The government implements private madrasa in order to improve Islamic education services. The strengthening of the existence of madrasa is inseparable from the participation of stakeholders. Especially in the fields of managerial, human resources, and infrastructure. The combination of a traditional Islamic education system with a modern Islamic education system is an appropriate alternative policy. This study aims to describe the concept of education management in the madrasa, the role of stakeholders, and the influence of madrasa enforcement on the implementation of education quality improvement in Madrasah Aliyah Negeri (MAN) 2 Manggarai, East Nusa Tenggara. This research is a case study with an interpretive or post positivistic approach. The findings of this study are the establishment of madrasa has a positive effect on the madrasah management which is more transparent, accountable, collaborative, coordinative, and while maintaining the characteristics of madrasas. Cooperative Participation Management based on religiosity become model of education quality improvement in MAN 2 Manggarai.

This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

Indonesia is the 4th largest country in Southeast Asia with a population of 262 million which needs to be considered the success rate of its human resources, because of a strong country that has a strong foundation, one example is the intelligence of human resources. Global competition proves that HR requires strong competence in all fields, generally in the field of technology. However, the lack of equitable education, as well as the conventional education system, makes the country of Indonesia far behind compared to other neighboring countries. The challenge of this 4.0 era is an opportunity to bring up the development of a combination of Industry 4.0 and the education curriculum in Indonesia. There are four issues why the Indonesian education system and curriculum needs to be reviewed. Where there is a literature study and SWOT analysis method used as a reference in solving problems and there is a significant scope. In this paper, competencies are needed to enable success between the integration of education management and the industrial era 4.0 which will be discussed and analyzed based on the facts and reality of the education system in Indonesia which can then be presented in a comprehensive curriculum.

This research aims to investigate the human resources managment within the government which requires a reliable and competent leadership. A leadership categorized as the concept of empowering when the leader shares direction, a support system, friendly, synergizing, and providing exemplary examples to his subordinates. Employees who feel empowered by the leader would increase their motivation in work. This would increase psychological side of the employee’s cognitions such as a meaningfulness, the competence, a self-determination, and the effect. This research is focused on the process of testing hypotheses and is aimed to examine the effect of empowering leadership’s motivation in the field of work. It is mediated by psychological empowerment. The data used in this study was a questionnaire. This study was used four-stage hypothesis test of Baron and Kenny (1986). The result indicates that empowering leadership has a positive effect on intrinsic motivation , and psychological empowerment partially mediates the positive effect of empowering leadership in supporting intrinsic motivation.

The realignment of the Islamic education system is not just modification or patchwork. Still, it requires reconstruction, reconciliation, and reorientation so that Islamic education can make a significant contribution to the achievement of the take-off stage. In this paper, the author tries to offer several solutive arguments as well as to become a plan for Islamic education. First, it needs a review of the Islamic education system that is currently running while still promoting the spirit of Islamic teachings. The vision is manifest in the form of an attempt to re-dialogue religious texts against every reality that occurs. Second, prepare more mature and quality human resources armed with comprehensive capabilities. Third, reaffirming the role of all elements in education, namely, individuals, families, communities, educational institutions, and the state. Fourth, to unite Islamic spirituality with science and technology as a strong basis for increasingly pressing challenges, Islamic intellectual tradition, is a hierarchy and interconnection between various scientific disciplines that enable the realization of unity (oneness) in diversity, not just in the realm of faith and religious experience, but also in the world of knowledge.

Abstract This paper aims to figure out the government policy in education management, community participation, and accessibility in border area. The qualitative framed theory with case study approach was used as the method of this study. The results showed that government was enacting special policies in national school operational assistance, providing block grant funds, special allowances for teachers and education personnel in border areas. Participation of the community was in the form of building dormitory in mutual assistance; customary heads took the legal role of school land and cultural preservation through extracurricular activities. Implementation of education in the form of nationalism enhancement assisted by the Indonesian National Army, facilities and school infrastructure were still under the national standards, teachers and employees were not disciplined, and supervision had not functioned optimally. When the teacher had given an assignment out of the region sometimes they had to leave their teaching job for up to two weeks late due to difficult.  Abstrak Artikel ini bertujuan untuk meninjau kebijakan pemerintah dalam manajemen pendidikan, partisipasi masyarakat, dan aksesibilitas di daerah perbatasan. Teori yang dirumuskan secara kualitatif dengan pendekatan studi kasus digunakan sebagai metode penelitian ini. Hasil penelitian menunjukkan bahwa pemerintah memberlakukan kebijakan khusus dalam bantuan operasional sekolah nasional, menyediakan dana hibah blok, tunjangan khusus yang diperuntukan bagi guru dan tenaga kependidikan di daerah perbatasan. Partisipasi masyarakat adalah dalam bentuk membangun asrama dalam bantuan timbal balik; Kepala adat mengambil peran hukum pada ranah sekolah dan pelestarian budaya melalui kegiatan ekstrakurikuler. Pengimplementasian pendidikan dalam bentuk peningkatan nasionalisme dibantu oleh Tentara Nasional Indonesia, fasilitas dan infrastruktur sekolah masih di bawah standar nasional, guru dan karyawan yang tidak disiplin, dan pengawasan tidak berfungsi secara optimal. Ketika guru telah diberikan tugas di luar daerah, kadang-kadang mereka harus meninggalkan pekerjaan mengajar mereka hingga dua minggu lebih lama dari waktu yang ditugaskan karena akses yang tidak mudah dijangkau.  How to Cite : Wadjdy, F. This study aimed to describe in depth between the link of school policy and the school quality improvement. The method in this study is a qualitative method using the case study presented descriptively. This research was conducted at SMA Negeri 2 Babat Tomat Kabupaten Musi Banyuasin. Based on this study it was found that the First, free school policy can help the economy / ease the burden of school costs to be incurred by the parents. Second, the policy constraints of the application for free school educa-tion at SMAN 2 Babat Toman is not very effective, so that the students' interest is not increasing, infrastructure is one of the obstacles in the implementation of free school education, how the quality of schools will be increased if it is not supported by facilities and complete infrastructure. Third, the quality of school education free SMAN 2 Babat Toman already realized well with regard to input, input turns unselected maximum, that is the students. Fourth, the implementation of free school education in Banyuasin, the quality of school SMAN 2 Babat Toman Muba Sumsel was not increased. This means that the implementation for free school education quality of school SMAN 2 Babat Toman was not increased.Keywords : free schools, school quality, case studies

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

Sea transportation is a major factor connecting the islands of Indonesia which has strategic and important value in supporting the sustainability of the national economy. Along with the government's policy on the sea highway program and the development of the domestic shipping industry, the growth of the commercial fleet, especially vessels, is currently experiencing rapid progress. In supporting the government program and the demand for reparation and procurement of new ships in domestic production, readiness is required from the shipyard. However, the current condition of the shipyard is only able to meet 83% of the demand for new shipbuilding so that the shipyard still needs to be developed in order to improve its capabilities, so that it can meet the needs and be able to carry out its functions in accordance with the progress of shipping technology. In this study discusses the strategy of developing shipbuilding using qualitative descriptive methods and quantitative SWOT analysis. In this case study shipyard development strategy by increasing the ability of shipyards to meet the demands of ship building by increasing supporting facilities and accompanied by increasing the ability of human resources in the mastery of science and technology. Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.
