<p><strong>Abstract.</strong> In urban planning, a common unit of measurement for population density is the number of households per hectare. However, the actual size of the households is seldom considered, neither in 2D nor in 3D. This paper proposes a method to calculate the average size of the household in existing urban areas from available open data and to use it as a design parameter for new urban development. The proposed unit of measurement includes outdoor and indoor spaces, the latter comprising both residential and non-residential spaces. As a test case, a to-be-planned neighbourhood in Amsterdam, called Sloterdijk One, was chosen. First, the sizes of “typical” households, as well as a series of KPIs, were computed in existing neighbourhoods of Amsterdam, based on their similarities with the envisioned Sloterdijk One plan. Successively, the resulting size of the household was used as a design parameter in a custom-made tool to generate semi-automatically several design proposals for Sloterdijk One. Additionally, each proposal can be exported as a CityGML model and visualised using web-based virtual globes, too. Significant differences among the resulting proposals based on this new unit of measurement were encountered, meaning that the average size of a household plays indeed a major role.</p>

The recent rapid increase in urbanization has led to the inclusion of underground spaces in urban planning policies. Among the main subsurface resources, a strong interaction between underground infrastructures and groundwater has emerged in many urban areas in the last few decades. Thus, listing the underground infrastructures is necessary to structure an urban conceptual model for groundwater management needs. Starting from a municipal cartography (Open Data), thus making the procedure replicable, a GIS methodology was proposed to gather all the underground infrastructures into an updatable 3D geodatabase (GDB) for the metropolitan city of Milan (Northern Italy). The underground volumes occupied by three categories of infrastructures were included in the GDB: (a) private car parks, (b) public car parks and (c) subway lines and stations. The application of the GDB allowed estimating the volumes lying below groundwater table in four periods, detected as groundwater minimums or maximums from the piezometric trend reconstructions. Due to groundwater rising or local hydrogeological conditions, the shallowest, non-waterproofed underground infrastructures were flooded in some periods considered. This was evaluated in a specific pilot area and qualitatively confirmed by local press and photographic documentation reviews. The methodology emerged as efficient for urban planning, particularly for urban conceptual models and groundwater management plans definition.

<p><strong>Abstract.</strong> We show an approach how to provide computed feedback on citizens’ proposals based on open data and expert knowledge in urban planning and public participation by using Domain-Specific Languages (DSL). We outline the process involving different stakeholders of engineering such a DSL and provide an architecture capable of executing the language and uploading new scripts at runtime. A real-world example of the city of Hamburg is used to show the principles and serves as input for development. A prototype has been implemented and evaluated at various events involving citizen and city representatives. We conclude that DSLs can be successfully applied to enable a new way to access data in a more convenient and understandable form, abstracting from technical details and focusing on domain aspects.</p>

This paper aimed to explain public financial governance based on good governance implementation in Jakarta Provincial Government. This paper specifically discussed towards transparancy implementation of local budget (APBD) through open data portal that publishes budget data to public. In general, financial transparency through open data has met Transparency 2.0 standards, namely the existence of encompassing, one-stop, one-click budget accountability and accessibility. But there are indeed some shortcomings that are still a concern in order to continue to maintain commitment to the principle of transparency, namely by updating data through consistent data visualization.Transparency of public finance needs to continue to be developed and improved through various innovations to maintain public trust in the government.Keywords: Public Finance, Open Data, Transparency
