The purpose of this paper is to analyze the management of public education policies in Uruguay, taking as a reference time frame, two relevant milestones: (i) the period 1995-2004, which we will call “Rama Reform,” and (ii) the period 2005-2018, which we will call "FA Administration". To analyze both periods we have used a model developed by Joan Subirats, which defines a series of moments in the public policy cycles,which in this case, we will associate with the educational ones. From this perspective, public policies are considered a “continuous flow of decisions and procedures that are intended to make sense” (Subirats et al., 2012, p. 33). This perspective allows us to establish some common parameters from which to analyze two different historical moments: identify the hierarchical issues as "relevant" or "problematic" that require solution; place the place that these issues took on the national public agenda; analyze the formulation and management of programs that emerged, and identify the evaluation proposals that were defined and implemented to monitor and evaluate their impact. This model addressed substantial issues on the educational agenda within the mandatory range. For their implementation, all the analyzed innovative components required  the revision of current regulations and the strengthening of management. This study identifies articulation and disruption processes that were generated between both cycles, as a way of analyzing local capacities to produce synergies between the different innovative processes implemented during the last decades.

Resumen Este artículo muestra los resultados de una investigación que se propuso identificar las principales tendencias en materia educativa que se han implementado en Colombia en el transcurso del siglo XX. Para ello se contextualiza la evolución histórica de las políticas públicas educativas colombianas durante el período e identificar las reformas educativas de mayor trascendencia en el país a fin de situar en un contexto más general las políticas públicas educativas actualmente vigentes. El trabajo se desarrolló mediante una revisión documental. La metodología utilizada fue cualitativa por cuanto estudia la realidad tal y como sucede y se procura otorgar sentido e interpretar los fenómenos de acuerdo con los significados que tienen para las personas implicadas. Del estudio se concluye que las políticas públicas del estado colombiano en torno a la educación han respondido a los propósitos de integración nacional, de valoración de la formación técnica como medio para potenciar la capacidad de la fuerza de trabajo, así como de homogenización de valores ideológicos básicos.Palabras clave: políticas públicas, políticas educativas públicas, calidad educativaEducation Management: Trends in public education policies implemented in ColombiaAbstractThis article shows the results of a research that aimed to identify the main trends in education that have been implemented in Colombia during the course of the 20th century. For this purpose, the historical evolution of Colombian public education policies during the period is contextualized and the most important educational reforms in the country are identified in order to place the current public education policies in a more general context. O presente trabalho tem por objetivo, investigar percepções referentes as políticas públicas de informação no contexto das políticas públicas de educação da Secretaria Municipal de Educação de Juazeiro do Norte/CE. A metodologia do presente artigo foi estabelecida quanto aos fins como sendo de cunho exploratório e descritivo, pois se busca estabelecer uma possível interpolação das políticas públicas de informação no âmbito das políticas públicas de educação existentes na Secretaria Municipal de Educação de Juazeiro do Norte/CE. Quanto aos meios, a pesquisa classifica-se como sendo bibliográfica e documental, uma vez que foi realizada revisão da literatura para construção do referencial teórico e, utilizados documentos disponibilizados nos portais de comunicação do governo federal, estadual e municipal, para descrever e analisar as políticas públicas em estudo. No que se refere a natureza dos dados, sua análise foi realizada por meio de uma abordagem qualitativa a partir da aplicação de entrevistas junto aos coordenadores responsável pelo gerenciamento das políticas públicas em estudo. Considera-se que, o município de Juazeiro do Norte/CE precisa de investimento por parte do governo em infraestrutura informacional e tecnológica no campo educacional, que garantam o melhor desempenho dos significados informacionais percepcionados no âmbito dessas políticas educacionais.AbstractThe present study aims to investigate perceptions related public policy information in the context of public education policies of the Municipal Education Juazeiro / CE. The methodology of this paper was established as being about the purposes of exploratory and descriptive, as it seeks to establish a possible interpolation public policy information within the public education policies in the existing Municipal Education Juazeiro / CE. As for media, research is classified as literature and documents, since we reviewed the literature for the construction of theoretical and documents used in portals of communication available federal, state and local, to describe and analyze public policy under study. Regarding the nature of the data, their analysis was performed using a qualitative approach from the application of interviews with the coordinators responsible for managing public policy under study. It is considered that the municipality Juazeiro/CE needs investment by government in infrastructure and informational technology in education, to ensure the best performance of informational perceived meanings within these educational policies.KeywordsPublic Information Policies. Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

Nowadays, several mega-trends capture the attention of governments, academia and the public in general given their implications for the quality of life and the development of nations. This work deals with two of them: entrepreneurship and environmental protection, as a result of research aimed at analyzing the processes, actors and results of the “Entrepreneurship for Life” Program led by the Valle de Aburrá Metropolitan Area, executed during the period from 2012 to 2015, in order to contribute to the improvement of public policies on eco-entrepreneurship. The methodology of the Synergy System1, applied by the Colombian Government, was used to appraise public policies. The required information was collected through in-depth interviews with the creator of the program, the entrepreneurs who benefited from it, officials of the entities involved and experts. Then, it was complemented by the analysis of documents such as minutes, reports and other sources. Among other results, it was evident that, although the public policy on environmental entrepreneurship is still incipient, the evaluated Program met the objectives for which it was created.

The right to healthcare in Brazil is seriously protected by the courts. Judicialization of everyday implementation of this public policy is a fact. One explanation may be provided by the way judges understand the effectiveness of this right. People hold subjective right to individualized healthcare benefits, and so they hold standing to sue the state in order to achieve it, regardless any consideration of public policies. Through an analysis of the jurisprudence on this issue, this paper aims to provide a critical understanding not just about what is actually happening in Brazilian courts regarding healthcare, but also to criticize it. The conclusion is that a “strong” conception of constitutionalism and fundamental rights may revel itself as “weak,” from the standpoint of general equality. Judicialization ends up empting the public debate, leading the task of solving the distribution of scarce resources to a “gowned aristocracy.”

Abstract Environmental education needs to be molded as a structuring public policy, in addition to specific projects and programs in order to gain effectiveness in combating the socio-environmental and civilizational crisis. This demands the unveiling of the concept of public policies, which is the purpose of this study. The concept of multi-center public policies, as a result of government and other social players’ action, is used here. The results in the literature establish the need for three dimensions involved in the cycle of public policies presented by Frey: policy, polity and politics and, in this study, the essentiality of a fourth dimension is considered: that of everyday politics, which is related to instituting social forces and their importance in the construction of public policies intended to be participatory.

The purpose of this study is to design a model to investigate the role of the Individuals making public policies in the implementation of the administrative system health policy. Two questionnaire has been used in the current study: One whose main aim was to investigate the actors making public policy with 51 questions and Cronbach Alpha 0.93, and the other one in the administrative system health policy with 74 questions and Cronbach Alpha 0.95. To be assured with regard to the validity of the questionnaires content and construct validities were estimated. The statistical population of the current study were 86643 employers of the executive organizations of the Khuzestan province, Iran. The final sample of the study was 382 individuals based on Cochran. Data analysis was done by using SPSS 22 and Amos 22. The results of the current study revealed that the factors making the public policy included 13 factors in which the most average was for mass media (7.64) and the least was the powerful elites with the mean of (5.64). The health administrative policies included 14 policies, all of them were at significant point except the policies of eleventh to thirteenth of the fifth book “Islamic Panel Code”, the law of banning more than on job, and the principles of prevention and fighting against bribe. The results also showed that there was a statistically significant relationship between the factors making public policy and those of administrative health policy.

Sustainability is a topic that has gained importance in several fields of knowledge, including the public, private and society spheres, based on the discussions that involve the definition of several public policies. Sustainability Indicators (SI) are metrics that seek to measure the level of sustainability and compile information for better decision-making concerning policies, programs, projects and actions related to sustainability. Demonstrated their relevance to public policies the SI appears as an essential tool for evaluating development goals as a sustainable proposal. In this way, this research aimed to discuss the main challenges and methodological limitations found in the use of SI, emphasizing the main fragilities identified in the literature. In methodological terms, the research has exploratory characteristics, supported by the mixed methods approach using a theoretical-empirical analysis, from the available literature on the subject and the methodologies used and the experience of researchers about the topic addressed. The main results demonstrated that Sustainability Indicators are tools that should be used to define, implement, evaluate and monitor public policies at all levels, considering the potentialities/weaknesses and priorities of each context.

Normas para favorecer sua participação nas áreas educativas e trabalhistas. Essa lei é a medida de política pública mais relevante do Estado uruguaio no tocante à afrodescendência e contou com votação unânime para sua aprovação. No entanto, a análise do debate deixa entrever posições contraditórias não manifestadas e dúvidas explícitas por parte de alguns parlamentares. Em comparação com outros países que adotaram políticas afirmativas, a discussão uruguaia apresenta argumentos similares, mas em um contexto com algumas particularidades como a gratuidade e a não restrição do acesso ao ensino público e uma sociedade com mais diversidade e presença afro.</p><p class="abstract"><strong>Palavras-chave</strong>: afrodescendência - Uruguai - políticas públicas - reconhecimento - redistribuição.</p><p class="abstract"><strong>Abstract</strong></p><p class="abstract">This paper analyzes the arguments discussed at the Uruguyan National Parliament during the process that led to the passing of the Law 19.122. Afro-descendants. Regulations to promote participation in the areas of education and work. This law is the most relevant public policy step taken by the Uruguayan government related to Afro-descendants, and was passed unanimously. However, an analysis of the debate reveals unspoken contradictory positions and explicit doubts from some members of parliament.  When compared to other countries that have adopted affirmative action policies, the Uruguayan discussion shows similar arguments. Nevertheless, the Uruguayan context has distinctive features such as free and unrestricted access to public education, and a more diverse society with greater Afro-descendant presence than perceived.  </p><p class="abstract"><strong>Keywords</strong>:<strong> </strong>Afro-descendant - Uruguay - public policies - recognition - redistribution.</p>
