It seems to be generally accepted that school meals played a small but important role in the creation of conceptual and practical space for the first green shoots of the modern welfare state, and that their provision, no matter how modest at the outset, therefore represented a major departure in the history of social policy. As Bentley Gilbert notes: “The passage of the Education (Provision of Meals) Act of 1906, and the Education (Administrative Provisions) Act of 1907, establishing medical inspection in State schools, marked the beginning of the construction of the welfare state. For the historian, feeding was the more important measure, not because it was wider in scope or more beneficial, but simply because it occurred first.” Thus the Liberal party's reforming administration of 1906–14 began with legislation on free school meals and school medical inspection. According to Pat Thane, this “was the first extension from the field of schooling into that of welfare of the principle that a publicly financed benefit could be granted to those in need, free both of charge and of the disabilities associated with the Poor Law,” and Charles Webster suggests that “the foundations were laid for the principle of providing publicly funded welfare benefits for an entire class of recipient without the imposition of the kind of limitations traditionally imposed under the Poor Law.” In more general terms, Ulla Gustafsson has asserted that school meals “inform our understanding of the relationship between the state, the family and children.”

While the 1834 New Poor Law and the controversies over its reform represent one of the central threads in every narrative of the history of modern Britain, the same can hardly be said of the German poor laws, whose history is far less known. This is due in large part to a historiographical tradition that sees the Bismarckian social insurance programs as the fons et origo of the German welfare state and thus marginalizes all forms of social assistance that can not be neatly fitted into the narrative pre-history or subsequent development of these programs. This contrasts with a British tradition where, as E. P. Hennock has recently argued, national insurance was primarily conceived as a means of poor law reform, and where the poor laws figure prominently in the historiography of the welfare state. On the other hand, this insurance-centered approach to the welfare state is not entirely to blame because, for their part, historians of poor relief have not been able to establish any positive connections between individualized, subsidiary, deterrent relief and social insurance or social security systems based on rights deriving from either contributions or citizenship.

AbstractThis essay inaugurates a new series in the Journal of British Studies titled “One British Thing.” This short essay uses a bottle of welfare orange juice distributed sometime between 1961 and 1971 to tell a larger story about the relationship between Britain's Welfare State and the colonization and decolonization of the British West Indies. The history of the Welfare State has largely been told as a metropolitan story severed from a wider global history of empire. The empty bottle of concentrated orange juice, however, tells a different story. It exposes Britain's own dependency on its colonial subjects to provide the means of furnishing welfare benefits to its metropolitan citizens. The history of welfare orange juice thus opens up a richer understanding of the politics and economics of the Welfare State and its relationship to colonial development projects on the one hand and the slow processes of decolonization on the other.

The welfare state emerged in 1948 when the National Assistance Act finally abolished the New Poor Law Forty-two years later, as politicians and bureaucrats struggle to keep increasing expenditure within bounds, the existence of the welfare state in its present form is under threat. Just over 150 years ago, the Old Poor Law was presenting parish ratepayers with a similar problem of rising costs, leading in 1834 to a fundamental reorganisation into the New Poor Law It may therefore be profitable to see how effective in practice the New Poor Law was when it replaced a system widely regarded as profligate, and to consider the extent to which benefits payable through the welfare state were available a hundred years or more ago.This study examines in detail how the New Poor Law, and other forms of relief, affected the whole population of the rural parish of Colyton, in south Devonshire, during the thirty years from 1851 to 1881. It will first describe the sources from which a poor person in Colyton in the mid nineteenth century could look for relief; next discuss how widespread poverty was and who the poor were; then look at what kinds of relief were available, under what conditions; and finally assess the comparative importance to the poor of the different agencies providing assistance.

This article puts contemporary debates about the relationship between immigration policy and the welfare state in historical perspective. Relying on new historical data, the article examines the relationship between immigration policy and social policy in Western Europe in the late 19th and early 20th centuries, when the modern welfare state emerged. Germany already had comparably strict immigration policies when the German Empire introduced the world’s first national social insurances in the 1880s. Denmark, another early social-policy adopter, also pursued restrictive immigration policies early on. Almost all other countries in Western Europe started out with more liberal immigration policies than Germany’s and Denmark’s, but then adopted more restrictive immigration policies and more generous social policies concurrently. There are two exceptions, Belgium and Italy, which are discussed in the article.

SummaryThe relationship of selected pretreatment characteristics to weight gain during treatment was examined in 81 anorexia nervosa patients. Good prognostic indicators correlating positively with weight gain were: no previous hospitalizations for anorexia nervosa, a great amount of overactivity before treatment, less denial of illness, less psychosexual immaturity and the admission to feeling hunger. A perinatal history of delivery complications was associated with the poor outcome predictor of prior hospitalizations.

Under the auspices of the 1808 Asylums Act, twelve county asylums for the institutionalised care of “dangerous idiots and lunatics” were created from 1808 through 1834. The advent of the New Poor Law in that latter year, with its emphasis on economising costs through “relieving” the poor in Union workhouses, resulted in a drastic increase in the number of mentally disabled people under the care of the Poor Law Overseers. Subsequently (and partially in consequence) the Lunatics Act of 1845 directed that all “lunatics, idiots, or persons of unsound mind” be institutionalised in county asylums. The Earlswood Asylum (formerly the National Asylum for Idiots) was the premier establishment for the care of people with mental disabilities throughout the Victorian era, and the institution upon which a national network would be modelled. This book chronicles and examines the history of the Earlswood Asylum from 1847–1901.
