The purpose of this paper is to present and debate the implications of the so-called Labor Reform (Law n° 13.467/2017) for teaching work in private higher education institutions (HEIs). It is important to emphasize that, in the Brazilian case, the impacts of this Reform need to be analyzed in the context of the process of commercialization, entrepreneurship and privatization of higher education, which is expressed in many ways, but here analyzed through the prism of the formation of large educational conglomerates and financialization, articulating a movement of concentration and centralization of capital and financialization of the sector, with the opening of capital, presence of investment funds and international educational services companies, with broad support in a political-legal framework and sustainable public policies by the state in a country with immense social and educational inequalities. For this text, was used bibliographic research and documentary research, with consultation with the Federal Senate law bank, and also with secondary sources, such as news and information from the Teachers Union of São Paulo (SINPRO-SP), and employers' unions, such as the Brazilian Association of Higher Education Matters (ABMES) and the Forum of Representatives of Private Higher Education (FERESP). Based on a critical analysis, it was concluded that the Labor Reform not only met the interests of the private sector in terms of precariousness and flexibility of labor relations - and the conditions of existence of these workers -, but was still the object of appreciation by entrepreneurs this sector and its experts prior to its legislative referral, demonstrating their support.

Purpose The purpose of this paper is to present a briefing on milestones of Malaysia Centre of Tourism and Hospitality Education (MyCenTHE) regarding its role as a nation-building exercise in developing human capital talent for future sustainable hospitality and tourism in Malaysia. Under a national initiative by the ministry of education, hospitality and tourism educational institutes in the country have set out to better prepare graduates for industry. MyCenTHE aspires to build a hospitality and tourism cluster (threefold) so that Malaysia is able to increase its annual output of hospitality and tourism personnel from 20,000 in 2009 to 50,000 in 2020 and increase the share of graduates with diploma- or degree-level awards from 13% to 50% by 2020. These expectations can only be achieved by creating a sustainable pool of workers for this sector. It was in this context for which “MyCenTHE” was conceived. Design/methodology/approach The current study is based on documentary analysis of secondary sources, qualitative in nature, and presents a case study of MyCenTHE with its key accomplishments in promoting hospitality and tourism education in Malaysia. Findings The hospitality and tourism industry in Malaysia is set to create 600,000 new job opportunities and in so doing, will need many more skilled, work-ready graduates in the coming decade. This paper highlights the collective efforts of the private higher education sector together with some selected public institutions (polytechnics) under the umbrella of the ministry of education through the MyCenTHE platform in promoting hospitality and tourism education nationwide via national awareness campaigns, conferences, skill competitions, seminars, forums and corporate social responsibility projects. Originality/value This paper is of value in its own context and in particular support from ministry and related authorities, 26 institutions of higher education working together, approaches to hundreds of local schools and thousands of audiences/participants in awareness campaigns.

The study deals with the academic profession in China. Its characteristics and relationship with changing social institutions are explored by a historical approach and from an institutional perspective, which includes two elements of government and organization. The major findings of this study are summarized below. First, in accordance with China’s legal framework, public and private higher education institutions are categorized as different legal entities, a difference that leads to favourable conditions for the academic profession in the public sector and to less favourable conditions in the private sector, and which also obstructs personnel flow and competition between the two sectors. Second, the personnel system has changed significantly since 1978, when it was reformed and the policies became more open. This change is largely led by the central government. As regards faculty hiring and promotion, qualification and performance are emphasized over seniority. As regards remuneration and benefits, the egalitarian approach has gradually been replaced by income gains based on performance. Finally, evidence shows that China’s higher education institutions has evolved from so-calleddanweigoverned under a planned system to organizations ruled by the market system, which has caused the academic profession to evolve from adanweiprofession into a more organizational one.

Albania’s higher education development is very dynamic. Higher education in Albania is being characterized by a massive expansion process and by competition between both the public and private education sectors. The number of higher education institutions has grown fivefold during the last eight years. There are currently thirteen (13) public and forty six (46) private institutions. This article is aimed at the research of analysing the legal framework for higher education quality state standards. This analysis will address three important issues: 1. What is the legal framework for higher education quality state standards? 2. How is the quality assured in higher education institutions? 3. To what extent are Albanian quality standards compared to the European ones? This study is based on an analysis of the domestic and European legislation, interviews with fifteen (15) key persons that are divided into three groups: officials of the Ministry of Education and Science/Public Agency for the Accreditation of Higher Education, officials of the public Higher Education Institution, and officials of private Higher Education in Albania including reports and policy documents. The conclusions of this research article will help in understanding the role of the higher education quality state standards and will contribute to the improvement of the quality legal framework in the country. The abrupt transition to the distance learning format during the COVID-19 pandemic showed that the legal framework for regulating the introduction of new digital telecommunications technologies is largely lagging behind in educational organizations, and in some areas, in particular, related to the regulation of “remote” labor relations in higher education is completely absent. The lack of proper legal regulation leads not only to labor conflicts, but also to legal proceedings between students and universities. The article presents an incomplete list of documents (without disclosing their contents) that need to be developed or modified. The study proposes a roadmap that takes into account the parallel work with the constant coordination of the contents of the documents between the working groups. The authors conclude that trade union committees, student and teaching communities should take an active part in the development of documentation, since the proposed transformation of the educational process affects all participants of the educational process in universities without exception.

For-profit private higher education in Brazil emerged in the 1970s through state incentives such as educational credit and tax exemptions. In its most recent configuration, the logic of investment funds that trade on the stock exchange controls the largest institutions. The management of investment funds inserts a new variable into the investment of financial resources. It requires reducing costs to maximize shareholder value, but this means delivering precarious educational quality. Governed by a logic of maximum profit, for-profit private higher education in Brazil produces extremely poor education, with the result that most such institutions focus on simply being diploma factories for more socially destitute students O ensino superior privado com fins lucrativos no Brasil surgiu na década de 1970 por meio de incentivos estatais, tais como crédito educacional e isenção de impostos. Na sua configuração mais recente, a lógica dos fundos de investimento que negociam em bolsa controla as maiores instituições. A gestão de fundos de investimento insere uma nova variável na aplicação dos recursos financeiros. Requer redução de custos para maximizar o valor para o acionista, mas isso significa a entrega de um nível educacional bastante precário. Regido por uma lógica de lucro máximo, o ensino superior privado com fins lucrativos no Brasil gera uma educação extremamente pobre e consequentemente a maioria delas focam somente no fato de se tornarem fábricas de diplomas para alunos dos meios socialmente mais desprovidos.

A paper that seeks to investigate the legal framework safeguarding academic staff; whether or not, it has an impact on the declining quality of higher education in Kenya. Due to globalization and privatization of higher education, the field has been open to forces, which have seen institutions, become the centers of exploitation. Incidents in which university staff have threatened to strike or put down their tools have become the norm. Such situations have denied youth the right to access education. To remedy the foregoing problems, the parliament of Kenya enacted various legislation as part of reform efforts aimed at enhancing the efficiency, integrity and equity of Kenya's higher education system. Thus, purpose of the paper is to clearly analyze the legal framework and safeguards that relate to academic staff with the view to understand it's impact on Higher Education. Hence, quantitative research using a survey questionnaire to collect data from respondents was conducted. The end results of the study revealed that the current structured legal framework and safeguards for academic staff had a positive impact thus not a push factor in declining quality of higher education in Kenya.

Work-Life Balance (WLB) is an important factor that the Human Resource Management of private higher education Institution (PHEI) should concern about in order to gain high Job Performance in theinstitution. If there are WLB practices implemented by the university, the Human Resource Department (HRD) must always get feedback from the employees to continuously improve the WLB policy. This will benefit not just the employees but the most important to the PHEI by having a good productivities and high job performance employees. The result shows that most of the employees in the university have good social support from their colleagues at work place, friends and their families. This support have given them inspiration and motivation in doing their job properly and finally they might achieved high job performance. Eventhough the result were positive about the social support the employees receives, the top management including the HRD need to revise their policy of WLBespecially other factors that can influenced the employees to optimized their efforts in doing their job.
