The Government

This paper is an examination of the role of the Hong Kong government vis-à-vis governments in Japan and other Asian newly industrialized economies (NIEs) in high-tech industrial development. It is argued that, whereas governments of Japan and other Asian NIEs have played very important roles in facilitating industrial restructuring, the Hong Kong government has so far refrained from direct participation in industrial development. Although the Hong Kong government has assumed an important position in the course of economic development in the territory, especially in terms of land-related economic activities, it has little vested interest and experience in directing industrial developments. It was not until the 1990s that the government switched from a ‘positive nonintervention’ to a ‘minimum intervention with maximum support’ industrial policy and began to play a more active role in facilitating industrial upgrading. The effectiveness of the changing industrial policy and the prospects for high-tech development in the territory are reviewed by examining the challenges and opportunities faced by the Hong Kong government in facilitating high-tech industrial development.

Solid waste management system is becoming a significant environmental, economic and technological challenge due to the increasing population and different waste stream. Municipal solid waste (MSW) is easy to generate but difficult to venerate. The question of whether MSW is an undervalued resource or an environmental burden is in continual debate. This paper presents an overview and structure of the current MSW management in Hong Kong and the advantages of waste diversion when the waste that normally would be delivered to the landfill is removed from the MSW. This paper also studies the technology of energy recovery which can be achieved from MSW in direct combustion as a fuel to produce power and heat, or indirectly, through waste conversion to fuel or fuel in a state of storage for future use. The necessity, rationale and application of energy recovery facilities are discussed to meet public health and environmental concerns and the public’s desire and willingness to reuse and recycle waste materials. Solid waste management serves both resource recovery and waste disposal in the public’s future challenges and opportunities for change.

Hong Kong is a mature and busy metropolis with 7.5 million residents. Being constrained by limited land area for development, the cityscape of Hong Kong is primarily 3-dimensional in nature. The vast majority of the growing population is accommodated in closely packed high-rise residential towers. Similar to other major urban centres worldwide, Hong Kong citizens are affected by the virtually continuous construction activities expanding and renewing the city. The numerous construction sites are also bringing noise disturbance to some neighbourhoods. In 2020, the Hong Kong Environmental Protection Department completed a feasibility study on managing construction noise, including those associated with renovation of domestic premises. Part of the study was the conducting of face-to-face interviews of more than 5,000 households via a large scale public survey to gauge their views on construction noise disturbance, among others. This paper describes the current state and conditions of construction noise in Hong Kong, the issues and constraints, as well as challenges and opportunities. Highlights from the scientifically conducted public survey will be included to provide a robust and more comprehensive description of the prevailing situation.

This article explores the challenges and opportunities for methodological innovation arising from an exploratory, cross-national, qualitative study of women’s lives in Hong Kong and Britain. We begin by briefly outlining the aims of our study and its original research design, based on life history interviews with young adult women and their mothers in each location. We then turn to a discussion of how this was modified as we recruited participants and conducted the interviews, including the use of vignettes. We aim to be transparent about some of the problems of implementing a symmetrical approach to generating qualitative data in very different socio-cultural settings compounded by the practical difficulties of geographical distance between team members. We argue for a flexible approach that takes account of local cultural sensibilities rather than trying to follow rigidly identical procedures, recognising also that, in any qualitative research team, there will be differences in approach that affect the data produced. We highlight some of the insights yielded by the problems we encountered and, in particular, an accidental innovation that occurred through an ad hoc decision to conduct focus groups with the young women, which we call ‘cross-cultural data feedback’. This innovation involved our participants in contributing to cross-cultural comparison and also brought taken-for-granted assumptions in each setting into sharp relief, as well as sensitising us to issues that proved important in analysing our data. This leads us to raise issues of interpreting and analysing data from differing socio-cultural locations and translating between cultures. We conclude with some recommendations including the potential for the future development of our method of cross-cultural data feedback.
