This study answers the question of how the politics of protection and fulfilment of the rights of persons with disabilities in the case of Regional Disability Regulations in Wonogiri Regency. With a mixed-method between normative legal research and empirical law, the research found that: 1) Regional Regulation No. 8 of 2013 concerning Disability and Empowerment of the Disabled in Wonogiri shows concern and attention to the fulfilment of disability rights along with social security; 2) The politics of disability law is the response of all factions in the DPRD who approve and support the fulfilment of the rights of persons with disabilities through accommodation in regional regulations; 3) Regional Regulations have been implemented largely in stages. Such as the implementation of inclusive education, health services, disability political participation, accessibility for people with disabilities in public facilities and infrastructure.[Penelitian ini menjawab pertanyaan bagaimana politik perlindungan dan pemenuhan hak penyandang disabilitas dalam kasus Peraturan Daerah Disabilitas di Kabupaten Wonogiri. Dengan metode campuran antara penelitian hukum normatif dan hukum empiris, penelitian menemukan bahwa: 1) Peraturan Daerah No. 8 Tahun 2013 tentang Kesetaraan dan Pemberdayaan Difabel di Wonogiri menunjukkan kepedulian dan perhatian terhadap pemenuhan hak-hak disabilitas beserta jaminan sosialnya; 2) Politik hukum disabilitas merupakan respon semua fraksi di DPRD yang menyetujui serta mendukung terpenuhinya hak-hak difabel melalui akomodasi peraturan daerah; 3) Peraturan Daerah ini telah diimplementasikan sebagian besar secara bertahap. Abstract:This article examines the early history of disability rights activism in Kenya. The transitional years from colonialism to independence were a period of great expectations. For persons with disabilities in particular, decolonization held additional possibilities and potential. National independence promised not just majority rule but also an all-inclusive citizenship and the commitment to social justice. Among the visually impaired of Kenya, such collective aspirations led to the birth of the Kenya Union of the Blind in 1959. In 1964, after years of futile correspondence with government officials, the Union organized a street march to the prime minister's office to attract attention to its grievances. The result was a government panel, the Mwendwa Committee for the Care and Rehabilitation of the Disabled, whose published report became the blueprint for social and rehabilitation programs. The government possessed limited resources, and the reforms that ensued were long overdue. Yet the sociohistorical dynamics behind the march are of particular significance. From the social historian's point of view, they affirm not only the historical agency of persons with disabilities, but also the need to recast and broaden the scope of African social history.

The article deals with the issues of legal regulation of ensuring accessibility of higher education for the disabled and people with disabilities. The relevance of obtaining agricultural education in the Russian Federation, which should be as close as possible to the main consumer — the rural population, is emphasized. The openness of agricultural education to the needs of rural residents will help reduce migration fl ows and preserve young people in rural areas. Attention is drawn to the fact that obtaining agricultural education is possible and accessible not only for people without disabilities, but also for people with disabilities. The advantage of providing higher agricultural education to this category of rural residents is that they are not aimed at migration, they live permanently and for a long time in a certain territory. The review of the current legal acts regulating the issues of accessibility and training in higher education organizations for persons with disabilities and persons with disabilities is presented. The article analyzes current trends in the legal fi eld of inclusive education. The article considers the concept and legal status of disabled people and students with disabilities, the concept of inclusive education and the requirement for its implementation at all levels, including higher education.

The paper gives a description of modern approaches to the modelling of informational and analytical support of higher education in persons with disabilities. It proposes a model of such support depending on the type of disability and provides a detailed description of structure components of informational and analytical support. It is argued that the main areas of support of individuals with disabilities are the following: adaptational and orientating (pre-university); organizational and coordinative; psychological and educational; academic; sociocultural; medical and health-improving; vocational (postgraduate) etc. Each area is comprehensively defined. The paper reveals the principles underlying the modelling of informational and analytical support of higher inclusive education, such as: the principle of expanding and shaping a tolerant ‘barrier-free’ environment; the principle of subjectivity and socialization; the principle of strong motivation and activity; the principle of dialogue; the principle of variation; and, finally, the principle of informational openness. This work was carried out with the support of the Government Contract of the Ministry of Education and Science of the Russian Federation (project 2016- 01.04- 05- 020 – F- 35.001) “Monitoring and Informational/Analytical Support of Regional Resource Centers for Higher Education for the Disabled”.

Sebagai penyelenggara pemenuhan fasilitas publik pada warga negara, pemerintah memiliki peran menjadi pelindung atas terpenuhinya kemudahan aksesbilitas warga negara, salah satunya penyandang disabilitas. Sudah adanya UU No. 8 Tahun 2016 Tentang penyandang Disabilitas yang menjamin posisi mereka sebagai warga negara karena penyandang disabilitas memiliki kedudukan, hak, dan kewajiban yang sama tanpa membeda – bedakan. Penelitian ini menggunakan teori Implementasi Kebijakan dari Thomas B. Smith dalam Akib (2010). Metode yang digunakan ialah kualitatif deskripstif. Teknik pengumpulan data yang digunakan ialah wawancara, observasi, dan studi dokumentasi. Hasil dari penelitian menunjukan bahwa Kota Serang belum optimal dalam memenuhi hak aksesbilitas bagi disabilitas netra. Rekomendasi dari penelitian ini adalah Pemerintah Kota Serang harus mendorong Perda Kota Serang untuk segera terbit karena dengan adanya Perda dapat memperkuat hak- hak penyandang disabilitas yang ada si Kota Serang.  As an organizer of fulfilling public facilities for citizens, the government has a role to be a protector of the fulfillment of the accessibility of citizens, one of them with a disability. Law No. 8 of 2016 concerning persons with disabilities that guarantees their position as citizens because persons with disabilities have the same position, rights and obligations without distinction. This study uses the theory of Policy Implementation from Thomas B. Smith in Akib (2010). The method used is descriptive qualitative. Data collection techniques used are interviews, observation, and documentation studies. The results of the study show that Serang City has not been optimal in fulfilling the right of accessibility for person with disability. The recommendation of this study is that the Serang City Government must encourage the Serang City Regional Regulation to be published soon because with the Regional Regulation can strengthen the rights of persons with disabilities in the Serang City.

AbstractAccessibility is a component of the implementation of inclusive Education that must be met. Aiming to facilitate students with disabilities to do mobility and access on campus, so that students with disabilities can perform activities independently without any obstacles and constraints of its diffability. The existence of accessibility to the building of inadequate educational institutions creates a barrier for persons with disabilities. Accessibility in this study focused on the accessibility of people with physically disabled by taking the case of buildings located at the Bandung Institute of Technology (ITB) located in Jatinangor. The data collection method used is physical field observation, literature study taken from textbook, article, and internet exploration. The final conclusion shows that accessibility of institutional buildings still has not reached perfectly in accordance with existing standards to be accessible to persons with disabilities and not yet fulfilling accessibility principles; safety, convenience, usability, independence. However, some buildings have tried to present the elements of accessibility that is sufficient to provide convenience for the disabled as a user of the building.Abstrak Askesibilitas merupakan suatu komponen dari pelaksanaan Pendidikan inklusi yang harus dipenuhi. Bertujuan untuk memudahkan mahasiswa difabel untuk melakukan mobilitas dan akses yang ada di kampus, agar mahasiswa difabel dapat melakukan aktifitas secara mandiri tanpa hambatan dan kendala-kendala difabilitasnya. Keberadaan aksesibilitas pada bangunan institusi pendidikan yang belum memadai menimbulkan hambatan tersendiri bagi penyandang disabilitas. Aksesibilitas dalam kajian ini difokuskan kepada aksesibilitas pada penyandang Tunadaksa dengan mengambil kasus bangunan yang terdapat di Institut Teknolgi Bandung (ITB) yang berlokasi di Jatinangor. Metode pengambilan data yang digunakan adalah dengan observasi lapangan fisik, studi literatur yang diambil dari buku teks, artikel, dan penjelajahan internet. Hasil riset menunjukkan bahwa aksesibilitas bangunan institusi masih belum mencapai sempurna sesuai dengan standar yang ada untuk dapat diakses oleh penyandang tunadaksa serta belum memenuhi asas aksesibilitas; keselamatan, kemudahan, kegunaan, kemandirian. Namun, sebagian bangunan telah berusaha menghadirkan elemen-elemen aksesibilitas yang cukup memberikan kemudahan bagi penyandang Tunadaksa sebagai pengguna bangunan.

This chapter examines the activation of the UN Convention on the Rights of Persons with Disabilities (CRPD) in Argentina, and in particular the ways in which local and national disability rights organizations and movements have mobilized domestically and engaged repeatedly over time with international human rights bodies and national institutions to promote reform on a range of disability rights issues. Although the chapter focuses mainly on disability rights advocacy and particularly on the issue of inclusive education, drawing on the Emiliano Naranjo and Alan Rodríguez cases, the experimentalist approach to human rights is also used as a lens through which to view other aspects of human rights advocacy in Argentina including in the area of child rights. With an active civil society involved in aspects of both advocacy and policymaking, Argentina’s ratification and incorporation of international human rights treaties since the dictatorship has in different ways catalysed and enhanced domestic mobilization for change on a range of fronts.

Purpose – The purpose of this paper is to determine how luxury hotel operators in Dubai interpret the current disability laws in the region, and further how they currently provide accessible accommodation to disabled tourists. Design/methodology/approach – This study draws on data collected using document analysis of UAE Federal Law 29 (English translation), Department of Tourism and Commerce Marketing Hotel Classification Manual, some five star hotels’ internal guidelines and semi-structured interviews with 12 hotel representatives. Findings – The majority of participants were unaware of existing statutory law addressing the rights and needs of the disabled community in Dubai. Despite their perceived absence of a legal framework, tendency toward provision of accessible accommodations was prevalent. Uniformly, the participants focused exclusively on tourists with physical disabilities. Practical implications – There is a need for detailed and comprehensive legislation protecting the rights and needs of disabled tourists, particularly in view of Dubai’s successful bid to host Expo 2020. This need will, no doubt, be fulfilled in light of the recent announcement that Dubai will enact its own disability law intended to make the emirate fully accessible to persons with disabilities. Originality/value – Research into the rights and needs of the disabled community has been largely overlooked in the Middle East, an oversight which is due for correction by virtue of an anticipated increase in tourism numbers in Dubai. The opportunity exists for enactment of model legislation taking into account the needs of disabled tourists, expectations of local industry, realities of the marketplace and regional cultural influence.

Rights in human rights have a position or prime and first degree in community life Article 28I Paragraph 2 of the 1945 Constitution provides that everyone is free from discriminatory treatment. However, discriminatory treatment still occurs misses in the case of Dwi Aryani Vs Etihad Airways which is derived by the airline on the grounds that he is a person with disabilities who are in wheelchairs and no counselors. How the implementation of legal protection by airlines on equal rights for groups of persons with disabilities in aviation transport The author examines this issue using legal research methods for academic purposes. The research data shows that the airport does not yet have complete facilities for groups of persons with disabilities, the absence of technical regulations / implementers that further regulate the Law No. 8 of 2016, lack of socialization and education to the public, airport service providers, airlines, and field officers. This is why the protection of groups with disabilities is less effective. Governments should issue technical / implementing regulations related to the Disability Law, and conduct socialization and education to the public, airport facility providers, airlines and field workers.

The experience of the volunteer movement Kostroma State University´ (KSU) students in the rehabilitation center for the disabled of all ages and categories (RCD) and physical education classes in the Karaganda Medical University (MUK) ´ physical health center is presented. It has been established that in order to adapt children and persons with disabilities (limited health) to social life, it is necessary to involve them in the optimal level of physical activity, which entails the restoration of mental and vegetative functions of the body. There is a need to unite healthy persons and persons with disabilities into one group, as a result of which persons with disabilities acquire a sense of confidence, openness and gullibility towards the people around them and the coaching staff. Key words: healthy lifestyle (HLS), inclusion, adaptive physical education, disabilities, persons with limited health, inclusive competences, quasi-professional activity.
