The choice of risk assessment procedure is one of the essential stages of efficient structuring of processes on prevention, localization and elimination of the consequences of accidents at main pipeline transport facilities. The authors analyzed themed publications and regulatory documents, governing procedures of risk assessment and forecasting of the consequences of possible accidents, and defined main problems in this area. Procedure for the risk assessment of accidents at main pipeline facilities was developed, the basis of which is the expert evaluation method. The procedure includes the determination of the main criteria for the assessment the probability of accident initiation and development and the evaluation of the severity of its consequences, an expert evaluation of criteria significance, their classification, and creation of a rating for hazardous pipeline sections. The application of the procedure application allows to specify the list of facilities that require high priority forecasting of accidents consequences, thus to optimize the distribution of resources and the overall increase of efficiency in planning while defining forces and special technical devices, necessary for containment and rectification of emergencies. Expert evaluation method application allows considering the specifics of certain enterprises, their technical and technological peculiarities, thereby increasing forecasting accuracy.

The procedure for action in cases of a threat or an accident at oil pipeline transport facilities is defined in the relevant plans for emergency spillage prevention and response – ESPR. The purpose of the article is to analyze the requirements of the legislation in the field of development and approval of ESPR. The specifics of ESRP development at trunk pipeline facilities in Russia are noted, the US experience in combating oil and oil products spillage is presented. The problematic issues in the development and approval of ESRP, relevant for the domestic system of main oil pipeline transport, have been considered. It was established that the Federal Law No. 207-FL, adopted in July 2020, fundamentally changed the outdated and required revision approach to the coordination and approval of ESRP. At the same time, further work is needed to create a regulatory framework that establishes requirements for ESRP, as well as to improve ESRP, taking into account modern methods of predicting accidents, identifying emergencies, risk-oriented approaches to planning measures to localize and eliminate accidents, the specifics of operating organizations.

Knowledge of animal feed and waste is an important component in building the livestock industry. The aspectof availability of feed and the production of livestock waste is one of the problems by cattle farmers in MattirowalieVillage, Libureng Sub-District, Bone Regency. Efforts to increase the capacity of farmers in solving these problems areneeded to increase the productivity of their livestock. This program aims to increase knowledge for farmers of beef cattlein processing agricultural and livestock waste into feed products and processing them into organic fertilizer. This activityis an implementation of the Program Pengabdian Kepada Masyarakat Unhas (PPMU) Program Kemitraan Masyarakat(PKM). This activity was carried out in Mattirowalie Village, Libureng Sub-District, Bone Regency. The partner groupsinvolved as targets were the "Kurusumange" and "Masempo Dalle" farmers group (FG). The number of trainingparticipants involved in this activity is approximately 25 peoples, overall were cattle farmers with 2-3 cattle/person. Theimplementation of technology introduction programs was carried out in the form of training programs and technologyassistance. Several technology packages that have been implemented were: 1) ammoniation technology, 2) complete feedsilage fermentation technology, 3) manufacturing of local microorganism (LM) technology and 4) Urea Molasses Block(UMB) manufacturing technology. The results of the implementation of activities to increase the capacity of partnermembers in processing agricultural waste and livestock into alternative animal feed and organic fertilizer

The water quality in the 12 priority watercourses of Hong Kong was appraised in respect of the various environmental control measures being undertaken. It was noted that water quality in Lam Tsuen River had been significantly improved since 1983. This is attributed to recent resumption of unsewered lands for town development, training of river basin to increase flow, and declaration of the catchment as a “Water Control Zone” under the Water Pollution Control Ordinance. In contrast with the other heavily polluted watercourses to which little abatement measures were implemented, the water qualities of Shing Mun River and Tuen Mun River were slightly upgraded because of the efforts to rectify unauthorized industrial discharges back to foul sewer and provision of interceptors and sewers to villages. The 10 year Livestock Waste Control Scheme enforced on 24 June 1989 was found in parallel with BOD and suspended solids decrease in watercourses. To assess its effectiveness, however, a longer term monitoring is required to get a conclusive result.
