Modern times bring with them modern approaches to the perception of our problems. The perception of security in cities is no exception. The establishment of general indicators is needed to improve the evaluation and comparison of sites. These security indicators can be found in the six basic characteristics that make up a Smart City. This article contains a proposal for an application and a procedure for assessing the impact of projects on the security of citizens. The present proposal uses a system approach method using some specificities of the ISO 31000 standard. The principle of the proposal is that the probability of risk is a priority and we perceive the consequence as the expected increase and decrease in the level of security in cities.

The possibility of using artificial radial basis function neural networks for modeling of economic phenomena and processes is shown. The basic characteristics and parameters of an artificial radial basis function neural network are shown and the advantages of using this type of artificial neural networks for modeling economic phenomena and processes are emphasized. Using an artificial radial basis function neural network, together with official statistics for 2010-2017, the modeling of the influence caused by work efficiency indicators of the customs authorities of Ukraine on the indicators of economic security of Ukraine was carried out. The results obtained showed good analytical and prognostic properties of an artificial radial basis function neural network when modeling the impact of customs authorities’ performance on the state’s economic security indicators.

The risk of theft of goods is certainly an important source of negative influence in human psychology. This article focuses on the development of a scheme that, despite its low cost, acts as a smart antitheft system that achieves small property detection. Specifically, an Internet of Things (IoT)-based participatory platform was developed in order to allow asset-tracking tasks to be crowd-sourced to a community. Stolen objects are traced by using a prototype Bluetooth Low Energy (BLE)-based system, which sends signals, thus becoming a beacon. Once such an item (e.g., a bicycle) is stolen, the owner informs the authorities, which, in turn, broadcast an alert signal to activate the BLE sensor. To trace the asset with the antitheft tag, participants use their GPS-enabled smart phones to scan BLE tags through a specific smartphone client application and report the location of the asset to an operation center so that owners can locate their assets. A stolen item tracking simulator was created to support and optimize the aforementioned tracking process and to produce the best possible outcome, evaluating the impact of different parameters and strategies regarding the selection of how many and which users to activate when searching for a stolen item within a given area.

Fostering sustainability is paramount for Smart Cities development. Lately, Smart Cities are benefiting from the rising of Big Data coming from IoT devices, leading to improvements on monitoring and prevention. However, monitoring and prevention processes require visualization techniques as a key component. Indeed, in order to prevent possible hazards (such as fires, leaks, etc.) and optimize their resources, Smart Cities require adequate visualizations that provide insights to decision makers. Nevertheless, visualization of Big Data has always been a challenging issue, especially when such data are originated in real-time. This problem becomes even bigger in Smart City environments since we have to deal with many different groups of users and multiple heterogeneous data sources. Without a proper visualization methodology, complex dashboards including data from different nature are difficult to understand. In order to tackle this issue, we propose a methodology based on visualization techniques for Big Data, aimed at improving the evidence-gathering process by assisting users in the decision making in the context of Smart Cities. Moreover, in order to assess the impact of our proposal, a case study based on service calls for a fire department is presented. In this sense, our findings will be applied to data coming from citizen calls. Thus, the results of this work will contribute to the optimization of resources, namely fire extinguishing battalions, helping to improve their effectiveness and, as a result, the sustainability of a Smart City, operating better with less resources. Finally, in order to evaluate the impact of our proposal, we have performed an experiment, with non-expert users in data visualization.

In the modern Russian philosophy, discussions about the phenomenon of computer simulations in the scientific research practice of conducting experiments are just beginning to pass the stage of initiation in small interdisciplinary groups studying this new direction for the philosophy of science. At the same time, in Western philosophy by the current moment there have been formed entire directions for the study of computer simulations. Different groups of researchers in different ways form ideas about the basic characteristics of simulations: from skeptical views on their nature, which are of no philosophical interest, to extremely revolutionary attitudes that assign simulations to the main role in the next expected turn of philosophy, comparable in its power to the linguistic turn in early XX century. One of the main controversial issues in Western philosophical thought was the search for relevant criteria and signs of simulations that could create a solid basis for formulating a rigorous definition of this phenomenon. Thus, through the definition, researchers first of all try, on the one hand, to solve the taxonomic problem of the correlation and interconnection of simulations with other types of experiment: natural, laboratory, mental, mathematical. On the other hand, to reveal for philosophy ontological and epistemological foundations of simulations, which carry the potential of new philosophical knowledge. This article is devoted to a brief review of the existing concepts of representatives of Western schools of thought on the phenomenon of computer simulations in the context of the philosophy of science. The structure of the review is built on three basic conceptual directions: 1) definition of the term "computer simulation"; 2) computer simulations as an experiment; 3) the epistemic value of simulations. Such a review can become the subject of discussion for Russian researchers interested in the impact of computer simulations on science and philosophy.

In many countries, energy-saving and emissions mitigation for urban travel and public transportation are important for smart city developments. It is essential to understand the impact of smart transportation (ST) in public transportation in the context of energy savings in smart cities. The general strategy and significant ideas in developing ST for smart cities, focusing on deep learning technologies, simulation experiments, and simultaneous formulation, are in progress. This study hence presents simultaneous transportation monitoring and management frameworks (STMF ). STMF has the potential to be extended to the next generation of smart transportation infrastructure. The proposed framework consists of community signal and community traffic, ST platforms and applications, agent-based traffic control, and transportation expertise augmentation. Experimental outcomes exhibit better quality metrics of the proposed STMF technique in energy saving and emissions mitigation for urban travel and public transportation than other conventional approaches. The deployed system improves the accuracy, consistency, and F-1 measure by 27.50%, 28.81%, and 31.12%. It minimizes the error rate by 75.35%.

The Safe System (SS) approach to road safety emphasizes safety-by-design through ensuring safe vehicles, road networks, and road users. With a strong motivation from the World Health Organization (WHO), this approach is increasingly adopted worldwide. Considerations in SS, however, are made for the medium-to-long term. Our interest in this work is to complement the approach with a short-to-medium term dynamic assessment of road safety. Toward this end, we introduce a novel, cost-effective Internet of Things (IoT) architecture that facilitates the realization of a robust and dynamic computational core in assessing the safety of a road network and its elements. In doing so, we introduce a new, meaningful, and scalable metric for assessing road safety. We also showcase the use of machine learning in the design of the metric computation core through a novel application of Hidden Markov Models (HMMs). Finally, the impact of the proposed architecture is demonstrated through an application to safety-based route planning.

In a series of studies about settlement density in the Rhine area from protohistoric to modern times, K.-P. Wendt and A. Zimmermann try their hand at the difficult task of evaluating the palaeodemography of a region. Their task is all the more complex because these are times and spaces for which written sources are lacking, as a result of which reasoning relies very broadly on interpretation of the archaeological record. The two researchers also attempt to characterize the density of rural settlements and their spatial distribution. I shall not dally on the methods employed, which involve quite complex statistics and geomatics (anyway, they lie outside my area of scientific competence), and shall take the figures at face value, even if I might question some of them. I shall contemplate the economic impact of population growth on the countryside of Gaul in Imperial times. It is a subject that has often been addressed, but one which I intend to reconsider in the context of a European programme on this issue. The relationship between population numbers, agricultural yield, gross domestic product and taxation has certainly been one key to our understanding of the Roman economy ever since the model suggested by K. Hopkins. Here, however, I do not wish to proceed in terms of theory, but intend to review critically the archaeological sources, which, for want of written evidence, are our mainspring for evaluating the key components of economic development on the regional scale of NE Gaul.

In recent years we have witnessed a revival of interest in the National Resources Committee (NRC) and its work on national planning. The research shows that the roots of national planning at the NRC are found in the Progressive Era, when individuals sought, through city, regional, and economic planning, to bring order to American society, in the government's management of the economy during World War I, and in Hoover's attempt at macromanagement of the economy. The research also shows that national economic planning, as distinct from other forms of planning, was an important component of the committee's work. In regard to this, researchers have acknowledged that Gardiner Means, as director of the Industrial Section of the Industrial Committee and author of The Structure of the American Economy, Part I: Basic Characteristics, was an important and outspoken advocate of economic planning within the NRC, but they have been less clear as to his specific contributions to economic planning. Moreover, the researchers have not extensively investigated the NRC position toward national economic planning, the economic models from which national economic plans would be developed, and the impact of the Keynesian revolution on the NRC approach to national economic planning. These omissions are not surprising inasmuch as neither Warken's (1979) nor Clawson's (1981) general coverage of the NRC provided much more than a brief and superficial description of the Industrial Section and a listing of its most important publications. Kalish (1963), on the other hand, discussed Means and the Industrial Section in more depth but in such a disjointed manner that it is impossible to grasp the movement toward economic planning that took place in the NRC and the important role Means played in the process. Finally, neither Chapman's (1981 and 1983) nor Jeffries's (1987) discussions of the impact of the Keynesian revolution on the activities of the NRC dealt specifically with its impact on Means's work on economic planning.

Vice President Thomas R. Marshall has been criticized for not acting more aggressively to exercise presidential powers and duties after President Woodrow Wilson suffered a stroke in October 1919 which compromised his ability to discharge his office for much of the remainder of his term. Yet Marshall faced formidable constraints in the constitutional, political, institutional, and factual context in which he operated. This paper examines these constraints on Marshall's political behavior. His conduct becomes understandable when viewed in the context of those inhibiting factors. The paper also considers the impact of the presidential inability provisions of the subsequently ratified Twenty-Fifth Amendment which renowned Wilson scholar Arthur Link suggested would have made no difference. While questioning the practicality of that counter-factual, the paper argues that the Amendment would have been helpful but suggests that a Wilson-like situation, if one could be imagined in modern times, could present a relatively taxing challenge to our constitutional system.
