The article provides a literary review, systematizes approaches to the allocation of types of agricultural structure of Russian regions, and develops a method for allocating types of Russian regions according to the degree of development of agriculture, the food industry, and the branches of the economy that serve agriculture. This method takes into account the ratio of agribusiness industries, which we have grouped into three areas: I sphere (industries that produce products consumed by the II and III spheres of agriculture; 2 types of economic activity), II sphere (agriculture; 6 types of economic activity), III sphere (industries that process agricultural products or provide various services to them; 3 types of economic activity). Taking into account the coefficient of localization of agricultural production, three groups of regions were identified: agro-industrial, industrial and agricultural, as well as regions for which the agro-industrial complex is not a branch of their specialization. On the example of Russian regions, the developed methodology was tested: the structure of regions was dominated by agroindustrial regions (52.4% of the studied population), 20 and 19 regions were assigned to industrial-agricultural and other territories, respectively. The results obtained are important for authorities at all levels in their formation of agricultural policy, the concept of demographic development, and structural changes in the economy.

In the article it is considered methodological aspects of assessment of foreign economic activity at the level of Russian regions, it is highlighted advantages and disadvantages of some approaches. It was concluded that at present it is advisable to develop an integrated methodology for assessing the effectiveness of foreign trade activities of the region and its investment attractiveness, which can minimize the disadvantages of existing approaches and comprehensively reflect the ongoing processes in the region in the field of foreign economic activity. The need to assess foreign economic activity in the Russian regions on the basis of the principles of complementarity, cooperation and integration with other regions, generation of synergy, extension of spatially distributed value chains is justified. Application of this methodical approach in regional economy as the effective instrument of modern socially oriented management of processes for exploitation of natural resources, development of science and education, creation of regional infrastructure for support of export-oriented and import-substituting business is offered.

In modern conditions of new threats that destabilize social interaction, it is necessary to search for those factors that restore its stability of social interaction and increase the food security of society. One of them, in our opinion, is the economic patterns that traditionally exist in rural society. This article discusses one of the rural economic systems-personal subsidiary farms, which not only preserve rural territories, but also continue to provide the population with food, provide a decent level of income for the rural population, contributing to the solution of many life problems. The author analyzes the results of a sociological study conducted in the fall of 2018 in four southern Russian regions – the Republic of Kalmykia, the Astrakhan and Volgograd regions, and the Stavropol territory. This is the first large – scale study of rural diversity in the South of Russia. The author analyzes employment in the family-consumer mode, which characterizes the process of reforming the agro-industrial complex and the ongoing structural changes in the agricultural labor market. The questionnaire survey showed that in southern Russian villages, the family-consumer mode (personal subsidiary farms) has not lost its dominance, despite the emergence of such a strong actor as peasant farms, representing the family-business mode and supported by the state. Employment in private farms is primarily due to their economic resources, specialization, including different levels of marketability. The study showed that there is a significant part of the owners who are ready to expand their production, despite the existing difficulties in the socio-economic development of the country, region, or specific village.

The paper analyzes the impact of the federal regulatory burden on poverty dynamics in Russia. The paper provides regional level indices of the federal regulatory burden on the economy in 2008—2018 which take into account sectoral structure of regions’ output and the level of regulatory rigidity of federal regulations governing certain types of economic activity. Estimates of empirical specifications of poverty theoretical model with the inclusion of macroeconomic and institutional factors shows that limiting the scope of the rulemaking activity of government bodies and weakening of new regulations rigidity contributes to a statistically significant reduction in the level of poverty in Russian regions. Cancellation of 10% of accumulated federal level requirements through the “regulatory guillotine” administrative reform may take out of poverty about 1.1—1.4 million people.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

The article discusses the main directions and forms of adaptation of agricultural production experience to integration into digital platforms for the functioning of the agricultural sector. The informational and statistical basis of the study is determined; a circle of modern research centers that deal with the use of digital technologies in the agricultural sector is outlined; the technologies used in the agricultural sector are classified based on the cliometric approach, that demonstrated by analyzing the yield of grain crops in Russia from 1850 to 2019. Digital platforms for the functioning of the agro-industrial complex are highlighted, allowing to implement areas and forms of adaptation of agricultural production experience to integration into them. Concrete recommendations are given on the use of digital technologies in the field of agricultural production from the standpoint of increasing the competitiveness of agro-food products.

The presented methodology takes into account the influence of the peculiarities of agricultural production on the formation of a strategic management system in the agro-industrial complex and allows the complex to function successfully in the long term.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.
