Knowledge Management (KM) is an approach to understand how the known processes are on created, used and shared to enhance academic productivity. This study aims to determine the system of implementation of KM in Islamic higher education, having the work unit status of non-tax state revenue (Penerimaan Negara Bukan Pajak/PNBP) and public service agency (Badan Layanan Umum/BLU) and applying remuneration. This study utilizes a qualitative method with the phenomenological approach. Data collection take through observation, in-depth interviews, document analysis, and focus group discussions. The implementation of KM is with the result of academic knowledge from research products and research schemes of educational staffs, saving knowledge storage on the database through electronic and printed forms, and the knowledge taking a distribution on through printed and electronic forms which are referencing lecture notes and oral sources such as scientific consortium and lecturing. The successful implementation of KM requires supported from stakeholder policies in educational institutions. The research findings present an overview of the implementation design of KM that can be used as a platform by scholars and stakeholders in educational institutions to increase knowledge productivity. Keywords: Knowledge Management, Production, Storage, Distribution Abstrak Pengelolaan pengetahuan merupakan pendekatan untuk memahami bagaimana proses pengetahuan diciptakan, digunakan, dan dibagikan untuk meningkatkan produktifitas akademik. Penelitian ini bertujuan untuk mengetahui sistem implementasi manjemen pengetahuan di Perguruan Tinggi Keagamaan Islam yang berstatus satuan kerja PNBP dan BLU yang baru menerapkan remunerasi. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan fenomenologis. Pengumpulan data dilakukan melalui observasi, wawancara mendalam, analisis dokumentasi dan focused group discussion. Penelitian ini menujukkan bahwa implementasi manajemen pengetahuan meliputi: Pertama, produksi pengetahuan bersumber pada hasil penelitian tenaga pendidikan dan tenaga kependidikan dengan berbagai skema penelitian. Kedua, penyimpanan pengetahuan dalam bentuk cetak dan elektronik. Ketiga, distribusi pengetahuan melalui cetak, elektronik, referensi perkuliahan dan lisan seperti konsorsium keilmuan dan perkuliahan. Implementasi manajemen pengetahuan akan terwujud apabila didukung oleh kebijakan pemangku jabatan di lembaga pendidikan. Temuan penelitian memberikan gambaran tentang desain implementasi manajemen pengetahuan sehingga dapat dijadikan pijakan oleh para pelaku pengetahuan serta para pemangku kebijakan di lembaga pendidikan dalam rangka peningkatkan produktifitas pengetahuan. Budget implementation in government agencies has not been effective even though legislation has mandated that performance-based budgeting should be implemented gradually starting in 2005. Some researches on budgeting found a disregard for the prerequisites for the successful implementation of performance-based budgeting, which includes participation, competence, and the clear documents and budgeting procedures. In Indonesia, the reform of budgeting begins with the issuance of Act No. 17 of 2003 on State Finance and Act No. 25 of 2004 on National Development Planning System, which is a product of legislation that became a milestone of reform in national planning and budgeting. In universities in Indonesia budget management system changes begins to be applied especially after the implementation of autonomy in the management of higher education institutions, namely since the issuance of Government Regulation on Higher Education as State-Owned Legal Entity (BHMN), Public Service Agency (BLU), even the latter leads to the State University-Owned Legal Entity(PTN-BH). The change of financial management is not without reason, but is intended to more financial management of performance-oriented, transparent and accountable, the estuary of the increasing good governance. Pelaksanaan anggaran di instansi pemerintah selama ini belum efektif, padahal undang-undang telah mengamanatkan bahwa pelaksanaan penganggaran berbasis kinerja hendaknya dapat dilaksanakan secara bertahap mulai tahun 2005. Beberapa hasil penelitian tentang penganggaran menunjukan adanya pengabaian terhadap prasayarat keberhasilan pelaksanaan penganggaran berbasis kinerja, yang antara lain ditentukan oleh faktor-faktor pendukung seperti partisipasi, kompetensi, dan adanya kelengkapan dokumen dan prosedur penganggaran secara jelas. Di Indonesia, reformasi bidang penganggaran diawali dengan terbitnya Undang-undang Nomor 17 Tahun 2003 tentang Keuangan Negara Undangundang Nomor 25 Tahun 2004 tentang Sistem Perencanaan Pembangunan Nasional merupakan produk undang-undang yang menjadi tonggak sejarah reformasi di bidang perencanaan dan penganggaran nasional. Di lingkungan perguruan tinggi Indonesia perubahan sistem manajemen anggaran mulai diterapkan terutama setelah dilaksanakannya otonomi dalam pengelolaan lembaga pendidikan tinggi, yaitu sejak diterbitkannya Peraturan Pemerintah tentang Perguruan Tinggi sebagai BHMN, BLU, bahkan yang terakhir ini mengarah pada PTN-BH. Perubahan arah pengelolaan keuangan tersebut tidak tanpa alasan, namun dimaksudkan agar pengeloaan keuangan lebih berorientasi pada kinerja, transparan dan akuntabel, yang muaranya tentu pada meningkatnya good governance.

<p class="apa">The Academic Knowledge Management Model of Small Schools in Thailand was created by research and development. The quantitative and qualitative data were collected via the following steps: a participatory workshop meeting, the formation of a team according to knowledge base, field study, brainstorming, group discussion, activities carried out according to knowledge, summarizing and revising the operation, organizing an exhibition to show the work results, and the creation of a website. The results showed that the subjects had knowledge of how to manage knowledge, became more academically capable, and were satisfied with knowledge management at the highest level.</p>

While the pressure of public accountability has placed increasing pressure on higher education institutions to provide information regarding critical outcomes, this chapter describes how knowledge management (KM) can be used by educational institutions to gain a more comprehensive, integrative, and reflexive understanding of the impact of information on their organizations. The practice of KM, initially derived from theory and practice in the business sector, has typically been used to address isolated data and information transfer, rather than actual systemwide change. However, higher education institutions should not simply appropriate KM strategies and practices as they have appeared in the business sector. Instead, higher education institutions should use KM to focus on long-term, organization-wide strategies.

The phenomenon of the development of the veil in Indonesia, especially among higher education has become a concern lately. This is due to the view of the public about the relationship between the use of the veil with the influence of certain ideologies. This research aims to determine the reasons and motivations for the use of the veil among female students, perceptions received in the surrounding environment, and obstacles encountered. This research uses a phenomenological approach as part of qualitative research. Participants in this research were 12 female students from private universities in Yogyakarta. The method of in-depth interviews using interview guide instruments becomes a technique in collecting data. Data analysis using semantic reduction is done by identifying important statements from the results of the interview, determining the theme of the discussion, and describing the significance of the whole experience of veiled students. The results showed that there were five main themes in the use of the veil in higher education, namely the average age of female students who used veil, motivation and reasons for using a veil, perceptions from within themselves and their environment, constraints encountered, and consistency in wearing a veil. Some of the findings obtained are certainly new references that need to be further developed. Therefore, knowledge about Islamophobia especially the perception of the phenomenon of the veil is important for educational institutions in determining policy and for the community to be a reference in dealing with the phenomenon.

The aim of this paper is to view the theoretical and practical aspects of knowledge management in the higher education of developing countries of Asia and Africa. It also emphasizes the usage and importance of Knowledge Management (KM) in developing countries. This paper argues that the use of KM is growing day by day in higher education institution after the development of information technology (IT), and information and communication technology (ICT). KM is highlighted in the developing countries along with the enablers of KM such as technology, leadership, culture and environment. Consequently, development of KM is not going ahead as intended in such countries. The aim of this paper is to explore the status and impact of KM in higher education institutions (HEIs) of developing countries. In this era, the usage of KM is increasing day by day in business sectors and educational institutions as well. This paper aims to elaborate the expectations of KM in higher education institutes of developing countries.

When corruption becomes daily and socially acceptable practices, the functions of financial accounting have shifted from the instrument of managerial responsibility to a symbolic rationality of actions. Professional organizations of accountants and educational institutions consider this phenomenon as an ethical issue and have made professional ethics a mandatory subject for accounting students. This study aim to gain a better understanding of the role of accounting information in a corrupt society. It also tries to gain a better understaning that the accounting higher education institutions should play their role in this context. This study uses an interpretive phenomenological approach for the analysis. It is noted that it stresses the need for higher education institutions to take additional action by criticizing accounting principles that are fundamentally very capitalistic, being more flexible to different schools of thought, and incorporating the values of divinity into all accounting subjects.

The article offers the description of the pilot study results on university teachers’ engagement in exchange of empirical data on distance learning. It was suggested that they have a shaped intention to exchange; however, the specifics of their efforts make it difficult to integrate the collected data into the body of open empiricism. The study identifies the meaningful constructs of teachers’ engagement in data exchange. The research findings can be used in the practice of knowledge management in the system of higher education in order to optimize the engagement of teachers in the exchange of empirical data.

Successful implementation of knowledge management for organization requires a systematic and comprehensive perspective about various organizational factors. Appropriateness of these factors and their integration and coordination is a vital prerequisite to implement knowledge management effectively. The primary purpose of the research is investigating the relationship between three fundamental aspects of intellectual assets – human capital, structural capital and relational capital – with knowledge management practices. The method of the research is descriptive and co relational. The research was conducted in petrochemical Company in Tehran. The total number of personnel was 720 and the sample of 265 members of personnel was selected as statistical sampling. According to the research findings, there are significant relationships between these intellectual assets and knowledge management practices. These findings support the necessity of preparing the prerequisites of effective implementation of knowledge management. Accordingly an organization characterized by more developed intellectual capitals can benefit from knowledge management initiatives.

Today in a rapidly changing competitive environment each university faces the need to constantly transform the knowledge and information management system, to respond quickly, to predict and to apply new forms of change management that determine managerial innovations and their efficiency. Conceptual approaches and practical experience of the knowledge and information management system formation and functioning at a modern university have been studied in the article. The purpose of the article is to highlight the theoretical foundations of the knowledge management system formation and to compare the experience in organizing the process of knowledge and information management at leading foreign higher educational institutions. Based on the analysis of the models and the practical implementation of knowledge and information management, the author's vision of important components in the knowledge management system at modern educational institutions has been suggested. Taking into account the active use of the latest information and communication technologies in higher education systems of the majority of the world’s countries, the importance of their application in the educational activities of participants in the educational process and in managerial activities of the administrative staff at universities has been stressed. This will optimize knowledge and information management at universities and will contribute to improving higher education quality, creating a competitive advantage in the market of educational services. The practical importance of knowledge and information management at university lies in the fact that the transfer of accumulated knowledge is aimed at the formation of competitive specialists, and in the fact that generation of new knowledge multiplies intellectual capital, provides competitive advantages and increases the competitiveness of the economy and society of any country.

The purpose of the article is to determine the products of higher education institutions and describe their main types.The following methods are implemented: analysis, synthesis and generalization for defining the key concepts; systematic approach for determining the types of products generated by higher educational institutions in current economic conditions; the abstract-logical method for drawing conclusions. The article is devoted to the analysis of contemporary scientific approaches towards definition of products generated by higher educational institutions.The main products generated by a higher education institution, taking into account the specific nature of its activities, are educational products and scientific outcomes. The educational product of a higher education institution is the result of its educational activity, intended for sale or exchange and represented in the form of tangible educational goods or intangible educational services and competencies. The research outcomes of an institution of higher education are the result of its scientific innovation and include intellectual property rights, scientific results, research and development on demand of consumers, as well as means of dissemination of academic knowledge. The clarification of the essence and definition of the types of products of a higher educational institution can help to ensure a systematic approach to the development of measures to optimize the management of the economic activities of higher educational institutions and to increase their competitiveness as market economy entities. The prospects for further academic research are linked to the clarification of the nature of the mutual influence of the educational and scientific-innovative products of Ukrainian higher education institutions.
