becomes possible to carry out on the basis of a holistic algorithm based on the complex of models and methods of strategic and operational management of industrial enterprises developed by the author.

It is shown that in connection with the ongoing financial and economic crises in the world, as well as a sharp aggravation of competition in the international markets of industrial products and a number of other factors, the issues of increasing the efficiency of industrial enterprises and corporations in the regions of the country need a more comprehensive and comprehensively thought-out justifica-tion. Purpose of the study. It is advisable to develop a set of scientific provisions and recommenda-tions for the analysis of the activities of industrial enterprises in the regions, which would contribute to the purposeful development of the economy of the constituent entities of the Russian Federation in modern business conditions. Materials and methods. The materials and methods used are out-lined by the content of theoretical developments and practical experience obtained in the process of researching the development of the economy and industry of the regions of the Russian Federation. Results. The list of scientific provisions and recommendations for increasing the effectiveness of the influence of state authorities of the constituent entities of the Russian Federation on the develop-ment of industry and economy of the country's regions has been substantiated. The composition of methods of state regulation in the economy and industry of the regions is presented, a list of the main tasks of the industrial and economic block for state authorities of the constituent entities of the Russian Federation, as well as the functions and mechanisms of their implementation, is pre-sented. Conclusion. The development of the economy and industry of the regions of Russia should be carried out using the scientific provisions and recommendations presented in this article, which will allow, when forming management decisions, to take into account factors and justifications that were often unused before.

Today, the problem of increasing the efficiency of large Russian industrial enterprises is one of the most important national economic problems of the domestic economy. Purpose of the study. In this regard, the purpose of the study of this work is to improve the processes of prepa¬ring and mak-ing managerial decisions on the strategic and operational management of industrial enterprises of our country in the current conditions of global instability and increasing international competition. Materials and methods. The scientific provisions presented in the article are an integral set of measures that ensure the implementation of both strategic and operational management algorithms for industrial enterprises. At the same time, the methods of mathematical modeling and financial and economic analytics were used. Results. The results of the study are: a well-founded set of scien-tific provisions on the strategic management of industrial enterprises, as well as a predictive and adaptive approach to the operational management of production companies in the conditions of both stable development of the world economy and international financial and economic crises. On the basis of the developed sets of scientific provisions, sets of mathematical models for the stra-tegic management of industrial enterprises and their operational management are formed. Conclu-sion. The scientific provisions and materials presented in this article enable the heads of industrial enterprises to form holistic and comprehensively justified strategies for their long-term development, as well as algorithms for operational management of industrial divisions of enterprises during peri-ods of global instability.

The article considers topical issues of organization of marketing activities at industrial enterprises. The reasons for the need to implement and use methods and tools of modern marketing are indicated. The components and separate functional tasks of marketing activity at industrial enterprises are given. The stages of formation of the marketing management system of the enterprise are revealed. It is noted that a systematic approach to marketing management of the enterprise involves the use of marketing tools in the management process. The main elements of the marketing management system of the enterprise are investigated. Peculiarities and forms of manifestation of peculiarities of marketing activity organization at industrial enterprises in modern market conditions are revealed. 3D-marketing as an innovative tool of marketing activity is singled out, the spheres of its application, advantages of use, and also characteristic differences from traditional marketing are resulted.

This article is devoted to one of the most important economic problems of strategic management in industrial enterprises. The goal of developing strategic management in industrial enterprises is to solve problems and find ways to ensure the economic stability of enterprises at the expense of internal reserves. Strategic management is currently experiencing an upswing due to the revision of its basic postulates in connection with the changed business environment, and not least due to the emergence and widespread use of integrated systems. Today, strategic management is undergoing a stage of revision of its main postulates conditionally, based on the changed business conditions of enterprises and due to the emergence and widespread use of integrated systems. The results of the research article the main problems of the processes of strategic management in industrial enterprises: a mismatch of methods of developing managerial decisions in the conditions of functioning of economic systems; the lack of a precise definition of strategy as an economic category; the relationship of stages of strategic goal setting and analysis and their methodological features; the problem of justification and the expression of the strategy through a system of economic indicators; the lack of time available for adjustments to the strategy during its implementation. The solution of these problems and the correctness of the chosen management methods largely depend on the knowledge, qualifications and experience of the Manager.

In modern business conditions, partnership is becoming a new vector for addressing knowledge-intensive production tasks in Russian industrial enterprises. Partnerships enables enterprises to adjust to changes in the external environment more effectively. The article aims at describing the methodological approach that would allow to formulate the principles of competitive immunity management of an industrial enterprise. Such principles should be based on establishing partnerships with other enterprises and on expanding the possibilities to increase the enterprise’s adaptability by combining its resources with those of partner enterprises. It is proposed to address this task by creating a coordination board comprising representatives of partner enterprises to manage interactions between the companies. Thus, the proposed mechanism for managing an industrial enterprise’s competitive immunity ensures partnership development and enhances this enterprise’s adaptability and overall performance.

Цифровые технологии существенно влияют на мировой рынок, внося коррективы в расстановку сил на нем. Используемые ранее подходы к управлению бизнес-процессами становятся не актуальными в современных условиях. Без цифровизации наукоемкие производства будут не способны выдержать конкурентную борьбу, и вынуждены будут уйти с рынка. В то же время современные условия хозяйствования диктуют необходимость постоянного совершенствования бизнес-процессов наукоемких предприятий, их оптимизации. Данные принципы являются основой концепции бережливое производство, реализация которых становится более эффективной при условии использования цифровых технологий. В статье рассмотрены вопросы интеграции концепции бережливое производство и цифровых технологий на наукоемких предприятиях. Показан пример успешной реализации принципов данной концепции с использованием цифровых подходов к оптимизации бизнес-процессов наукоемкого производства. В современных условиях важнейшим активом любого предприятия, в том числе и наукоемкого производства, являются данные. Реализация принципов бережливого производства требует обработки значительного объема информации. Цифровые технологии позволяют анализировать информационные потоки в режиме реального времени, моделировать бизнес-процессы и тем самым, способствуют более качественному и оперативному принятию решений по оптимизации бизнес-процессов наукоемких производств. Только объединив принципы концепции бережливое производство и возможности, которые дает цифровизация, наукоемкие предприятия смогут не просто удержать свои конкурентные позиции на рынке, но и перейти на более качественный уровень своего развития. At the same time, modern business conditions dictate the need to constantly improve the business processes of high-tech enterprises and optimize them. These principles are the basis of the concept of lean manufacturing, the implementation of which becomes more effective when using digital technologies. The article deals with the integration of the concept of lean manufacturing and digital technologies in high-tech enterprises. Introduction. The current stage of functioning of domestic business structures shows the exacerbation of the deficit of different types of resources for their activities. Today the solvency of a large number of businesses is particularly critical. In such circumstances, there is a need to find progressive and effective management tools and technologies that will provide comprehensive, accurate and timely information about the cash state of the enterprises in order to make adequate management decisions. In view of all the above, it can be argued that the diagnosis of cash flows of the enterprise is a necessary component of management in modern business conditions. The purpose of the paper is to develop a unified and logically sound sequence of diagnosing cash flows of the enterprise. Results. The results of the conducted research allowed to offer a unified sequence of diagnosing cash flows at the enterprise, which is based on the following stages: formation of information base for diagnosing cash flows; determining cash flows by type; estimating cash flows based on calculating indicators of uniformity, synchronicity, balance, liquidity, sufficiency; monitoring the diagnosis of cash flows and finding possible causes of deficiencies; development of recommendations to eliminate the shortcomings of diagnosing cash flows of the enterprise. It has been established that a number of principles should be taken into account when selecting diagnostic indicators, namely: purposefulness, dynamism, complexity, representativeness, efficiency, functionality, avoidance of mutual exclusion, interconnection. The main sources of information for diagnosing cash flows of the enterprise are various forms of financial and management statements, accounts, agreements and more. Conclusions. The main advantages of the developed sequence of diagnosing cash flows at the enterprise is that it allows to evaluate the most representative indicators that determine the uniformity, synchronicity, balance, liquidity, cash flow adequacy and more. Based on the calculations, you can diagnose the state of cash flows and, if necessary, develop effective measures to eliminate identified discrepancies.

It is proposed the classification of indicators of convergence assessment of international markets for determining their marketing attractiveness for the enterprise, which includes absolute and relative indicators of measurement of general statistical data, evaluation of factors of production, information on products and services, dynamic indicators and convergence indicators used by enterprises for the search of new international markets. In the expert assessment of convergence indicators, the markets of foreign countries, the indicators of which are as close as possible to the Ukrainian economy, are distinguished, the result of the assessment allowed to draw conclusions about the marketing opportunities of domestic enterprises in the conditions of the export of goods to the markets of these countries. As the analysis of practical aspects of the functioning of agricultural enterprises and their associations results, a scientific and methodical approach to a comprehensive convergence of agricultural enterprises activities of Ukraine assessment under the conditions of international diversification has been developed. The proposed approach is based on the method of summing up the ranks to rank foreign markets according to the system of dynamic indicators application, which allowed to determine the marketing attractiveness of new international markets for the domestic enterprises activity in these markets and to assess their convergence. As the application of the proposed approach result, foreign markets have been identified which demonstrate favorable conditions for doing business on them, indicating the convergent conditions existence, which is a prerequisite for domestic agricultural enterprises to the markets of these countries release, and also determines the factors and criteria for making managerial decisions regarding realization of domestic agrarian enterprises activity under international diversification conditions. It is proved that the markets of Belgium, Italy, Ireland, Switzerland, and Japan have demonstrated favorable conditions for doing business with them, indicating a significant convergence of markets in these countries. It is determined that the markets of Greece and China are promising for domestic enterprises in the presence of opportunities to overcome a significant margin of discretion. The most important characteristic of the economic activity of an industrial enterprise is the level of its financial standing. The higher this level, the more attractive is the company for shareholders, banks, service, raw materials and components buyers and suppliers, the more competitive its products are. In recent years, we have seen an unfavorable business climate both in Russia and around the world, which, on the one hand, forces some companies to cut costs or completely withdraw from the market, and on the other, it fosters companies’ attention to creative function, and not only in relation to the products being created, but also to the enterprise management model, the distribution and use of resources. In this connection, the possibility of using sourcing’s technologies in the issue of improving the financial stability of an industrial enterprise through the restructuring of its distribution model and the use of resources is of interest. To achieve this goal, we have used the sourcing’s maneuver model "higher utilization of production areas by providing outsourcing services". The development of proposals for improving the financial standing of the enterprise was carried out through the application of the "direct-hosting" system. In the present work, the authors developed proposals for improving the financial standing of an industrial enterprise through the application of the sourcing’s maneuver model. The results of this work can be useful for further scientific research in the field of economy of sourcing and development of the "direct-hosting" system. They can also be useful for managers of financial and economic units of large industrial enterprises. The developed proposals for improving the financial standing of an industrial enterprise through sorsing maneuver suggest the prospect of further scientific work in the field of forming methodological approaches for making managerial decisions.

The efficient sales policy of the machine building innovatively active enterprises is connected with its rational process financing. Optimal determination of innovative production distribution expenses is top-priority element to increase economic subject’s activity profitability and to increase its competitive positions at the market. Thus, planning of costs for innovatively active machine building enterprises sales has to be based on economic and rationally adaptive mathematic tools to industrial enterprises activity specific. Practical implementation of the mentioned task is possible owing to economic and mathematic model to plan costs for innovatively active enterprises production, which preconditions urgency of the given research. Besides the tools investigation is also urgent and it allows to foresee future expenses amounts for sales, demand for production and profit of the innovatively active industrial enterprise, behavior in future depending on market situation. The article deals with scientific and methodic approach to optimize distribution expenses of the innovatively active industrial enterprises in Ukraine. Economic and mathematic modeling methods allowed to formalize models to plan distribution expenses of innovatively active enterprise, demand and profits, that is prerequisite to form prognostications by proper directions. Practical implementation of the suggested scientific and methodic approach on the example of machine building enterprise in Ukraine results in confirmation of models correspondence and establishment of inefficiency to distinguish expenses. It gives evidence about necessity to optimize expenses of enterprise and to introduce active managerial decisions concerning its activity profitability growth
