Recent reports from international energy agencies indicate that more than a billion of the population in the world is deprived of basic electricity provisions, confined mainly to the remote communities of developing nations. Microgrids are promoted as a potential technology for electricity provisions to off-grid rural communities, but have failed to reach their value proposition in the context of rural electrification access. In view of the rampant rural electrification issues, the objective of this paper is to furnish an understanding of, and advance the knowledge into, methods to facilitate the design and development of microgrid systems for remote communities in developing countries. The methodology involves an integrative review process of an annotated bibliography to summarise past empirical or theoretical literature. As such, this research is based on evaluation attributes, and identifies the challenges and barriers for remote microgrids through an analysis of 19 case studies. The paper concludes by proposing key aspects that need to be considered for developing a framework to improve the sustainability of electricity provisions for off-grid rural communities in developing countries.

This paper is part of the ongoing research by the Power, Energy, Machine and Drive (PEMD) research group of the Electrical Engineering Department of the University of Ibadan. The paper presents various sites with possible hydrokinetic energy potential in Nigeria with the aim of quantifying their energy potential for rural electrification application. Overview of hydrokinetic technology is also presented with the view of highlighting the opportunities and the challenges of the technology for rural electrification. A case study of using hydrokinetic turbine technology in meeting the energy demand of a proposed civic center in a remote community is demonstrated.  Some of the key findings revealed that Nigeria has many untapped hydrokinetic potential site and if adequately harnessed can improve the energy poverty and boost economic activities especially in the isolated and remote rural communities, where adequate river water resource is available. The total estimated untapped hydrokinetic energy potential in Nigeria is 111.15MW with the Northern part of the country having 68.18MW while the Southern part has 42.97MW. The case study shows that harnessing hydrokinetic energy of potential site is promising for rural electrification. Cannabis production has expanded significantly across southern Ontario with the legalisation of theindustry. Much of this expansion has occurred within the rural countryside, through the utilisation of existinggreenhouse infrastructure. While the growth of this sector provides economic benefits to rural communities, complaints from adjacent residents related to lighting and odour issues are common and mitigation of such issues is complex. Land use planning policies have been established across southern Ontario to manage the development of cannabis greenhouses; however, policies vary by region and countyand the appropriateness of these policies have not been tested. This study seeks to analyse municipalplanning policies that regulate cannabis production and understand the impacts of these policies on sector,adjacent land owners and rural communities. Planning policies will be analysed at the municipal, regional orcounty level, with the creation of a database to highlight consistency and differences between communities. Case studies will be utilised to gain better insights into the challenges and opportunities related to cannabis production and planning mitigation. This presentation will provide a summary of current research findings, including highlights of a municipal scan of zoning by-law policies and informalinsights into policy appeals in southern Ontario.

Water is critical to the lives and livelihoods of rural communities in developing countries; however, access to water can be inequitable within communities. This paper uses a generalized integrated assessment approach to explore the determinants of water access by marginalized farmers in two villages in coastal Bangladesh, before and after the setup of local water institutions. The study was part of a broader project aimed at promoting socially inclusive agricultural intensification. An integrative framework was developed in this study to capture and link the diverse range of factors that influence the distribution of water, including the often-overlooked role of social dynamics and governance arrangements. While interventions around improving water resource infrastructure can be critical for freshwater availability, the case studies show that a breakdown of asymmetric power structures may also be needed for water access to all individuals, especially marginalized groups. Establishing a community-based water institution on its own does not necessarily address power issues in a community. It is imperative that the agency and capacities of the marginalized members are developed and that the institutional arrangements foster an enabling environment for marginalized members to influence decision making. Integrated assessment allowed the case studies to be explored from multiple perspectives so as to gain a greater understanding of the barriers and levers to obtaining equitable outcomes from water interventions.

Renewable energy sources (RES) are seen as potential alternative energy sources for rural communities to meet energy demand where electricity supply is inaccessible. Wind and Photo-Voltaic (PV) power is seen as mature and sustainable alternatives for rural electrification. This paper discusses the optimal power dispatch for hybrid combined heat and power (CHP), wind, PV and battery systems with a view to determining the operation of the hybrid system for farming applications. This is accomplished by considering the basic power system probability concepts to assess the performance of the reliability indices. The proposed mathematical model seeks to minimize the system operation costs from CHP. The developed model was validated on five case studies with the same load profile, solar radiation, wind speed and CHP generating unit parameters and solved using a CPLEX solver embedded in Algebraic Modelling Language. The sensitivity analysis performed indicates that the hybrid system achieved a higher reliability as compared to other case studies. The result shows 48% of energy cost reduction is achievable when considering the proposed hybrid CHP, wind, PV and battery system as compared to energy supply via CHP.

PurposeThe present study proposes the analysis of DRM strategies that had been implemented into subnational development plans and public policy instruments in the States of Chiapas and Tabasco, located in Southeast Mexico. It describes the methodological phases for the implementation of those strategies and the participatory process, with a multi-level approach, carried out with multiple stakeholders and UNDP advisory.Design/methodology/approachFor this research, two case studies were developed to highlight the factors which make successful DRM in development plans and policies. It included the compilation and review of documents generated by UNDP-PMR program on the mainstreaming process in the past four years, interviews with key actors in the states of Chiapas and Tabasco, such as governmental officers, national and international ONG's, UN agencies and rural communities' leaders.FindingsThe review of these case studies demonstrate that for developing countries like Mexico, the process to strengthening institutions setting, needs being present in the field and creating alliances and synergies to generate advocacy processes from a capacity development approach. Having not only an output approach in projects but also mainly an impact strategy, both at the local and the sectoral levels, along with a mid-term timeline and budget, are some of the hallmarks of UNDP-PMR program work.Originality/valueThis study showed two original experiences of mainstreaming DRM into subnational development policies in high risk contexts. These experiences had the participation of multiple stakeholders from local governments and communities. Nowadays, these two experiences are being implemented in the territories despite political administration changes in the last years.

Abstract Evacuation of rural communities threatened by wildfires is occurring more often, particularly in the western United States. Residents, public safety officials, community leaders, and public land managers are facing the issues and problems of this new experience. We used semi-structured interviews to elicit the evacuation experience from the viewpoint of evacuees and public safety officials in three case studies of wildfire evacuations in the western United States during 2000 and 2002. (Our interviews were conducted only with Teller County residents and officials.) We identify and describe the stages of the evacuation process as experienced by evacuees, and the dynamics and dilemmas associated with each stage. We analyze these perceptions and dynamics using the sociological lenses of social construction of meaning and structuration. The results indicate that evacuees and public safety officials have different perceptions and concerns about the evacuation process. We derive lessons learned from these three cases for use in planning future wildfire evacuations.

The introduction of photovoltaic solar household systems (PV/SHSs) into rural electrification programmes in the developing world has brought in its wake dissemination/adoption and sustainability challenges. In order to stimulate wider dissemination, some authors have advocated the greater involvement of the private sector. While the private sector has played a key role, this paper argues that effective government institutional and policy frameworks are the most pivotal elements in the push to disseminate PV/SHSs to the rural poor in the developing world. Using two case studies, the paper contextualises the link between what, at present are inadequate government institutional and policy frameworks and the low level of PV/SHS dissemination in rural Ghana.
