Subirrigation through subsurface tile drains has potential to increase crop yields and improve water quality in tile-drained landscapes, but it has not been widely implemented. Identifying locations with high potential suitability for subirrigation may help the planning and implementation of this practice. In this study, we developed a fuzzy rating system for subirrigation suitability using the Gridded Soil Survey Geographic Database (gSSURGO). Maps of the fuzzy rating system identified locations of high potential suitability for subirrigation and highlighted physiographic regions highly conducive to the practice. We identified 78,500 km2, about 9%, of agricultural land in the Midwest with high potential suitability for subirrigation where onsite investigation may be targeted. The largest areas of high potential suitability were found in Minnesota, Illinois, and Indiana. Results from the fuzzy rating analysis are provided to the public through three channels: a downloadable data repository, map service, and web map tool. Ultimately, this study can facilitate the adoption of subirrigation by highlighting areas where subirrigation may potentially be a viable practice. The United States has a geographically mature and stable land use and land cover system including land used as irrigated cropland; however, changes in irrigation land use frequently occur related to various drivers. We applied a consistent methodology at a 250 m spatial resolution across the lower 48 states to map and estimate irrigation dynamics for four map eras (2002, 2007, 2012, and 2017) and over four 5-year mapping intervals. The resulting geospatial maps (called the Moderate Resolution Imaging Spectroradiometer (MODIS) Irrigated Agriculture Dataset or MIrAD-US) involved inputs from county-level irrigated statistics from the U.S. Department of Agriculture, National Agricultural Statistics Service, agricultural land cover from the U.S. Geological Survey National Land Cover Database, and an annual peak vegetation index derived from expedited MODIS satellite imagery. This study investigated regional and periodic patterns in the amount of change in irrigated agriculture and linked gains and losses to proximal causes and consequences. While there was a 7% overall increase in irrigated area from 2002 to 2017, we found surprising variability by region and by 5-year map interval. Irrigation land use dynamics affect the environment, water use, and crop yields. Regionally, we found that the watersheds with the largest irrigation gains (based on percent of area) included the Missouri, Upper Mississippi, and Lower Mississippi watersheds. Conversely, the California and the Texas–Gulf watersheds experienced fairly consistent irrigation losses during these mapping intervals. Various drivers for irrigation dynamics included regional climate fluctuations and drought events, demand for certain crops, government land or water policies, and economic incentives like crop pricing and land values. The MIrAD-US (Version 4) was assessed for accuracy using a variety of existing regionally based reference data. Accuracy ranged between 70% and 95%, depending on the region.

Global climatic changes, technogenic pollution by pollutants, violations of technologies of exploitation of reclaimed land lead to a decrease in fertility and soil degradation of agricultural land. Adverse weather conditions, resulting in a lack of adequate flood water, and economic difficulties in agriculture make it difficult to fill the deficit of organic matter and macronutrients in reclaimed alluvial soils. The monitoring of agrochemical properties of alluvial meadow medium-loamy soil of the stationary site (reclaimed lands of JSC «Moskovskoye» of Ryazan region), located in the floodplain of the Oka river, conducted by the Meshchersky branch of Vniigim, showed the presence and intensification of degradation changes in the soil. Thus, comparing the agrochemical indicators in the layer 0–20 cm, carried out in 1995, with the indicators of 2019, it should be noted a decrease in soil fertility. The decrease in soil quality was expressed in a decrease in the amount of mobile phosphorus by 37.6 %, mobile potassium by 53.3 %. Also, during this time there was a decrease in organic matter by 9.1 %, and an increase in soil acidity was 0.6 pH. As a result of such changes, soils lose ecological stability and become more vulnerable to adverse weather and negative anthropogenic impacts. In such a situation, advanced agricultural techniques should be actively used to obtain guaranteed, environmentally safe crop yields and restore the fertility of degraded reclaimed soils. In this regard, there is a need to develop innovative methods of fertility restoration of degraded alluvial soils in reclaimed lands using multi-component organic-mineral ameliorants. Meshchersky branch performs research work in addressing this issue.

In Ukraine 57.5 % of agricultural land is subjected to erosion with 10–24 million tons of humus, 0.3–0.96 million tons of nitrogen, 0.7–0.9 million tons of phosphorus and 6–12 million tons of potassium lost annually. Degradation processes are also common on chernozems, which cover about 60 % of the Ukrainian territory. The aim of the research is to defi ne the most eff ective soil conservation practices and legislative decisions aimed to conservation/recovering the Ukrainian chernozem fertility. The experimental data of the agrochemical certifi cation of Ukrainian lands, data from scientifi c papers, stock and instructional materials as well as our own fi eld and laboratory studies were used. It has been established that the long-term use of deep subsurface tillage on typical chernozem increases, compared with plowing, the content of 10–0.25 mm of air-dry and water-resistant aggregates, the bulk density, soil water storages, water infi ltration rates, the content of mobile phosphorus and exchangeable potassium, pHH2O, CaCO3 stocks, the contents of humic and fulvic acids, molecular weights of humic acids – by 5.5 and 3.06 %; 0.05 g/cm3; 25.5 mm; 22.6 mm/h; 0.1 and 3 mg/100 g of soil; 0.03 pHH2O; 18 t/ha, 0.02 and 0.04 %, 91195 kDa, respectively. Fertilizers may contribute to the crop yields increase from by 60% in the Polissya, by 40 % – in the Forest Steppe, by 15 % – in the Wet Steppe, by 10 % – in the Dry Steppe and by 40 % – in the Irrigated Steppe areas. In soil-conservation rotations, the crop placement and alternation are advisable to combine with strips or hills sowing, taking into account the local relief features; soil alkalinization, applying anti-erosion structures. Ukrainian agriculture will receive additional 10–12 million tons of forage units or 20–22 % from all fodder in a fi eld agriculture under increasing 8–10 % of arable lands for intercrops. It is advisable to mulch the eroded chernozems of Ukraine depending on their texture composition: 1.3 t/ha of mulch for sandy and loamy soils, 1.9 t/ha – for sandy and 1.1 t/ha – for loamy soils. The implementation of soil conservation agriculture can minimize some soil degradation processes and improve eff ective soil properties required to realize the biological potential of cultivated plants. Nowadays, according to decentralization and current legislation (Land Code of Ukraine, Resolution of the Cabinet of Ministers of Ukraine and the Law of Ukraine «On Self-Governance»), the public lands have been transferred to the CTCs since 1 February 2018. In 2018/2019, 788 CTCs received communal ownership of 1.68 ha of public lands. According to the Draft Law «On Amendments to Several Legal Documents of Ukraine on Agricultural Lands Turnover», the consolidated territorial communities become the legal entities and can acquire property rights to agricultural land plots. Therefore, transferring the lands to be used by the newly created CTCs is currently an urgent issue that requires extended scientific and practical research. The paper aims to research the role of land reform in Ukraine and its impact on increase of CTCs’ budget revenues. The stages of land reform and the development of the land reform in Ukraine as well as its implementation strategy are outlined. The disparities of the integrated satellite map and the data of the Land Cadaster of Ukraine in terms of unregistered lands are defined. The amount of a CTC budget’s increased revenues due to the reform is estimated. Statistical data on small, medium, and large farmers and their interest in the land reform are analyzed. The terms of selling the land to foreign investors and conditions of participation in land auctions are examined. The mechanisms of land purchase, selling, and lease in line with the land reform are suggested. Generalizing the presented aspects of the land reform in Ukraine and their impact on economic activity of the newly created CTCs, it can be argued that the process is quite positive and necessary for both communities and businesses in order to get additional budget revenues for CTCs. The land reform improves the living standards of Ukrainian people through the disclosure of the country’s agricultural capacity.

It is January 2014, and the case protagonist, David Milestone (senior advisor at the Center for Accelerating Innovation and Impact at the U.S. Agency for International Development's Global Health Bureau), is preparing for a meeting of global stakeholders and pharmaceutical manufacturers who are interested in reducing mortality caused by childhood pneumonia and are prepared to donate $10 million to support this effort.Milestone's goal is to propose a strategy to address childhood pneumonia in Uganda, toward which the $10 million donation would go. In addition to effectively and sustainably reducing childhood pneumonia deaths, the plan must align the interests of various stakeholders behind the problem. A successful strategy in Uganda could be a model for interventions elsewhere. The United Nations Commission on Lifesaving Commodities for Women and Children recently identified Uganda as a “pathfinder” country, meaning it could serve as the example for other countries wrestling with the same issues. Importance: Social media is widely used by various segments of society. Its role as a tool of communication by the Public Health Departments in the U.S. remains unknown. Objective: To determine the impact of the COVID-19 pandemic on social media following of the Public Health Departments of the 50 States of the U.S. Design, Setting, and Participants: Data were collected by visiting the Public Health Department web page for each social media platform. State-level demographics were collected from the U.S. Census Bureau. The Center for Disease Control and Prevention was utilized to collect information regarding the Governance of each State’s Public Health Department. Health rankings were collected from “America’s Health Rankings” 2019 Annual report from the United Health Foundation. The U.S. News and World Report Education Rankings were utilized to provide information regarding the public education of each State. Exposure: Data were pulled on 3 separate dates: first on March 5th (baseline and pre-national emergency declaration (NED) for COVID-19), March 18th (week following NED), and March 25th (2 weeks after NED). In addition, a variable identifying the total change across platforms was also created. All data were collected at the State level. Main Outcome: Overall, the social media following of the state Public Health Departments was very low. There was a significant increase in the public interest in following the Public Health Departments during the early phase of the COVID-19 pandemic. Results: With the declaration of National Emergency, there was a 150% increase in overall public following of the State Public Health Departments in the U.S. The increase was most noted in the Midwest and South regions of the U.S. The overall following in the pandemic “hotspots,” such as New York, California, and Florida, was significantly lower. Interesting correlations were noted between various demographic variables, health, and education ranking of the States and the social media following of their Health Departments. Conclusion and Relevance: Social media following of Public Health Departments across all States of the U.S. was very low. Though, the social media following significantly increased during the early course of the COVID-19 pandemic, but it still remains low. Significant opportunity exists for Public Health Departments to improve social media use to engage the public better.

AbstractThis paper examines advocacy, agenda-setting and the public policy focus of private philanthropic foundations in Australia. While concerns have been raised regarding advocacy and public policy influence of foundations in countries such as the U.S., less is understood on this issue in other contexts. Interviews were conducted with 11 managers and trustees of 10 Private Ancillary Funds (PAFs) in late 2014. Analysis of publicly available data on the participating PAFs was then undertaken comparing PAF information available at the time of the interviews with that available approximately five years later, to consider any changes in the public communication of their agendas. Findings reveal PAFs’ agendas were largely consistent with public policy but may vary in the approaches to address social causes. Further, a preference for privacy indicates the PAF sector may be characterised as ‘quiet philanthropy’ rather than having a visible public presence. As such, PAFs’ advocacy focused on promoting philanthropy, rather than altering or influencing public policy. Our main contention is that the conceptions of advocacy in structured philanthropy are dominated by the obvious, the outliers and the noisy. Our contribution to the philanthropic literature is a more nuanced and broader discussion of how advocacy and agenda-setting occurs and is understood in the mainstream.

Abstract Genetically modified food animals (GMFAs) are needed to address early the cumulative effects of livestock production on the environment and to accommodate future food demands. In 2020 China and the U.S., the world's two largest economies, embarked on regulatory reforms to boost the commercialization of such animals. However, gaining social acceptance of GMFAs for commercialization remains a global challenge. We propose a framework that focuses on social license for commercialization of GMFAs by defining four classes of improvement using precision genetics: 1) animals equivalent to natural variation to obtain the improved effect of cross-breeding (ENV); 2) animals with an inactivated gene that could occur via natural mutation (ENC-); 3) animals harboring a natural genetic sequence isolated from another species (ENC+); and 4) animals with synthetic sequences encoding novel genes (BNE). Our approach can guide regulators and the public to support orderly commercialization of genetically modified food animals.
