Objective: To identify, describe and analyse the narratives present in the documents donated by women to Chile’s Museum of Memory and Human Rights (MMDH). Methodology: A mixed-method exploratory study which presents a descriptive statistical analysis of the collection of documents donated to the MMDH, according to the person making the donation and the genre; an analysis of the profile, rationale, origin and type of experience described in order to propose a classification; and the analysis of 37 documents selected in order to illustrate this classification. Results: Despite the severe restrictions imposed on political activity, association, and public discourse, and the profound damage that state terrorism inflicted on the social fabric, the personal documents of women bear witness to their fundamental role in the defence and promotion of human rights, as well as in the political, social and cultural mobilization against the dictatorship of Chile.

Al comenzar el siglo XXI hemos sido testigos de un replanteamiento del histórico debate sobre ética y demografía, pues se han priorizado los derechos del individuo sobre el bien público y se ha incluido en tal debate un conjunto de nuevos elementos, en particular la sexualidad. Este cambio está intrínsecamente relacionado con la aparición y el impacto de los movimientos sociales –iniciativas relacionadas con el VIH sida que promueven las organizaciones feministas, gays y lésbicas– interconectados globalmente y capaces de difundir un discurso público relativo a la sexualidad tanto en el terreno de las políticas nacionales como en el de las internacionales. A pesar de los logros obtenidos al abordar los temas de sexualidad y VIH sida en el marco de los derechos humanos, la concepción de las cuestiones éticas relacionadas con el cambio demográfico y la sexualidad no se ha incluido a cabalidad. En este artículo se abordan los aspectos conceptuales y las conclusiones preliminares de una investigación que se ha desarrollado por medio de un estudio y un análisis comparativo entre países relativo a la aparición de un diálogo público en torno al género, la orientación sexual, el VIH sida y otros temas torales en el campo de los estudios de población. AbstractThe beginning of the 21st century has witnessed a reformulation of the historical debate on ethics and demography, since individual rights have been given priority over the public good and a set of new elements, particularly sexuality, have been included in this debate. This change is intrinsically linked to the emergence and impact of social movements-initiatives related to HIV-AIDS promoted by feminist, gay and lesbian organizations that are globally linked and capable of disseminating a public discourse on sexuality within the sphere of both national and international policies. Despite the success achieved in dealing with the issues of sexuality and HIV aids in the framework of human rights, the conception of ethical issues related to demographic change and sexuality has not been fully completed. This article deals with the conceptual aspects and preliminary conclusions of a research project through a study and comparative analysis of countries regarding the emergence of a public dialog on gender, sexual orientation, HIV-AIDS and other key issues in the field of population studies.

El presente artículo trata sobre la función social del museo y sus acciones a favor de los derechos igualitarios de las personas con discapacidad, dentro de lo establecido por la Convención Sobre los Derechos de las Personas con Discapacidad (CDPD). Los museos pueden efectivizar los derechos contenidos en el artículo 30 de la CDPD, es decir, el derecho a la accesibilidad a la cultura y a la posibilidad del desarrollo de una agencia artística.  Palabras clave: museos, discapacidad, derechos humanos, accesibilidad a la cultura, desarrollo de la agencia en el campo de la cultura.   AbstractThis paper deals with the social function of the museum and its actions in favor of the equal rights of persons with disabilities, within the provisions of the Convention on the Rights of Persons with Disabilities (CDPD). AbstractThe Madres y Abuelas de Plaza de Mayo are internationally recognized for human rights work in their ongoing campaign for justice for those who disappeared during the most recent dictatorship in Argentina. ey have become the contemporary Argentine symbol for the implementation of human rights in the society. The article examines how they implicitly carry on the liberation theological heritage and have reclaimed the public sphere through: shedding light on the clandestine actions of state terrorism, turning private motherhood political and reconstructing public discourse. Despite such efforts to put memory, truth and justice on the public agenda, a history of impunity made reconciliation difficult in Argentina. The engagement of the Mothers and Grandmothers off ers clues for the continuation of liberation theology as a type of public theology, with human rights as its focus.

El 2 de noviembre de 2011 la Sala Superior del Tribunal Electoral del Poder Judicial de la Federación emitió una resolución a favor del municipio indígena de Cherán en la que por primera vez en la historia del Estado mexicano reconoció el derecho de un municipio indígena para elegir a una autoridad municipal conformada de acuerdo a sus “usos y costumbres”. Esta sentencia que ha sido considerada paradigmática en materia de derechos humanos de los pueblos indígenas en realidad fue el corolario de un extraordinario proceso social que trastocó la escena política de Michoacán en plena coyuntura electoral. En este trabajo reflexiono a partir de mi experiencia como abogado de la comunidad de Cherán en el proceso judicial citado y como participante de este proceso los alcances y los límites del uso del derecho en los movimientos sociales de los pueblos indígenas de México.palabras clave: Cherán, derechos humanos, “usos y costumbres” y uso críticodel derecho.---LAW IN UPRISING: The counter-hegemonic use of law in the Purepecha movement of CheranOn November 2nd, 2011, the Electoral Court of the Judicial Power of the Federation in México, issued a resolution in favor of the indigenous town of Cherán. For the first time in México’s history, the state recognized an indigenous municipality’s right to elect a municipal authority formed according to their “uses and customs”. This judgment, which has been considered paradigmatic for indigenous peoples’ human rights, was actually the culmination of a remarkable social process that disrupted Michoacán’s political scene, while in full electoral conjuncture. Parting from my experience as a lawyer of the community of Cherán in said judicial process, and as a participant of it, I reflect in this paper on the scope and the limits of the use of law by the social movements of México’s indigenous peoples.keywords: Cherán, human rights, “customary”, and law’s critical use.

 El artículo analiza la responsabilidad social universitaria desde la perspectiva de los ex rectores de diferentes universidades que aceptaron ser parte del libro “La responsabilidad social de la universidad mexicana a mitad del siglo XXI” se interpreta su discurso a través de las dimensiones de la ISO 26000. La investigación se desarrolló mediante un enfoque cualitativo a través de 13 discursos de ex rectores considerando los procedimientos establecidos por la Teoría Fundamentada de los datos como estrategia para analizar la información recopilada. Se identificaron las siete dimensiones a lo largo de los discursos de los ex rectores que son la gobernabilidad, los derechos humanos, prácticas laborales, prácticas justas de operación, asuntos de los consumidores, el medio ambiente y el desarrollo e involucramiento de la comunidad. Abstract The article analyzes the university social responsibility from the perspective of the former rectors of different universities that accepted to be part of the book “The social responsibility of the Mexican university in the middle of the 21st century”, his speech is interpreted through the dimensions of ISO 26000 The research was developed through a qualitative approach through 13 speeches of former rectors considering the procedures established by the Grounded Theory of the data as a strategy to analyze the information collected. The seven dimensions were identified throughout the speeches of former rectors that are governance, human rights, labor practices, fair operating practices, consumer affairs, the environment and community development and involvement.

The last Argentine dictatorship (1976–1983) left a legacy of an estimated 30,000 desaparecidos (disappeared people). Three decades later, the wall of impunity is now being torn down. Trials are spreading across Argentina and hundreds of repressors are being judged. These trials are public spaces for collective memory making, political arenas for competing memory battles, and forums in which new information and perspectives about what happened under state terrorism continually emerge. Through the testimonies of survivors and the claims of the defense teams we gain new knowledge about the level and scope of the human rights abuses, how the repressive apparatus worked, the everyday “normality” of state terrorism, and society’s complicity. La última dictadura argentina (1976–1983) dejó un legado de cerca de 30,000 desaparecidos. Tres décadas más tarde, el muro de la impunidad está siendo derribado. Los juicios se multiplican por todo el país y cientos de represores están siendo enjuiciados. Estos juicios son espacios públicos para la construcción de la memoria colectiva, escenarios politicos para las batallas sobre la memoria y foros en los que continuamente surgen nuevas perspectivas e información sobre lo ocurrido bajo el terrorismo de estado. A través del testimonio de los sobrevivientes y los reclamos de los equipos de defensa legal surge un nuevo conocimiento acerca del nivel y el alcance de los abusos de los derechos humanos y sobre cómo funcionaba el aparato represivo, la “normalidad” cotidiana del terrrorismo de estado y la complicidad de la sociedad.

Este trabajo tiene por objeto explorar la congruencia entre las recomendaciones curriculares y las prácticas reales en la educación en derechos humanos en la formación académica de las/los futuros trabajadores sociales. Mediante la técnica de revisión integrativa de literatura se explora, a escala internacional, las publicaciones científicas sobre la materia. Además, en el caso de España se revisan los planes formativos de las universidades nacionales. Se analizan tres ejes: prescripciones institucionales, la inclusión de los derechos humanos en el currículo, y el contenido de los cursos sobre derechos humanos desarrollados en el marco de los mismos o de experiencias alternativas. Se presenta un estado de la cuestión, una propuesta de indicadores y los retos que las instituciones educativas de Trabajo Social deben afrontar si quieren hacer efectivo el mandato ético de la defensa y promoción de los derechos humanos como parte del cometido profesional.This work aims to explore the congruence between curricular recommendations and real practices in human rights education in social work. Through an integrative literature review, scientific publications on the subject are explored on an international scale. In addition, in the case of Spain, the training plans of national universities are reviewed. Three axes are analyzed: institutional prescriptions, the inclusion of human rights in the curriculum, and the content of the courses on human rights developed within their framework or alternative experiences. It presents a state of the question, a proposal of indicators and the challenges that the Social Work educational institutions must face if they want to make effective the ethical mandate of the defense and promotion of human rights as part of the professional role.

El artículo tiene como propósitos identificar y examinar los principales retos estructurales y procedimentales de la reintegración social para adolescentes en México, así como analizar la posible transformación del actual sistema de justicia para adolescentes, de carácter positivista, punitivo y sustentado en prácticas penitenciarias violatorias de los derechos humanos, en un sistema de justicia que sane y restaure las omisiones sociales e institucionales, al igual que las condiciones de exclusión y marginación que históricamente han caracterizado a los/las adolescentes en conflicto con la ley. Para ello, se utiliza el método etnográfico, por medio de observación participante, entrevistas y grupos focales con asociaciones civiles vinculadas al proceso de reintegración. El marco teórico se basa en la teoría crítica, fundamentalmente criminológica. Se concluye que, si bien la justicia restaurativa ha sido incorporada declarativamente a los mecanismos penitenciarios, el núcleo positivista del sistema penal todavía produce y permite violaciones a los derechos humanos, aun con la labor que desarrollan asociaciones civiles, centrada en la dimensión fundamental de la justicia restaurativa: el vínculo social entre jóvenes y comunidad.      Abstract The purpose of this article is to identify and examine the main structural and procedural challenges of social reintegration for adolescents in Mexico, as well as to analyze the possible transformation of the current justice system for adolescents (which is positivist, punitive and sustained in penitentiary practices that violate human rights), into a justice system that heals and restores social and institutional omissions, and also the conditions of exclusion and marginalization that historically have characterized adolescents in conflict with the law. For such purposes, the ethnographic method is used, through interviews and focus groups with organizations of civil society. The theoretical framework is based on critical theory, fundamentally criminological. It is concluded that, although restorative justice has been incorporated declaratively into penitentiary mechanisms, the positivist nucleus of the penal system still produces and allows violations of human rights, even with the work developed by civil associations focused on the fundamental dimension of restorative justice: the social bond between the youth and the community.

An apology is a formal and known acknowledgement that an individual uses when some individuals violate human rights, i.e., apologies emerge when human rights are violated for a reason or another. The national apology can be defined as the type of apology that is political, collective, and intrastate which a group of people offer to another by using an appropriate representation. Though the term ‘age of apology’ first emerged two decades ago, the term ‘national apology’, even with age, has continued to be one that is specifically analytically elusive. In contrast to interpersonal apologies that exist between individuals, a collective apology is constructed of and directed to definite communities. It is considered as political since it is made by/through political or social companies, institutions or organizations and for past wrongdoings of political characters. Using national apology, the speaker tries to be political in his/her speech to be able to achieve his/her aim of the communication. Using different strategies, one of them is national apology, the speaker tries to avoid FTA and get the acceptable response from the audience. The aim of this study is to analyze how the speaker uses the national apology in public discourse, the reasons, the constructions and the meaning of this kind of apologies. This study is concerned with investigating the social functions of national apologies.

A educação em/para os Direitos Humanos preocupa-se em promover uma sociedade mais justa e igualitária. A discussão contemporânea passa em inserir as questões ambientais nessas reflexões, pois temos vivido experiência que nos apontam o caos socioambiental que nos encontramos enquanto sociedade. Nesse sentido, o presente estudo analisa três documentos recentes concernentes à educação em/para os Direitos Humanos: o Plano Nacional de Direitos Humanos, na sua terceira versão, datada de 2010 (PNDH-3); o Plano Nacional de Educação em Direitos Humanos, lançado no ano de 2007 (PNEDH); e as Diretrizes Nacionais para a Educação em Direitos Humanos, do ano de 2012. Tais documentos são os principais direcionamentos para uma prática educativa dos Direitos Humanos, logo é importante perceber o lugar das questões ambientais nesses contextos. Para isso questionamos qual o lócus que as questões ambientais têm nos documentos oficiais de educação em/para os Direitos Humanos no Brasil? Objetivando assim analisar qual o lócus das questões ambientais nos documentos oficiais de educação em/para os Direitos Humanos no Brasil. Para isso nossa pesquisa propõe-se a refletir sobre como as questões ambientais são percebidas por documentos oficial da educação em/para os Direitos Humanos no Brasil como também apontar caminhos para a reflexão de uma educação em/para os Direitos Humanos pautada por questões ambientais. A pesquisa é essencialmente qualitativa, bibliográfica e documental entendendo os documentos como artefatos produzidos por humanos em determinada conjuntura para comunicar algo. Concluímos que por mais que os documentos avancem em colocar a questão ambiental em pauta há uma concepção antropocêntrica nesse movimento, sendo necessário então uma educação em/para os Direitos Humanos e da Natureza.   Educación en / para los Derechos Humanos y la Naturaleza: una mirada sensible en los documentos brasileños La educación en / para los Derechos Humanos se preocupa por promover una sociedad más justa y igualitaria . The contemporary discussion involves inserting environmental issues in these reflections, because evidence exists which points to the social-environmental chaos that we find ourselves in as a society. In this sense, the present study analyses three recent documents concerning education in/for human rights: The National Plan of Human Rights, in its third version, dated 2010 (PNDH-3), the National Plan of Education in Human Rights, launched in 2007 (PNEDH), and the National Guidelines for Education in Human Rights, of 2012. Such documents are the main guidelines for an educational pratice of Human Rights. It is therefore important to understand the place of environmental issues in these contexts. To this end, we question what locus environmental issues have in the official education documents in/for Human Rights in Brazil? Thus, aiming to analyse the place of environmental issues in  official education documents in/for Human Rights in Brazil. For that reason, our research proposes to reflect on how environmental issues are perceived by official documents on education in/for Human Rights in Brazil as well as pointing out ways for reflections on education in/for Human Rights based on environmental issues. The research is essentially qualitative, bibliographic and documentary comprehending documents as artefacts produced by humans at a certain juncture to communicate something. We conclude that as much as the documents move forward in putting the environmental issue on the agenda there is an anthropocentric bias in this movement.
