The runoff from heavy rainfall reaches urban streams quickly, causing them to rise rapidly. It is therefore of great importance to provide sufficient lead time for evacuation planning and decision making. An efficient flood forecasting and warning method is crucial for ensuring adequate lead time. With this objective, this paper proposes an analysis method for a flood forecasting and warning system, and establishes the criteria for issuing urban-stream flash flood warnings based on the amount of rainfall to allow sufficient lead time. The proposed methodology is a nonstructural approach to flood prediction and risk reduction. It considers water level fluctuations during a rainfall event and estimates the upstream (alert point) and downstream (confluence) water levels for water level analysis based on the rainfall intensity and duration. We also investigate the rainfall/runoff and flow rate/water level relationships using the Hydrologic Engineering Center’s Hydrologic Modeling System (HEC-HMS) and the HEC’s River Analysis System (HEC-RAS) models, respectively, and estimate the rainfall threshold for issuing flash flood warnings depending on the backwater state based on actual watershed conditions. We present a methodology for issuing flash flood warnings at a critical point by considering the effects of fluctuations in various backwater conditions in real time, which will provide practical support for decision making by disaster protection workers. The results are compared with real-time water level observations of the Dorim Stream. Finally, we verify the validity of the flash flood warning criteria by comparing the predicted values with the observed values and performing validity analysis.

Optimized and efficient decision-making systems is the burning topic of research in modern manufacturing industry. The aforesaid statement is validated by the fact that the limitations of traditional decision-making system compresses the length and breadth of multi-objective decision-system application in FMS.  The bright area of FMS with more complexity in control and reduced simpler configuration plays a vital role in decision-making domain. The decision-making process consists of various activities such as collection of data from shop floor; appealing the decision-making activity; evaluation of alternatives and finally execution of best decisions. While studying and identifying a suitable decision-making approach the key critical factors such as decision automation levels, routing flexibility levels and control strategies are also considered. This paper investigates the cordial relation between the system ideality and process response time with various prospective of decision-making approaches responsible for shop-floor control of FMS. These cases are implemented to a real-time FMS problem and it is solved using ARENA simulation tool. ARENA is a simulation software that is used to calculate the industrial problems by creating a virtual shop floor environment. This proposed topology is being validated in real time solution of FMS problems with and without implementation of decision system in ARENA simulation tool. The real-time FMS problem is considered under the case of full routing flexibility. Finally, the comparative analysis of the results is done graphically and conclusion is drawn.

The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. Within a clinical sports medical setting the discussion about doping is insufficient. In elite-sports use of pharmaceutical agents is daily business in order to maintain the expected top-level performance. Unfortunately, a similar development could be observed in the general population of leisure athletes where medical supervision is absent. As a sports physician you are facing imminent ethical questions when standing in between. Therefore, we propose the application of a standardised risk score as a tool to promote doping-prevention and launch the debate within athlete-physician-relationship. In the longterm such kind of risk stratification systems may support decision-making with regard to «protective» exclusion of sporting competition.
