This paper takes issue with Swift’s argument for the claim that parents who affirm equality of opportunity can justifiably buy advantageous private schooling if it is necessary to ensure educational adequacy for their children. We advance a number of reasons of justice and morality that support the view that egalitarian parents ought to accept a degree of educational inadequacy: parents have a pro tanto reason to share the burdens of injustice; it is not obvious that the legitimacy of parental partiality is as extensive in unjust circumstances as it is under just arrangements; we have some duty of justice to accept inadequacy for our children in the fight for the realization of educational justice; and we might be morally required to accept more than a fair share of the burden of establishing just educational institutions.

Some political philosophers have recently argued that providing K–12 students with an adequate education suffices for social justice in education provided that the threshold of educational adequacy is properly understood. Others have argued that adequacy is insufficient for social justice. In this article I side with the latter group. I extend this debate to racial inequality in education by considering the controversial practice of paying students cash for grades to close the racial achievement gap. I then argue that framing the demand for racial justice in education solely in terms of educational adequacy leaves us unable to take issue with the cash for grades policy as a matter of principle. While this does not entail that educational adequacy is unimportant, it adds to the general case for why adequacy does not suffice for social justice.

The Ideal

This paper examines and rejects two normative justifications for low-fee private schools (LFPS), whose expansion throughout the Global South in recent years has been significant. The first justification – what I shall call the ideal thesis – contends that LFPS are the best mechanism to expand access to quality education, particularly at the primary level, and that the premise of their success is that they reject educational equality and state intervention in educational affairs, traditionally associated with public schools, embracing instead educational adequacy and unregulated markets for education. Against this thesis, the paper argues that an ideal educational arrangement must not do away with educational equality and some degree of state interference. The other justification for LFPS – the secondbest thesis – contends that although LFPS do not represent the ideal state of affairs, they nonetheless bring us a step closer to the ideal of universal primary education; they are a ‘realistic’ approximation to that goal. Against the second-best thesis, the paper argues that this justification commits the approximation fallacy: by deviating from the ideal educational arrangement LFPS may obstruct rather than facilitate its achievement.

As a result of globalization, the number of people living outside of their countries of origin is on the rise. Among them are children of primary and secondary school age of varying socio-economic backgrounds. This article addresses the education-related challenges that children in such circumstances face. I first identify two principles – an educational adequacy principle and a presumption of responsibility on the part of a host country for meeting children’s educationalneeds – which are widely employed to guide national policy decisions on educational content and the distribution of educational resources. I then discuss a number of problems that students living abroad face which, I argue, policies devised on the basis of these principles either systematically overlook or, in some cases, exacerbate. Finally, I offer two alternative principles – a cosmopolitan revision of the first and a replacement for the second with a focus on collective responsibility – designed to promote education policies better suited to a globalized world which might help to alleviate the barriers to success commonly encountered by children learning abroad.

This chapter addresses the value of equality of opportunity and assesses its implication for the design of the school system, arguing for the radical conclusion that the state should prohibit elite private schools. It begins by outlining how elite private schools create inequalities in prospects between children, and develops an account of why this is morally problematic. A challenge to the chapter’s argument comes from those who reject equality of opportunity in favour of educational adequacy. The chapter then considers the possibility that it is wrong for the state to prohibit elite private schools because this interferes too much in family life. It offers a framework for assessing which choices should be protected on these grounds, and argues that the choice to send one’s child to an elite private school does not fall in this set.

This article seeks to move the adequacy issue forward by demonstrating that under a certain set of assumptions, it is possible to provide a set of programmatic offerings that corresponds well with what we consider to be an emerging, research-based consensus about what constitutes best practices. We do this by showing what could be purchased with the national average expenditure per pupil if it were to be applied to one adequacy approach, the evidence-based approach, and how these resources have been linked to increases in student performance.
