Problems of waste management in urban areas requires the participation of public awareness. Community or residents can participate in managing the garbage, especially in their respective environments. Citizens can change the behavior of earlier indifference turns to participate in managing the waste problem. The waste problem is not only the responsibility of governments, and but requires the participation of the broadest community to also find solutions to manage waste from the source of the problem into something more beneficial both economically and environmentally the type of research is descriptive research with quantitative approach. This research was conducted at the Bank Sampah Melati Bersih (an organization community) in South Tangerang City. This study population is a member of the Bank Sampah Melati Bersih in South Tangerang City. The sample in this research were 30 people who manage trash in housing. Processing data using Spearman correlation test analysis. The results of the research are (1) characteristics of individuals relate to real behavioral changes in trash management in a residential neighborhood. (2) Trash companion role of Bank Sampah Melati Bersih tangible associated with behavioral changes in waste management in a residential neighborhood. [Problematika tentang pengelolaan sampah di perkotaan memerlukan kesadaran masyarakat untuk berpartisipasi. Masyarakat atau warga dapat ikut mengelola sampah terutama di lingkungan masing-masing. Warga masyarakat dapat mengubah perilakunya dari tadi masa bodoh berubah untuk ikut mengelola permasalahan sampah. Permasalahan sampah tidak hanya tanggung jawab pemerintah dan tetapi menuntut partisipasi masyarakat seluas-luasnya untuk juga mencari solusi dalam mengelola sampah dari sumber masalah menjadi sesuatu yang lebih bermanfaat baik secara ekonomis maupun lingkungan. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kuantitatif.. Penelitian ini dilakukan pada Bank Sampah Melati Bersih di Kota Tangerang Selatan.  Populasi penelitian ini adalah anggota Bank Sampah Melati Bersih di Kota Tangerang Selatan. Sampel penelitian adalah 30 warga yang mengelola sampah di perumahan. Pengolahan data dengan menggunakan analisis uji korelasi Spearman. Hasil penelitiannya: (1) karakteristik individu berhubungan nyata dengan perubahan perilaku dalam pengelolaan sampah di lingkungan perumahan. (2) peran pendamping dari Bank Sampah Melati Bersih berhubungan nyata dengan perubahan perilaku dalam pengelolaan sampah di lingkungan perumahan.]

One of the environmental problems in urban areas is the pollution caused by garbage. The waste problem is caused by various factors such as population growth, living standards changes, lifestyles and behavior, as well as how the waste management system. This study aims to determine how the role of society to levy payments garbage in Samarinda. This research was descriptive; where the data is collected then compiled, described and analyzed used relative frequency analysis. The participation of the public to pay a "levy junk", which stated to pay 96.67%, for each month and the rates stated society cheap, moderate and fairly, respectively 46.08%, 21.21%, 21.04%. Base on the data , the role of the community to pay "levy junk" quite high.

Resumo: Neste artigo buscamos compreender o papel da participação social na construção de políticas públicas relacionadas à gestão de resíduos sólidos urbanos (RSU). Fazemos isso a partir da análise do contexto de aprovação de uma lei pioneira no Brasil, que ficou conhecida como Lei da Compostagem (2019), pelo município de Florianópolis/SC. Realizamos pesquisa qualitativa e descritiva, com uma etapa documental e outra etnográfica. Primeiramente, sistematizamos um quadro histórico-político das relações da cidade com o lixo, apontando a sucessão de políticas e ações que reflete na forma como os RSU são geridos no município. Em seguida, apresentamos resultados da pesquisa etnográfica feita a partir da observação de duas sessões plenárias nas quais ocorreram as votações do Projeto de Lei 17.506/2018, conhecido como PL da Compostagem. Buscamos demonstrar a importância da participação social na aprovação dessa lei, capaz de trazer avanços significativos em relação à gestão de resíduos no município e no país.Palavras-chave: Resíduos sólidos urbanos. Participação social.  COMPOSTING LAW AND SOCIAL PARTICIPATION: ETHNOGRAPHY OF PUBLIC POLICIES IN FLORIANÓPOLIS / SC  Abstract: This paper aims to understand the role of social participation in the construction of public policies related to municipal solid waste management (MSWM). We do this by analyzing the context of approval of a pioneering law in Brazil, which became known as the Composting Law (2019), by the municipality of Florianópolis/SC. We conducted qualitative and descriptive research, with a documentary and an ethnographic stage. Initially, we systematized a historical-political framework of the city's relationship with waste, pointing the succession of policies and actions that reflected in how the MSW are managed in the municipality. Thereafter, we present results of the ethnographic research conducted from the observation of two plenary sessions, situations in which voting of PL (Bill) 17.506/2018, known as Composting Bill, took place. We aim to demonstrate the importance of social participation in the approval of this law, capable of bringing significant advances in relation to waste management in the municipality and in the country.Keywords: Municipal solid waste. ABSTRAKPengelolaan sampah telah menjadi salah satu permasalahan yang jamak terjadi di perkotaan. Produksi sampah meningkat seiring dengan pertambahan penduduk dan jumlah konsumsi serta gaya hidup masyarakat, namun tidak diimbangi dengan pengelolaan sampah yang ramah lingkungan dan berkelanjutan. Untuk itu, diperlukan upaya untuk mulai mengurangi, memisahkan, dan memanfaatkan sampah. Program Kang Pisman adalah konsep yang diperkenalkan oleh Pemerintah Kota Bandung untuk mengatasi masalah tersebut.Tujuan dari penelitian ini adalah mengevaluasi efektivitas Program Kang Pisman dan mengetahui faktor yang memepengaruhinya. Evaluasi efektivitas perlu dilakukan untuk mengetahui apakah hasil dari program tersebut sudah sesuai dengan tujuan awal perencanaan. Metode dalam penelitian ini adalah deskriptif kuantitatif dengan menggunakan instrumen pengumpulan data berupa kuesioner terhadap 98 rumah yang menjadi sampel penelitian. Efektivitas Program Kang Pisman penting untuk diteliti begitu juga faktor yang berpengaruh terhadap program tersebut agar dapat digunakan sebagai bahan evaluasi program dan menjadi masukan dalam membuat kebijakan lebih lanjut tentang pelaksanaan program. Hasil skoring variabel efektivitas menunjukkan bahwa Program Kang Pisman ada pada tingkatan cukup efektif. Untuk mengetahui faktor yang mempengaruhi efektivitas program, dilakukan analisis regresi linear berganda dengan enam variabel bebas, yaitu komitmen pemerintah, kemudahan menjalankan program, kinerja petugas pelaksana, ketersediaan sarana dan prasarana, peran Lembaga Swadaya Masyarakat (LSM) dan persepsi masyarakat. Faktoryang berpengaruh signifikan terhadap efektivitas adalah persepsi masyarakat dan kemudahan dalam menjalankan program.Kata kunci: evaluasi efektivitas, kang pisman, pengelolaan sampah. ABSTRACTSolid waste management is one of the global problems faced by urban areas. Waste generation increased according to population growth and followed by consumption and lifestyle, however not balanced with the management of waste that is environmentally friendly and sustainable. We need to reduce, sort, and reuse the waste. The Kang Pisman Program is a concept introduced by the Bandung City Government to overcome this problem. The objectives of this research are to evaluate the effectiveness of the program and its influential driving factors. Evaluation of effectiveness needs to be held to find out wheater the results of the program are following the original purpose. This research uses a quantitative descriptive method with a questionnaire instrument to interview 98 houses as a sampling. The effectiveness of the Kang Pisman Program is essential to evaluate as well as the factors that influence the program so that it can be used as a program evaluation material and be input in making further policy regarding program implementation. The scoring result shows that Kang Pisman Program is at quite effective level. To find out the factors that influence the effectiveness of the program, multiple linear regression analysis was carried out with six independent variabels, namely goverment commitment, ease of running the program, the staff performance, infrastructure, the role of NGOs and community perceptions. Factors that have a significant influence on effectiveness are community perception and ease in running the program.Keywords: effectiveness evaluation, kang pisman, waste management.

The problem of waste in Batu City can threaten tourism sector in this city. The Waste Management System Program is held by the Environment Agency (DLH) Batu City seems to be unable to access waste problems in the upstream sector, particularly  household waste from residential settlements. This lack capacity of the program followed up by DLH by organizing a waste bank program through the establishment of the Community Waste Bank (KBS) Kartini Sejati which coordinated around 60 waste banks in Batu City to be involved in waste management.This study aims to explain the involvement of KBS Kartini Sejati in waste management in co-production and the obstacles faced by it. The concept of co-production refer to an alternative concept in the implementation of public services where implementation focuses on the dominant role of the community, while the government or other parties such as the private sector are only facilitators. This research  use qualitative method by utilizing data from observations, interviews and documentation. The results of this study indicate that KBS Kartini Sejati in several of its activities which include training in waste management, waste management, and "Sapu Bersih Sanpah Nyemplung Kali" (Saberpungli) have applied the principles of co-production. It is due to those activities have implemented six co-production principles, namely the development of community capacity, mutually beneficial relationships between actors, network development, the government as a facilitator and catalyst, and the community as an important asset in implementing services. However, in its implementation, the waste bank program still has several obstacles such as the limitations of the budgetary resources, the decreasing level of public awareness to be active in waste banks, and the lack of innovation in waste managementKeywords: Co-production; waste management, waste bank

Behavioral research studies propose that urban open spaces contribute to enhance sociability in urban areas. The urban areas in the city of Abu Dhabi are less appealing to attract vibrant activity and social life. This study investigates the role of the built environment in the enhancement of neighborhood satisfaction and social capital in a residential neighborhood of Abu Dhabi. A total of 145 residents were surveyed for their perception, attitude, and behavior. Regression analyses to predict the role of the built environment of the open space, as well as the ethnicity of respondents, on measures of neighborhood satisfaction and social capital were performed. Spatial data and audit tools were used to assess the lack of suitable built-environment in the study area. Results indicate that improvements to the built environment can improve both the social capital and neighborhood satisfaction of the urban residents of Abu Dhabi. Implications of this study include recommendations to enhance the experience of urban spaces in arid regions like Abu Dhabi. Recommendations include adding landscape elements, providing a comfortable walking environment, adding attractive locations and destinations, and a clean and safe environment with attractive buildings or homes.

In this paper, it was tried to identify the role of school leaders in promoting community partnership in general education schools in Al-Kharj Governorate and finding out the ways to develop community partnership. The researcher has used a descriptive research methodology. The study population consisted of (5320) teachers, both male & female. The results indicated a moderate role of school leaders in promoting community partnership in public education schools in Al-Kharj Governorate through a moderate degree of appreciation. The leaders have the vision to develop the community partnership by involving the community in educational development means. The author recommends increasing community participation by placing them in the local school’s management process. The purpose of this research is to study the role of leadership, soft competency, and organizational climate on employee performance. This research method uses quantitative descriptive research. This quantitative descriptive research is used to determine the value of independent variables, either one or more variables (independent) without making comparisons, or connecting with other variables. The sample of this study was taken from 82 employee respondents in the company PT. XYZ. Data analysis techniques used in this study are hypotheses and statistical tests, which consist of validity, reliability, classic assessment tests (normality test, multicollinearity test, heteroscedasticity test, multiple linear regression test), and hypothesis testing methods (t test, F test , analysis of the coefficient of determination (R2), analysis of the coefficient of coordination (R)). The results are: (a) There is a positive role in leadership in employee performance; (B) There is a positive role for soft competency in employee performance; (c) There is a positive role for organizational climate in employee performance; (d) The role of leadership, soft competency, and organizational climate has a positive influence on employee performance, which can overcome the variable increase, employee performance is also positive or increased.

<p class="Abstract"><em>Cultural heritage areas in the form of historic urban villages are part of the country's wealth that deserves to be preserved. The value and authenticity of settlements is the focus of conservation measures. Protocol Hoi Ana in 2009 explained the dimensions of cultural heritage. This dimension is divided into two: first, dimensions that are visible, in the form of visual, visible, building material, location, place settings, and others. Second, the dimensions of values contained in cultural heritage, in the form of history, spirit of place and others. The authenticity and whereabouts of historic villages in a city have so far decreased in number and seem to disappear with frequent cases of fires that damage this cultural heritage area. From the data collected, there are various causes of fires in the historic urban village. The main focus is related to the low level of public awareness, among others: negligence due to the fall of candles, transformer explosions, excessive use of currents, low awareness of the causes of electricity theft practices which often lead to short circuits which cause fires that cause casualties, damage to urban areas and historical buildings in it. The historic city village is a property of the nation and state. The community has the same responsibility in a community to save and preserve it. This paper reviews various literature studies related to the role of the community in preventing the danger of fire in cultural heritage areas that have been home to tens or even hundreds of years. With the existence of knowledge and sense of ownership by the community, it is hoped that fire prevention management in the historic township can be applied and its sustainability carried out.</em></p>

Implementation of Law Number 28 Year 2009 About Local Taxes and Levies and Qanun of Nagan Raya Regency Number 13 Year 2011 About Land Tax Rural and urban sector buildings have regulated the tax system of rural and urban land building taxes that were originally a central tax now become tax region, this is a form of follow-up of regional autonomy and existing fiscal decentralization. The result of the tax management 100% (one hundred percent) goes to the local treasury so that there is no more tax revenue sharing to the central government. One of the supporting aspects of success is through community participation. This study aims to determine how the role of government in every process of making policy, strategy, communication dispute resolution and role as therapy in society. This research uses qualitative descriptive method, based on the data obtained from the results of this study is described with the sentence according to the category to conclude, the data in the form of observation, interview and documentation.The results of this study indicate that the role of local government to increase the participation of the people paying the rural and urban land tax building is done through efforts such as improving the tax and retribution services through the simplification of administrative systems and procedures, raising public awareness through socialization approach, impose a 2% penalty per month for taxpayers who are late in paying taxes on PBB-P2, improving the quality of employees or tax collectors, improving and structuring the procedures of the financial administration system to prevent errors, leaks or deviations from the use of funds thereby through efforts made by the Regional Government Nagan Raya District is running well. This can be proven through data obtained by researchers through the Regional Finance Management Agency of Nagan Raya District, the increase of the number of taxpayers and the UN-P2 revenue from 2014-2016 in Nagan Raya District.Keywords : The role, local government, public participation, tax land sector buildingrural and urban areas

Waste management can not only depend on the role of government, but also required public participation. Public awareness of the importance of waste management should begin to be grown. In addition to reducing the risk of environmental pollution, waste management aims to produce something more useful. Inorganic garbage can be managed with recycling technology that can produce a wide variety of useful items. Meanwhile, organic waste or organic  waste  can  be  managed  and  used  as  liquid  compost.  Technology applied  to  the manufacture of liquid compost that is by using a microorganism that can accelerate the decomposition process of organic materials. Thus, the waste management efforts into something more useful can be realized. Liquid compost is more effective and efficient when applied to the leaves, flowers and stems than the growing media (except in the hydroponic method). Liquid organic fertilizer can serve as a stimulus to grow. Especially when the plants begin to sprout or when the change from vegetative to generative phase to stimulate the growth of fruits and seeds. Leaves and stems can absorb fertilizers applied directly through the stomata or pores that exist on its surface.
