This article reviews the modern hazards and challenges of national security for the Russian Federation and the need to reformat its main issues and determining factors. The authors examine the concept of cultural policy, the interdependence of politics and culture, where the political sphere is considered a product of cultural and social life, or in other words, where politics is a form of cultural existence. The authors describe the previous political science research concerning culture and the phenomenon of cultural policy where culture is considered the main mechanism of socializing an individual (Goloborodko, 2012). They also examine a cultural policy as an instrument reflecting the social and political systems’ relationships. The authors explore the concept of national security and ways to ensure that national interests are protected within the systems of both Russia and international affairs. It is noted that in recent years, the problems of culture and cultural policies, as factors of national security, have drawn crucial public and scientific attention, substantiating reasons for increased effort on the humanitarian issues of national security. The authors conclude that the culture accumulated in the political sphere could influence the regulation of social development and ensure a stable public and political existence.

The article discusses the factors that encourage the use of the achievements of the broadly understood current of sociobiology in political science research. The guiding thesis here is the assumption that the effective use of the achievements of sociobiology for political science research may be an important factor inspiring new interpretations, explanations and forms of viewing the political sphere of social life. At the same time, it stimulates a broad view of the complexity of mutual relations between the sphere of culture and politics and biological factors. The condition for such a perspective is a departure from the reduced, genetically determinist perception of sociobiology and the understanding of culture and politics both in terms of products and determinants of the natural environment. The structure of the argument is subordinated to attempts to answer the following questions: Why is it worth being interested in using neo-evolutionist concepts to explain and describe the political sphere of social life? What is sociobiology and what theoretical assumptions can be a useful instrument of explanation in political science research?

Introduction. Population growth in the world is uneven: while in some countries the population has been growing for a long time (China, India), in Russia and in many EU and BRIC countries, the birth rate has been declining in recent years; and if this does not affect the population, then only by increasing life expectancy and migration. Abrupt changes – both growth and decline – in the population are a threat to the national security of the state. The purpose of this work is to evaluate the effectiveness of political management (strategies and tools) aimed at solving demographic problems and increasing the birth rate in the Russian Federation, as well as to identify the stages of the formation of demographic policy in the Russian Federation in 1992–2019. Methods and materials. Based on the qualitative analysis of normative documents, the frame analysis of speeches of political leaders the main factors that influenced the coverage of demographic problems are revealed (the authors used official electronic versions of the following publications: “Sobranie Zakonodatelstva Rossiyskoy Federatsii” (Collection of Legislation of the Russian Federation) and “Byulleten normativnykh aktov federalnykh organov ispolnitelnoy vlasti” (Bulletin of Normative Acts of Federal Executive Authorities). Analysis. The proposed research strategy allowed identifying demographic threats to national security articulated by political actors and presented in official documents, statements of officials, as well as to compare the political decisions taken in the Russian Federation with the decisions taken in some European countries. Strategic documents that ensure national security of the Russian Federation by including the demographic agenda in political discourse are considered as a tool of political management. Results. The article assesses the effectiveness of political management in solving demographic problems and increasing the birth rate in the Russian Federation, identifies the stages of the formation of demographic policy in the Russian Federation in 1992–2019, as well as the features of the articulation of demographic problems in the political discourse of Russia, and describes demographic threats. The analysis of the regulatory framework as a tool for political management, demographic threats prevention, as well as the basis of the state strategy for increasing the birth rate in the Russian Federation allowed identifying policy decisions that can be used to develop new measures within the framework of programs to increase the birth rate in the Russian Federation.

The article considers the concept, value and features of communications in the public administration of the Russian Federation in the context of national specificity. The main problem is the involvement of wide groups of citizens in the development of policies and the transition to communication technologies as an instrument of indispensable success. The author shows all the difficulties and features of the issue of communications in a state society, politics, and socio-economic field. By solving this problem, the author proposes the development of implemented technologies for the communication of citizens and authorities by virtual interaction using the Internet and social networks in modern conditions. Thus, we can conclude that communication in the political sphere requires constant dynamic development based on the basic mechanisms and blocks of communication, but the transition to communicative activity, which is possible with a legislative approach to this problem.

The main task of the Russian Federation is to secure from encroachments on the damage to the national interests of the country. Also ensuring economic, political and social stability both within the country and along the entire perimeter of the borders. Ensuring stability along the perimeter of the borders is not only the main task of the Russian Federation, but also of any power for which national security is in the first place. For Russia, which has a large scale, has many neighbors, the problem of preventing conflict zones at the borders is of particular importance. This article will focus on the study and disclosure of the contents of the main threats to the Russian Federation and their impact on the political system of the country.

The process of formation of representative bodies in the regions of the Russian Federation, provided by the Russian legislation, is considered. The analysis of the influence of the federal authorities on the formation of regional parliaments is presented. The restrictions of the real possibilities of regional parliaments to influence the political process in the space of their regions are analyzed, as well as their great dependence on the executive branch. The practices of regional parliaments of the Russian Federation are studied. The change in the structure of regional government legislation, including regional parliaments, based on the author´s analysis of changes, amendments to the Federal Law «On general principles of organization of legislative (representative) and executive bodies of state power of the subjects of the Russian Federation» is examined. It is proved that the regional parliaments have greater possibilities to structure and intensify the political space of the subjects of the Russian Federation, in the organization of social life, increasing the responsibility of the entire system of public administration. Some recommendations for improving the formation of regional parliaments in Russia are given.

The article deals with the assessment of the prospects of the political future by representatives of Russian youth. The text of the article has been prepared within the framework of the project “Potential of Youth Political Leadership in The Course of Political Socialization and Circulation of Elites in the Russia Regions in the 2010s (using the example of South-Western Siberia and the North-West of the Russian Federation), RFBR grant No. 18-011-01184. The relevance of the research is in combining a fundamental review of the main directions of research of the role of youth participation in the social and political process and the involvement of a specific empirical study conducted in the spring of 2019, which allows highlighting various aspects of the situation. The empirical part of the study is based on the study “Ideas of Youth about Possibilities of Youth Leaders and Youth Organizations in Russia”, which was conducted in spring 2019 in four constituent entities of the Russian Federation — Altai Territory, Leningrad and Novosibirsk Regions and St. Petersburg. The method of research was a personal standardized interview, the sample size was 1000 respondents (250 in each of the regions), representatives of young people aged 14 to 30 permanently reside in the territory of the studied subjects of the federation. Based on factor and cluster analyzes, the main models of expectations of the political future are presented. The article should be of interest to researchers, both professionally involved, and simply interested in the topic of the influence of the real political process on such a significant group of the population as youth.
