The article is devoted to the study of labor protection problems in the context of opportunism, which takes place in the midst of a variety of varieties of social and labor relations. The necessity of the deepening of ideas of the nature of labor opportunism is substantiated. The conclusion of the probability of intentional and accidental nature of opportunistic behavior is established. Herewith in case of accidental opportunistic behavior, that can be conscious and unconscious (in contrast with intentional behavior), as vindicated before, damnification to another entity isn’t end in itself. The approach presented in the work to the interpretation of the essence of opportunism served as the basis for the author’s development of recommendations intended to contribute to a real improvement in the state of preservation of life and health of workers in the course of work.

The task of improving the system of accounting and analysis of accidents at industrial enterprises for many years has not lost its relevance both in Kazakhstan and abroad. Identification of the root causes of accidents is an important stage for the development and implementation of preventive and adaptive measures to reduce the risk of injuries to employees of enterprises. The article analyzes the characteristics of the indicators of industrial injuries, which are result — oriented (after the fact) — lagging and process-oriented (forecast) - leading. Lagging indicators are a retrospective description of the state of labor protection at a production facility, while advancing indicators characterize already completed or current actions and predict the result of the productivity of measures. The expediency of using leading indicators for predictive assessment of the state of industrial safety and, as a result, the development of a systematic approach to minimizing the number of incidents is justified. The article describes the labor market as an element of the economic system that determines the direction and pace of macroeconomic development, affects the welfare of the population and social protection. The dynamics of reduction of labor force for 2010-2020 due to the increase in the level of external labor and educational migration is given. It is substantiated that the creation of high-paying jobs and the reform of the wage system are effective tools for regulating external migration, which reduces aggregate supply, unemployment and the load on vacant demand. It is outlined that the development of the market of the newest forms of employment and freelance by stimulating the population to create small and medium enterprises, providing organizational, economic and regulatory prerequisites for the development of youth business, can be considered an effective tool to curb migration. The tools of improving the state employment policy are given, namely the tools of balancing the labor market of Ukraine in the projection of the state policy of migration management. The reasons for the growth of unemployment among graduates of educational institutions, youth and skilled people, which encourage potential migration in a period of socio-economic instability and political turmoil. Means of ensuring the preservation of intellectual and human resources of Ukraine and avoiding a shortage of workers in the labor market, which encourage the development of appropriate information and analytical support for analyzing the needs of the labor market (regional, local, sectoral, professional) in the projection of labor supply. The basic vectors of development of the modern labor market which efficiency depends on realization of effective tools, and also structural transformations in the labor markets are resulted. The role of the state in ensuring positive changes and the formation of new transformational approaches in the field of social and labor relations is outlined. The main criteria and priorities for the formation of employment policy in Ukraine are highlighted and the transformation of new types of employment is emphasized. The key indicators of the new type of labor relations are given.

The article examines the state of labor protection in the conditions of solving strategic tasks of the state policy on preserving the life and health of employees in the course of labor activity. The analysis of the regional experience of labor protection contributes to obtaining objective facts and allows us to draw conclusions about the effectiveness of the system under consideration. Priority measures are proposed to improve the labor protection of employees of enterprises on the basis of increasing investments in human capital, improving the education and competencies of employees, forming a culture of labor safety.

There are multiple public agencies in Brazil that operate for the purpose of inspection, investigation, and the levying of penalties for the crime of exploitation of labor in conditions analogous to slavery: These include the civil police, Federal Police, the Ministry of Labor, the Regional Labor Tribunals, the Public Ministry of Labor, the Federal Public Ministry, and the state-level public ministries, with branches that encompass the entire nation and others that focus on specific regions. The activities of each one of these entities is recorded in different types of documents that are processed at various levels and can cover considerable amounts of time, depending on the deadlines and procedures involved. While the volume of this documentation is quite substantial, these records are not especially well known or widely used.

Labor relations are a paramount consideration in crop agriculture, a labor-intensive industry that is dependent on land. The U.S. government has long regulated the supply of foreign farm labor on behalf of agribusiness, and that role became more critical as the industry restructured itself in the competitive neoliberal climate since the early 1990s. The H2A program, which permits quasi-private labor brokers to import Mexican “guest workers” for seasonal work on U.S. farms, expanded after 1990 into states in the mid-South, which was also experiencing new flows of undocumented immigrants. North Carolina emerged as the state importing the most H2A workers. This chapter draws on the case of the North Carolina Growers Association, the state's large H2A brokerage, to examine the relationship between the neoliberal state and guest workers during the 1990s. It shows that during the 1990s, the North Carolina H2A program morphed into a model of contractual labor relations that represented a case of “government by proxy,” not unlike other public-private partnerships formed in the neoliberal era. In this case, the state delegated responsibility for labor supply manipulation, control of workers, and regulatory oversight directly to private brokers who publicly represented and shared revenue streams with agribusiness growers.

It is necessary to carry out work to analyze the harmful factors of accidents during the production, operation and transportation of raw materials in oil and gas fields and assess their compliance with the requirements of the standards of the Republic of Kazakhstan. The main goal of labor protection is to create safe working conditions for employees, as well as to prevent personnel from illnesses. In this regard, it is necessary to have a system of accounting, analysis and assessment of the state of labor protection, as well as management of labor protection. This article proposes ways to quickly assess the state of health and safety at work by calculating a number of occupational risk indicators based on information available in the modules for assessing occupational safety by industrial risk indicators. The efficiency of using the OSH management systems software proposed by the authors is based on a specific task from four main modules "Employees", "Events", "Equipment", "Ecology" and a number of submodules. In addition, this work uses matrix methods for assessing risks in the "Probability or Consequences of an Event" coordinate system, "Elmeri" system, "Fine Kinney" method, "Risks". Modern expert methods are compared and presented under the title "Five stages of assessment"
